Holzmeister, General Manager Subject: Safe Drinking Water Bond Law of 1986 The Safe Drinking Water Bond Law of 1986 (Proposition 55) has made one hundred million dollars available for domestic water system improvements. The District has the opportunity to apply for up to $5 ,000,000 of low interest loan funds and an additional $400,000 in grant funds if unable to financa the entire project through loan funds. In order to be considered for funding, the District must file a pre-application by January 14 , 1986. Even though funding may be made available , the District is under no obligation to borrow these funds by having filed the application. The Water Committee has met to discuss the District ' s water system deficiencies. Meetings have been held with Jess Morehouse , our State Health Department rep resent at;.ve , to determine which of our system deficiencies may be considered for funding. Fourteen projects were considered for the pre-application and the committee determined that_ twelve were consistent with the aims of the funding program. Viese twelve projects have been prioritized by the committee in order of significance. Narrative on each project and related estimated costs are provided in Exhibit A. The total combined estimated project costs exceed the maximum funds available to each water We felt it necessary to include each project com--, dent because each is significant enough to warrant funding consideration. This was condoned by our State Health Department representative. We recommend that the Board authorize filing a pre-application for loan funds available through the Safe Drinking Water Bond Law of 1986. Further, we recommend that the Board use as its basis for the application the projects listed in Exhibit A. DOWNTOWN PIPELINE REPLACEMENT The downtown water system is at least 60 years old the pipes are under- sized and badly corroded. Several areas must be operated at a reduced pressure to prevent leaks from occuring. These proposals would up- grade the entire town area into one central distribution system. This would also facilitate the implementation of those parts of Item 4 (Cross Connection Corrections) located in this area. CHLORINATION STATIONS Chlorination station constructed at Northside and Airport Wells would enable the District to accurately, (when necessary,) disinfect 70% of our water produced. This would assist the District in compliance with the October 20th, 1986 mandatory chlorination order from the State Health Department. Northside Well 1 ea. $ 50,000 Airport Well 1 ea. 60,000 Total $ 110,000 3. SOMA SIERRA TANK Soma Sierra Tank is a bolted steel tank purchased second-hand, and erected by the District in 1959. It has no interior coating and is severely rusted. It is a key link in the District's pumping network to serve the Tahoe Donner Subdivision. The tank is no longer structurally sound and is economically and, from an operations standpoint, not worth recon- ditioning. In the event of an earthquake the District would be at con- siderable risk, if this tank failed. 500,000 gal. @ 1 = $ 500,000 Total $ 500,000 4. CROSS CONNECTION CORRECTIONS Prior to January 1, 1986 the State was responsible for policing the installation of cross connection prevention devices that certain high risk private customers were required to install. After January 1, 1986 the State mandated that all water utilities would now be responsible for indentifying and correcting all potential cross connection hazards within thier distribution systems. The District staff has indentified our potential hazard areas and this figure reflects our current estimate to correct the situation. MARTIS VALLEY WELL AND TRANSMISSION MAIN This new system would allow the District to remove from active service several of our sources that produce questionable quality water. PROSSER LAKEVIEW ESTATES TANK In an effort to correct the water quantity deficiencies in this area, it will be necessary to obtain a new source, storage and related system additions to meet our present and future demands. This would effectively correct the numerous low water pressure and no water complaints exper- ienced each summer in Prosser Lakeview Estates. TAHOE DONNER PIPELINE REPLACEMENT The District staff has indentified 3 areas where improper pipe line backfill material is causing numerous water leaks. These leaks are requiring a substantial amount of time to correct and pose a potential system contamination hazard whenever the water is turned off. DONNER TRAILS TANK The redwood tank at Donner Trails parallels the steel tank. The. redwood tank was removed from service in 1985 due to accumulations of sediment on its floor and permeating its walls that are acting as a growth medium for bacteria. There is no 100% effective way to clean and permanently disinfect this tank. The District staff recommends that it be replaced. 150,000 gal. @ $1.00 = $ 150,000 Total $150,000 9. NEW WATER STORAGE TANKS At present 70% of the District water produced passes through the Northside . Tank on it's way to the rest of the system. It would be advantageous for the District to have one or more parallel tanks to facilitate maintenance and for reserve storage in this high use system. Additional storage capacity would be provided for the Martis Valley Well, Item No. 2. SPRING REHABILITATION A. South Side Spring There are some minor maintenance items that are necessary, as well as the installation of standby liquid chlorine injection capability. Tonini Spring To maintain the integrity of this spring replacing the redwood should be considered, as well as standby liquid chlorine injection capabilty. Consideration of a resolution exercising the option to purchase from Sierra Pacific Power Company, the distribution facilities necessary for providing electric service to persons or entities in the Truckee Donner Public Utility District territory, said option being contained in the Electric Service Agreement dated January 16, 1967 of Article VI. NOTE: This matter applies to the acquisition of facilities owned by Sierra Pacific Power Company and used to supply electric power to customers within the Truckee Donner Public Utility District territory as that territory was defined on September 1, 1966. The matter applies to that portion of the Glenshire Subdivision that is within the Truckee Donner Public Utility District ter- ritory, to the Sha-Neva property north of 1-80, to the Pombo property on East River Street and to Southern Pacific switching equipment located within the Truckee Donner Public Utility District territory. 4.
