MISSION STATEMENT
The Truckee Donner Public Utility District is a citizen-owned,
political subdivision of the State of California with primary
responsibility for providing services relating to the electrical
and water needs of .its customers, present and future.
GOALS
1. Provide prompt, cost-effective and courteous service to
customers with concern for their individual needs.
2 . Provide an adequate, reliable and safe supply of
electrical power and water to meet present and future
customer needs at the lowest possible cost and consistent
with good business practice.
3 . Establish rates, charges and policies which will provide
revenues required to maintain the financial soundness and
integrity of the District.
4 . Establish policies and programs that achieve cost-
effective conservation and support the efficient use of
energy and water resources.
5. Provide a skilled management and supervisory team to
direct the activities of the District and maintain a high
level of employee competence by providing training
programs and development opportunities consistent with
the District' s commitment to serve its customers.
6. Promote a high level of cost awareness by all employees
in the operation of District activities.
7. offer a work climate that is highly motivative providing
for individual responsibility and initiative, within a
framework of accountability, and fostering both personal
and organizational pride.
8 . Develop, maintain and improve the District ' s property,
equipment, methods and procedures to provide for cost-
effective operation.
9. To recognize the need to provide services to the
customers that are complimentary to water and power
operations.

demonstrates a concern for effects on the environment.

MEMORANDUM
March 29, 1990
To: Board of Directors

Subject: Glenn M. Reiter draft report on purchasing and
warehousing
Attached is a copy of the above referenced report. This report was
commissioned by the Board back in September when I realigned some
of the purchasing and warehousing functions of the District. The
Finance Committee of the Board became concerned that there may not
be a proper level of control being exercised over the flow of
materials through the purchasing and warehousing system. The Board
commissioned Glenn M. Reiter and Associates to study the matter.
I would like to share my thoughts on the report and make a
recommendation to you. Basically, the report tells me we asked the
wrong question. Inefficiency in purchasing and warehousing are not
the problem, they are the symptom. The problem is lack of planning
and control.
RECOMMENDATION
I have the following recommendations:
1 . That the Board accept the draft report as an interim
report.
2 . That we secure a proposal from Glenn M. Reiter Associates
for a Phase II study wherein we deal with the bigger
system that encompasses planning, scheduling, inventory
and accounting.
