Hotzmeister Joseph R.Aquera John L.Corbett Richard K. Curran Jaynes A.Maass Patricia S.Sutton MEMORANDUM March 29, 1990 To: Board of Directors From: Peter L. Holzmeister, tener 1 Manager Subject: Glenn M. Reiter draft report on purchasing and warehousing Attached is a copy of the above referenced report. This report was commissioned by the Board back in September when I realigned some of the purchasing and warehousing functions of the District. The Finance Committee of the Board became concerned that there may not be a proper level of control being exercised over the flow of materials through the purchasing and warehousing system. The Board commissioned Glenn M. Reiter and Associates to study the matter. I would like to share my thoughts on the report and make a recommendation to you. Basically, the report tells me we asked the wrong question. Inefficiency in purchasing and warehousing are not the problem, they are the symptom. The problem is lack of planning and control. RECOMMENDATION I have the following recommendations: 1 . That the Board accept the draft report as an interim report. 2 . That we secure a proposal from Glenn M. Reiter Associates for a Phase II study wherein we deal with the bigger system that encompasses planning, scheduling, inventory and accounting. PLH/smc
