PLANNING FOR TOMORROW IN TRUCKEE

As most of you know, about 220 persons attended the PTT meeting
Tuesday, June 12, at which Dr. Al Sokolow shared information
about the various govermental alternatives. Many of you stayed
to hear the results of the poll. For those who weren' t able to �
stay, it . was very clear that the incoroporat ion alternatives '
(with and without the special districts) were the direction the
community people wanted to move. We need to retake some decisions
, about what PTT will do.
Agenda:

Tomorrow in Truckee meeting held on June 12, 1990• The audience was asked to
indicate its first, second, and third choice for the various types of government entities that
were discussed. The audience was also allowed to write in a choice.

OF THE
TRUCKEE DONNER PUBLIC UTILITY DISTRICT
IMPLEMENTING AND FIXING ELECTRIC AND WATER
STANDBY CHARGES PURSUANT TO ORDINANCE NO. 7501
FOR THE FISCAL YEAR 1990-91
WHEREAS, on February 18, 1975, the Board of Directors of the
Truckee Donner Public Utility District duly adopted Ordinance No.
7501 fixing electric and water standby charges on lands within the
District boundaries and providing a means for collection thereof;
and
WHEREAS, on August 16, 1982, the Board of Directors adopted
Resolution No. 8240 amending Ordinance 7501 to include Placer as
well as Nevada County; and
WHEREAS, Ordinance No. 7501 prescribes that implementation of the
actual charges shall be made by resolution of the Board for each
fiscal year:
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the
Truckee Donner Public Utility District as follows:
1. The electric standby charge for the fiscal year 1990-91
shall be the sum of $20 for any parcel consisting of one
acre or more, and the sum of $10 for any parcel of less
than one acre.
2 . The water standby charge for the fiscal year 1990-91
shall be the sum of $10 for any parcel consisting of one
acre or more, and the sum of $5 for any parcel of less than
one acre.
3 . The District shall determine the lands to be affected
thereby for the current fiscal year and the charges to be
assessed, levied and collected on the lands and parcels,
and upon the completion thereof a subsequent resolution
shall be approved fixing and placing the electrical and
water standby charges on the District tax roll for
collection by Placer and Nevada Counties.
4 . The Clerk of the District is hereby directed to forward
certified copies of this resolution to the Board of
Supervisors and the County Auditor of the County of Placer,
and the Board of Supervisors and the County Auditor of the
County of Nevada.

Public Utility District at a meeting held within the District on
the 18th day of June 1990 by the following roll call vote:

RESOLUTION HO. 9020
OF THE
TRUCKEE DONNER PUBLIC UTILITY DISTRICT
FIXING AND PLACING ELECTRIC AND WATER STANDBY
CHARGES ON DISTRICT TAX ROLL FOR COLLECTION BY THE
COUNTIES OF PLACER AND NEVADA
WHEREAS, on February 18, 1975, the Board of Directors of the
Truckee Donner Public Utility District duly adopted Ordinance No.

District boundaries and providing a means for collection thereof;
and
WHEREAS, on August 16, 1982 , the Board adopted Resolution No. 8240

and parcels;
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the
Truckee Donner Public Utility District as follows:
1. That the Board of Supervisors of the County of Placer,
State of California, and the County of Nevada, State of
California, levy the standby charges against the parcels
and owners of record listed on the computer itemization of
unimproved parcels kept and maintained in the Engineering
Department of the District and made a part hereof by
reference, and that the County Auditors and Tax Collectors
be instructed to levy and collect said charges in the same
manner as County taxes as by law and in said ordinance
provide. Upon completion and correction of the current
list through June 30, 1990, a copy will be forwarded to the
Auditor Controller of each County.
2 . That the Clerk of the District be directed to forward
certified copies of the resolution to the Board of
Supervisors and County Auditor of the County of Placer, and
the Board of Supervisors and County Auditor of the County
of Nevada.
PASSED AND ADOPTED by the Board of Directors of the Truckee Donner
Public Utility District at a meeting held within said District on
the 18th day of June 1990 by the following roll calf. vote:
AYES: Aguera, Corbett, Curran, Sutton and Maass.

RESOLUTION HO. 9021
OF THE
TRUCKEE DONNER PUBLIC UTILITY DISTRICT
ESTABLISHING A POLICY REGARDING THE USE
OF FACSIMILE MACHINES FOR RECEIPT OF PROPOSALS
WHEREAS, the Board of Directors of the Truckee Donner Public
Utility agrees that the purpose for requiring sealed bids is to
provide confidentiality up to the point of the public bid opening;
and
WHEREAS, a facsimile transmission, by it' s nature, is not protected
by confidentiality; and
WHEREAS, the Board of Directors has determined it is inappropriate
for the District to consider any document transmitted by facsimile
machine because the consideration of such a document could place
District staff in a position where an allegation of wrong-doing
could be made,
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the
Truckee Donner Public Utility District that the following policy be
adopted:
It is the policy of the Truckee Donner Public Utility
District to prohibit the consideration of any document
sent to the District by facsimile transmission in
response to an invitation for sealed bids.

Public Utility District at a regular meeting duly called and held
within the District on the 18th day of June 1990 by the following

OF THE
TRUCKEE DONNER PUBLIC UTILITY DISTRICT
MAKING NOMINATIONS FOR SPECIAL DISTRICT VACANCIES
ON NEVADA COUNTY LOCAL AGENCY FORMATION COMMISSION
WHEREAS, the Board of Directors of the Truckee Donner Public
Utility District has received notice of request for nominations for
the special district positions on the Nevada County LAFCo pursuant
to Section 56332 of the Government Code; and
WHEREAS, the Board of Directors of the Truckee Donner Public
Utility District desire to nominate individuals to serve on Nevada
County LAFCo;
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors that
Patricia S. Sutton be nominated as Special District Representative
##1 to the Nevada County Local Agency Formation Commission for a two
year term.
Further, that the Board reaffirm its intent to support Ron Sweet as
Representative #2 for a four year term, and Kathy Kreiger as the
Alternate Representative for a four year term.
PASSED AND ADOPTED by the Board of Directors of the Truckee Donner
Public Utility District at a meeting duly called and held within
the District on the 18th day of June 1990 by the following roll
