WHY THIS MATTER IS BEFORE THE BOARD Mission Statement Objective: 2. Provide an adequate, reliable and high quality electric supply and distribution system to meet current and future needs. 3. Manage the District in an open manner. 5. Manage the District in an environmentally sound manner Goal: 2.2.4 Provide an effective, efficient, and safe operations program. 3.3.1 Conduct the District's business in a legal, open, and transparent manner. 5.5.6 District will conduct its business in an environmentally lawful manner. 2. HISTORY At the November 7, 2007 Board Meeting, the Board voted to award a contract for Engineering Services to RW Beck, in an amount not to exceed $656,195. This contract included $95,138 for engineering work to be performed for the proposed upgrades to Tahoe Donner Substation. 3. NEW INFORMATION During the Consultants preliminary site visit and design efforts, a number of issues were discussed which were not addressed in the original project scope. RW Beck has an obligation to inform the District of code violations and safety issues identified at Tahoe Donner Substation which should be rectified as part of our site upgrades. The main issues which were not addressed in the original design contract include spill containment as well as clearance and personnel access issues. In our discussions with RW Beck, it became apparent that although these changes would not require a change to our contract for Engineering Services, they would have a significant impact on construction costs. RW Beck estimated that this additional construction work would cost roughly 20-25% more than the work originally included in the contract scope. 4.
