Holzmeister, General Manager Subject: Staff Report 1. Waterquality report Attached is a water quality report for the month of November for your review. 2 . CMUA Annual Conference The CMUA annual conference is scheduled for March 6, 7 and 8 in Napa. Attached is a preliminary announcement and tentative agenda for your review. We need to respond by February 3, 1991 to take advantage of lower room rates. Please check your calendars and try to attend. There isn't much information yet on the topics to be covered, but CMUA usually puts on an excellent conference. 3 . Gridlock prevention plan As has been reported in the Sierra Sun, the Nevada County Office of Emergency Services has prepared a plan for avoiding traffic gridlock in Truckee during winter storms. Attached is a document entitled "Severe Weather in Nevada County, " which sets forth procedures to be followed during winter storms and lists key participants in the process. Director Maass initiated the study of the problem, Nevada County Office of Emergency Services, at the urging of G. B. Tucker, then took the project under its wing. We will be watching to see if the plan develops bugs that need to be worked out. Holzmeister, General Manager From: Debi Black, Engineering Technician SUBJECT: MONTHLY BACTERIOLOGICAL REPORT - NOVEMBER 1990 Attached is the "Summary of Bacteriological Water Quality" report for the month of November, 1990. As indicated in the report, all 27 samples taken within the District's distribution system were free of coliform bacteria, and met the State's drinking water standards. However, the report once again indicates the presence of coliform bacteria at the Northside Well. Four samples were taken during the month at Northside Well . As you may recall, each sample is split into five tubes for examination, which resulted in 20 tubes being examined. Six of these tubes were found to contain coliform bacteria. None of the tubes contained fecal coliform bacteria. District Engineer Andy Hyde is continuing his investigation into the incidence of positive coliform bacteria at the Northside Well. He has identified the possibility of bacteria being introduced into the well via the oil lubrication system at this site. Northside is the only oil-lubricated well remaining in the District' s system. It is over ten years old and due for replacement within the next five years. Andy is currently reviewing operational procedures to determine if a simple change in oil handling might eliminate the recurrent bacteria. Although coliform bacteria has been detected in the well, chlorination has prevented the bacteria from entering the distribution system. The elevation runs from 1,200 to 10,000 feet above sea level. As a result, the County experiences four distinct weather seasons. There are two area population centers, western and eastern. The majority of the population resides in the western end- where the elevation is below 3,000' , and where the two incorporated towns of Grass Valley and Nevada City are .located. Therefore approximately 90% (63,000) of the residents live at the 2,000 foot Level. This is historically below the snow level.. Snow falls below the 3,000' elevation are not uncommon. However, the storms are of short duration and the snow quickly melts. Record storms have produced snow levels up to five and six feet (1888) at the 2,300 foot level, but these are considered "100 year" storms. (once every 100 year occurrence) : The average snow fall below 3,000 feet is 12 + inches per year. As a result, the western end of the County is not usually prepared for heavy snow removal on surface streets, County maintained roads, and public property parking lots. Building roof snow load requirements range from a low of 22 pounds per square foot at 2,000 foot elevation to 36 pounds per square foot at 2,800 feet. teen heavy snows fall below 2,500' the area is severely impacted. Such was the case during the snowstorm of February 16 & 17, 1990. Over 32" of snow fell in the Nevada City/Grass Valley area in 34 hours. As a 'result, it was all the community could do to keep the main roadways open and clear to travel. Surface streets were often closed and snow removal was difficult. Many areas were without electrical power for days. As a result, many residents in isolated areas were stranded. The County Office of Emergency Services declared a local emergency and opened a shelter at the Grass Valley Veterans building for 6 days. High winds and blowing snow affect major highways in the County. These conditions most often impact the Donner Summit/Truckee area with the closure of Interstate highway 80 in the eastern portion of the County. When these conditions coincide with a holiday weekend during the winter months traffic becomes gridlocked at the Truckee basin. As a result, motorists can become stranded in freezing weather. To deal with this situation the County has developed a contingency plan to mitigate this phenomenon. The gridlock of I-80 at the Truckee basin during the winter months has been addressed in this appendix. The County will work closely with Caltrans, area ski resort oumers, CEP, Community Care, and local church groups to mitigate the effect of a gridlock. I-80 GRIDLOCK AT TRUCKEE, CALIFORNIA BACKGROUND Interstate 80 is the main artery which travels over Donner Surtmt and passes through California and Nevada. As a result, the roadway is heavily travelled by commercial vehicles, as well as private passenger cars and trucks. The freeway was constructed from 1959 to 1964, and adequately serves the traffic flow most of the time. However, during heavy snow storms on busy holiday weekends the area surrounding Truckee becomes saturated with motor vehicles. This is the result of tourists and skiers joining the regular traffic all entering the Truckee basin around the same time at the end of a busy holiday weekend. The result is the inability of I-80 to sufficiently handle all of the traffic over the summit. The problem is further compounded by the subsequent reduction of traffic lanes and the low visibility due to blowing snow. These conditions lead directly to the gridlock phenomenon. THE GRIDLOCK When the gridlock occurs all vehicular traffic comes to a standstill. To some the delay is a nuisance, but to others the situation is life threatening. This is readily realized by emergency responders in Truckee. The bumper to bumper sea of vehicles completely clog I--80 as well as main surface streets. Emergency vehicles such as ambulance and fire/rescue are unable to respond. The resulting .losses can be catastrophic. The gridlocked motorists are also at danger. As time drags on, the vehicles start running out of fuel to keep the heaters operating. The people either abandon the vehicle, which compounds the gridlock, or face hypothermia. Neither condition is acceptable. PLAN OF ACTION This plan will address the four major weekend periods which historically have resulted in the I-80 gridlock: -- Thanksgiving Weekend -- Christmas Weekend -- New Years Weekend -- Presidents Weekend Players: The following organizations are committed to the I-80 grrdlock action plan: --- Nevada County OES -- Caltrans -- Nevada County Road Department --- California Highway Patrol Truckee Community Care Nevada County Sheriff -- Tahoe Truckee unified School District -- Area Ski Resorts -- Area Church Groups RESPONSIBILITIES: I-80 Caltrans will make the decision to close I-80. The point of closure will be at Verdi, Nevada, and Truckee. West bound traffic will be stopped and allowed to turn around and travel east bound lanes back to Reno. Motorists will be advised of the closure by the overhead electronic road conditions signs just outside Reno (approximately 1 mile west of Keystone Ave.), at Truckee, and the Verdi stop. Estimates of the duration of closure will be made at the time and updated on a continuous basis on the Caltrans Highway Information Net. This information can be received by radio stations which subscribe to Caltrans Highway Information Broadcast Network or by dialing 587-5005-80#. Traffic may be metered or convoyed by Caltrans. State Highway` 267 Caltrans will maintain the highway in an open condition. Northbound traffic will be diverted at Truckee east bound to Reno or be turned around to point of origin. Ski resort owners will tell their patrons of the Bonner Summit/I-80 situation and will advise accordingly.. State Highwa 89 Caltrans will maintain the highway in an open condition.
