Holzmeister Subject: Manager's Report District Reorganization I would like the Board to know what has been done to implement the new organization chart adopted by the Board at the last meeting. Joe Straub has been put in charge of purchasing and warehousing with Lenna Hossack assisting. The meter readers have been moved to the Technical Services Department under Bruce Grow. Mary Chapman has combined the staff of the Finance Department and Office Management. Joan Antonucci has been temporarily upgraded to the bookkeeper position in the absence of Kay Pomponio. Joan Price has been temporarily moved from her position in utility billing to Joan Antonucci 's position in finance. We have posted a temporary vacancy in utility billing to replace Joan Price. Work orders have been returned to engineering. Job Description There has been much discussion of job descriptions lately. Drafts of revised job descriptions are in the hands of all department heads. I will receive their comments next week and will make appropriate changes based on those comments. I will then hold an all employee meeting to discuss the draft job descriptions. It is likely that further revisions would be appropriate based on input from the all employee meeting. I will hold that meeting on the third Wednesday in June. I will then present the draft job descriptions to the Board for discussion and, hopefully, adoption. Budget Update The draft budget is 95% complete. I hope to get a draft to the Directors by the next meeting. The electric rates look fine. There is a problem in the water rates. Page 2 Manager' s Report June 1, f 1990 Reiter Study_ I have met with the Key Persons Group and have mapped out an initial strategy for making the bast use of the Glen Reiter people. We intend to tackle work orders, purchasing and the budget first. Grace Robertson service at Riverview Mobilehome Park Please review Andy Hyde's memo which is attached. I think we need to take some action to conclude our discussion with Grace. In that revision, new words are underscored and deleted words are in brackets. Hyde, District Civil Engineer SUBJECT: June 4, 1990 Board Meeting -- Staff Report Grace Robertson - Riverview Trailer Park During the past few weeks I have been contacted several times by Grace Robertson concerning the terms and conditions of the agreement that has been negotiated between the District and Grace that relates to water service to Grace's property on East South River Street. As you might recall, we were nearing agreement just before Grace left for Florida last winter. Unfortunately, Grace did not sign the agreement before she 'left and she still hasn't signed the agreement. Grace has requested, among other things, that certain parts of the agreement be modified and that I write letters to potential buyers guaranteeing that water service is indeed available at no additional cost to particular parcels (in accordance with the unsigned agreement. ) I have advised Grace that the agreement cannot be changed without Board involvement and that it is unlikely that I would recommend approval of the changes that she is proposing. I have also indicated that it is inappropriate to single out certain parts of the agreement that are in her favor and expect the District to honor those parts while refusing to agree to other less favorable parts of the same agreement. I have advised Grace that she must accept the agreement in its entirety before the District will carry out any part of the agreement. I would like to know if the Board is interested in renegotiating the agreement with Grace or if I should continue to advise Grace that the agreement as developed but not signed last year is as far as the District can go in accommodating her wishes. RESOLUTION NO. 9016 OF THE TRUCKEE DONNER PUBLIC UTILITY DISTRICT AUTHORIZING WIRE TRANSFERS, DESIGNATING EMPLOYEES TO ACT ON BEHALF OF DISTRICT AND RESCINDING RESOLUTION NO. 8816 WHEREAS, it is in the best interest of the Truckee Donner Public Utility District to arrange for the transfer of deposited funds of the District other than by check or draft; and WHEREAS, Truckee River Bank provides wire transfer and comparable transfer services; NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the Truckee Donner Public Utility District as follows: 1. That the Truckee River Bank is hereby requested to honor, execute and process this District's telephonic, telegraphic, written or oral requests for the transfer of funds between the accounts of this District at the Truckee River Bank and the Local Agency Investment Fund, subject to such terms and conditions as may from time to time be agreed upon by the District. 2 . That any one of the following named officers or employees of the District a) Peter L. Holzmeister, General Manager, b) Mary Chapman, office Manager, c) James A. Maass, President be and they are hereby authorized, directed and empowered for an on behalf of and in the name of the District as follows: a) To execute agreements with the Bank providing for such funds transfers and to make and verify requests for such transfers, and the Bank shall be entitled to honor and charge this District for all such requests, when given (or purported to be given) by any one of the above. b) To make, execute and deliver such other agreements as may be required by the Bank; and c) To perform or cause to be performed all further acts and execute and deliver all further instruments which Bank may deem necessary to carry out the purposes of this resolution. 3 . That this District hereby ratifies and confirms the acts of its officers, agents or employees in heretofore requesting transfers of funds from this District' s accounts with the Bank by wire or comparable transfer together with any acts performed in relation hereto. 4 . That the Clerk of this District is hereby authorized and directed to execute, acknowledge and deliver a certified copy of this resolution to the Bank and any other person or agency which may require copies of this resolution and that the certification of the (,Secretary) Clerk as to the signatures of the above named officers will be binding on this District. 5. That the Bank is authorized to act upon this resolution until written notice of the revocation thereof by a resolution duly adopted by the Board of Directors of this District is delivered to the Bank, such revocation in no way to affect the obligations of this District to the Bank incurred pursuant to the terms of this resolution prior to receipt by the Bank of such notice or revocation. SWITCH EQUIPMENT WHEREAS, the Board of Directors of the Truckee Donner Public Utility District has determined the need to purchase electrical switch equipment for the Gateway at Donner Pass development; and WHEREAS, the developer has provided funds for the purchase of said switches; NOW, THEREFORE, BE IT RESOLVED that the Board of Directors of the Truckee Donner Public Utility District does hereby authorize the President to issue a call for bids based on the District' s standard specifications for electrical switches, and that the date and established for the bid opening is Wednesday, June 27 , 1990, at 2 : 00 P.M.
