PROPOSED AMENDMENTS
TO TFIE
MEMORANDUM OF UNDERSTANDING
1. a) The District will pay 100% of medical insurance premiums effective
January 1 , 1988.
b) The plan will be modified to include utilization review/cost
containment (second opinion on elective surgery).
c) The deductible on prescription drugs will be increased from $2.00
to $5.00.
2. a) The pension plan benefit formula will be increased as follows:
Formula Current Revised
For 20 years service 40% 40%
For each year over 20 years 0.2% 0.5%
b) The fifty times death benefit will be eliminated from the
retirement plan. This has the effect of retaining as life insurance
only the 2.5 times base salary and the $10,000 policy which is part of
the medical plan.
3. When an employee is out sick he or she does not need to use all
vacation when sick leave runs out. He or she can leave 5 days of
vacation leave on the books and go on leave without pay.
4. Employees can accumulate unused family sick leave not to exceed 6 days.
5. After an employee has accumulated 300 hours of sick leave, the employee
can sell back to the District sick leave over 300 hours at a rate of
25% base pay.
6. At retirement an employee can sell to the District unused sick leave at
50% of base pay, not to exceed $3,000.
7. a) The contract duration shall be 3 years, from January 1 , 1988
through December 31 , 1990.
b) Base pay will be increasehy 3% on January 1 , 1989 and 3% on
January 1 , 1990.

8. a) Entry level wage for the following positions will be reduced by
10%:
Apprentice Lineman
Groundman
Apprentice Meterman
Meter Reader
Bookkeeper
Engineering Technician
Senior Clerk
General Clerk
Helper
b) Pay scale will be adjusted so that the maximum pay in these
positions is unaffected and the maximum pay is reached in three years.
9. The MOU shall apply to all hourly employees.
10. Military training leave set forth in Title 9.6 will be limited to two
weeks per year.
11. Outside student work pay will be a flat rate of $6.00 per hour and
inside student worker pay will be a flat rate of $4.90 per hour.
12. Certain job descriptions are to be amended and/or base pay is to be
adjusted as follows:
a) Upon adoption of this settlement, a warehouse clerk position will
be established and posted combining the duties of senior clerk and
warehouseperson with the base pay set at:

b) Upon adoption of this settlement , a meter reader coordinator
position will be created and posted with the base pay set at•

c) The distinction between two electric department foremen will be
eliminated. The pay for both positions will be set at $19.81 per hour
effective January 1 , 1988.
d) The engineering technician position will be reclassified to a base
pay equal to that of water serviceman.
e) The water operations and electric operations departments will be
reorganized so that they are headed by an engineer. This will result
in creating two lead water servicemen in the water operations
department at a wage of $16.24 per hour. Upon adoption of this
settlement, the District will post and fill the lead positions
according to Article 16 of the MOU.
f) Minor changes in the following ,job descriptions have been agreed
upon:
Senior Clerk
Engineering Technician
Warehouseman
Groundman
Meter Reader/Collector
g) The warehouseman/purchasing agent wage will be increased to $16.74
per hour effective January 1 , 1988.
13. In Title 16.1 , the time for submitting a bid on a posted job vacancy is
changed from 5:00 P.M. to 4:30 P.M.
14. A water serviceman apprentice program will be established along lines
similar to the apprentice lineman program. The apprentice program will
be initiated at the time the civil engineer is hired.
15. The position of mechanic, which was set up as an addendum to the MOU,
will be placed into the body of the MOU.
