MEMORANDUM

SUBJECT: Report on Water Committee Meeting
September 21, 1989 (as amended 10/02/89)
The Water Committee met on Thursday, September 21, 1989, in the
District conference room. The meeting which was called to order
at 3: 05 pm, was attended by Pat Sutton, John Corbett, Peter
Holzmeister, Andy Hyde and Debi Black.
. HIRSCHDALE COMPLAINT
A brief discussion was held regarding the Brunson' s complaint of
yellow water at Hirschdale. Apparently the lines were not
completely flushed at the time of the complaint. The problem of
yellow water has been resolved.
AIRPORT TANK
The members discussed the testing being performed as a part of the
correction of spalling (chipping) at the Airport Tank. Keith
Sauers is under contract to determine the extent of the problem,
and provide a report to the District.
TAHOE DONNER LEAKS
Andy provided samples of thin wall steel and ductile iron pipes in
order for the committee to observe the distinct differences in
thickness. He briefly discussed the map indicating the identified
leak areas, and felt that the problem is a result of poor
workmanship and poor quality materials, although, as painted out
by Pat Sutton, the steel pipe was part of District standards at the
time of construction.
The life span of this particular type of pipe should be
approximately 25 - 30 years. Although the pipe was installed in
the early 1970 's, the system was accepted by the District for
operation and maintenance in December, 1975.
The committee discussed the need for the District to carefully
document any future leaks encountered. They stressed the need for
photographs to be taken in each case.
Pat spoke of the history of the construction and acceptance of the
Tahoe Donner water system.
Peter said that staff would like to engage the assistance of an
outside consultant to (1) identify the extent of the problem, and
(2) propose a method of correction.
RECOMMENDATION
The Committee directed that the staff proceed by preparing a
request for proposals from engineering consultants, obtain legal
advice to clarify any legal recourse the District may have with the
developer and present a report on both items to the full board upon
completion, for further direction.
RIVERVIEW TRAILER PARK
In December, 1988, the Board of Directors approved Conditions of
Service for the property owned by Grace Robertson on East South
River Street. These conditions expired on September 1, 1989, as
none of the terms had been met.
Andy presented a map indicating the location of points to be capped
off by Grace Robertson, and the location of services to be provided
to Grace, in accordance with the conditions of service.
Grace hired a person to excavate in order to locate and expose her
on-site water system. At one point, the pipes were found to be 8
feet below ground level. It would appear that the site has been
filled subsequent to the pipeline installation. Because of the
difficulty encountered in locating the pipe, Grace is requesting
that the District alter the original conditions.
The Committee discussed possible options to altering the conditions
of service.
RECOMMENDATION
Staff was directed to redraft the conditions of service, following
further research. Staff should consider the following points while
redrafting the conditions:
1. Grace may have the option for two temporary services
to the eastern properties, but she is not obligated
• to take two services;
2 . Grace may receive one of the temporary services at the
District's expense. If she chooses to take the second
temporary service, she must pay the actual cost of the
tap and connection fee. The facilities fee and the
water main buy-in fee will be deferred to a future time
when (1) permanent service is requested (2) when the
nature of use changes from a trailer park or (3) when
ownership changes;
3. A document is to be prepared which will be recorded
against the properties advising future purchasers of the
potential for .increased fees;
4 . The issue of backflow problems must be addressed, which
may include a requirement that Grace agree not to
reconnect her spring;
5. Staff should contact Jess Morehouse, State Health
Department representative, regarding the spring;
6. Grace must remove any visible piping;
7. Staff should review the as--constructed drawings of the
TTSA trunk line, located within East South River Street,
for any notation of the location of existing water lines.
i8. The McGinity house should be checked for a possible cross-
connection. Staff should establish if any alternate
source is being used at this site.
MAINTENANCE OF FIRE HYDRANTS
The Committee discussed the request of the Truckee Fire Protection
District to clear brush from hydrants. Peter presented a chart
indicating the services provided by other local agencies.
Debi discussed the District's legal obligation to provide services.
The law gives the District the ability to assess a fee to either
the Truckee Fire Protection District or users of the fire
protection facilities for maintaining a particular level of
service.
The Committee determined that the primary community needs related
to fire protection are that (1) water is available, (2) the
hydrants function, (3) the hydrants are accessible, and (4) the
hydrants are flushed.
RECOMMENDATION
Staff was directed to explore the possibility of the District
providing the necessary services. An estimated cost both in terns
of additional personnel and equipment should be calculated, and a
method .for spreading the costs to the community should be
determined. A report is to be provided at a future. meeting.
Staff was directed to contact the Tahoe Donner Property owner's
association, to investigate the possibility that a contractor is
hired to clear the hydrants in the winter.
TOPICS FOR DISCUSSION
The Water Committee received a listing of 1.7 items for future
discussion. The Committee intends to review the listing and
follow-up at a future meeting by prioritizing the items.
RESOLUTION NO. 8929
OF THE
TRUCKEE DONNER PUBLIC UTILITY DISTRICT
DESIGNATING OCTOBER 8-14, 1989
AS PUBLIC POWER WEEK
WHEREAS, the citizens of Truckee are both consumers and owners of the public
power system and have a direct say in utility operations and policies; and
WHEREAS, the Truckee Donner Public Utility District provides homes,
businesses, social service and Local government agencies with reliable,
efficient and cost-effective electricity employing sound business practices
designed to ensure the best possible service at the lowest possible rates;
and
WHEREAS, the Truckee Donner Public Utility District is an important part of
the nation' s public service infrastructure and its employees serve the
community in the best tradition of public service; and
WHEREAS, the Truckee Donner Public Utility District is part of a community
of 2 , 000 publicly owned electric utilities in the United States that through
consumer-ownership ensure cost-cutting competition in the electric utility
industry to the benefit of electric customers everywhere;
SNOW, THEREFORE, BE IT RESOLVED that the week of October 8-14 be designated
Public Power Week in Truckee, in order to honor the utility, its consumer-
owners, and its employees, who work together to provide the best possible
electric service.
BE IT FURTHER RESOLVED that the community of Truckee join hands with other
public power communities across the nation and celebrate the benefits of
public power to our local and national progress.

OF THE
TRUCKEE DONNER PUBLIC UTILITY DISTRICT
DESIGNATING THE DISTRICT CIVIL ENGINEER AS DISTRICT ENGINEER
(SUPERINTENDENT OF STREETS) FOR ASSESSMENT DISTRICT PURPOSES AND
DESIGNATING THE OFFICE OF THE DISTRICT CIVIL.,. ENGINEER AS THE OFFICE
OF THE DISTRICT ENGINEER (THE OFFICE OF THE SUPERINTENDENT OF
STREETS) FOR SUCH PURPOSES
ASSESSMENT DISTRICT NO. 1989-1
(HIRSCHDALE)
WHEREAS, the Board of Directors of the Truckee Donner Public
Utility District proposes to undertake the above-entitled
proceedings pursuant to appropriate special assessment and
assessment bond acts for the acquisition and financing of public
improvements in the District; and
WHEREAS, the special assessment and assessment bond acts impose
certain duties upon the District Engineer (Superintendent of
Streets) ; and
WHEREAS, the District has not designated or appointed any person
. as District Engineer (Superintendent of Streets) ; and
WHEREAS, pursuant to the special assessment and assessment bond
acts, this Board may, by resolution, appoint a person or designate
an officer to perform the duties imposed upon the District Engineer
(Superintendent of Streets) pursuant thereto;
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the
Truckee Donner Public Utility District as follows:
1. That the District Civil Engineer be, and is, hereby
designated as the person to perform the duties imposed
upon the District Engineer (Superintendent of Streets)
in proceedings being conducted by this Board pursuant to
special assessment and assessment bond acts and all of
the provisions of such acts applicable to the District
Engineer (Superintendent of Streets) shall apply to the
District Civil Engineer.
2 . That the office of the District Civil Engineer be, and
it is hereby, designated as the office of the District
Engineer (office of the Superintendent of Streets) for
all such purposes.

OF THE
TRUCKEE DONNER PUBLIC UTILITY DISTRICT
REQUESTING FROM THE BOARD OF SUPERVISORS OF THE COUNTY OF NEVAD
APPROVAL OF PROPOSED RESOLUTION OF INTENTION AND EXTENT OF
TERRITORY TO BE INCLUDED IN PROPOSED ASSESSMENT DISTRICT, AND
CONSENT FOR THIS BOARD TO ACQUIRE PUBLIC IMPROVEMENTS UNDER
APPROPRIATE SPECIAL ASSESSMENT AND ASSESSMENT BOND ACTS
ASSESSMENT DISTRICT NO. 1989-1
(HIRSCHDALE)
WHEREAS, it is the intention of the Board of Directors of the
Truckee Donner Public Utility District to undertake special
assessment and assessment bond proceedings for the acquisition of
the public improvements more particularly described in Exhibit "All
hereto attached and by this reference incorporated herein; and
WHEREAS, this Board proposes to assess the costs of the
improvements and the expenses incidental thereto upon an assessment
district benefited thereby; and
WHEREAS, all of the lands to be assessed are within the boundaries
of the District and situated within the unincorporated area of the
County of Nevada; and
WHEREAS, portions of the improvements proposed to be acquired are
outside the boundaries of the District, within the unincorporated
area of the County; and
WHEREAS, in order to undertake such proceedings, this District must
submit, pursuant to Section 10104 of the Streets and Highways Code
of the State of California, to the Board of Supervisors of the
County of Nevada for apparoval the proposed Resolution of Intention
to form the assessment district and a plan or map indicating by a
boundary line the extent of territory included in the proposed
assessment district; and
WHEREAS, this District must, pursuant to Section 10103 of said
Code, obtain the consent of the Board of Supervisors of the County
of Nevada to work done outside the boundaries of the District but
within the unincorporated area of the County; and
WHEREAS, the public interest, convenience and necessity will be
served by the making of the acquisitions and the levying of the
assessments as contemplated in the proposed Resolution of
Intention; and
WHEREAS, the purposes sought to be accomplished through these
proceedings can best be accomplished by a single, comprehensive
scheme of work;
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the
Truckee Donner Public Utility District as follows:
1. That request be, and the same is hereby made of the Board
of Supervisors of the County of Nevada to approve, by
resolution, the District' s proposed Resolution. of
Intention to form the assessment district and the extent
of territory to be included in the proposed assessment
distract.
2 . That request be, and the same is hereby made of the Board
of Supervisors of said County that it consent to this
District's acquisition of the public improvements under
appropriate special assessment and assessment bond acts.
3 . That the District Clerk is hereby directed to file with
the Clerk of the Board of Supervisors of the County of
Nevada a certified copy of this resolution, together with
a copy of the proposed Resolution of Intention and a plat
or map indicating by a boundary line the extent of the
territory included in the proposed assessment district.
PASSED AND ADOPTED by the Board of Directors of the Truckee Donner
Public Utility District at a meeting duly called and held within
the District on the 2nd day of October, 1989, by the following roll
call. vote:
