DRAFT — C 0 0 L E Y RESOLUTION NO. 87_ OF THE TRIICREE DONNER PUBLIC UTILITY DISTRICT JOINT SPECIAL DISTRICTS, PUBLIC EMPLOYEE, COMM MTY SERVICE ORGANIZATIONS MANDATORY DRUG SCREENING RESOLUTION WHEREAS, joint special districts, public employees, and community service organizations (hereafter stated as "we" in the paragraphs following) recognize the relentless intrusion of illegal drugs into our community, it is the responsibility of our community leaders to set an example to those whom we serve; and WHEREAS, we recognize the individuals involved in polluting Truckee with illegal drugs have made it perfectly clear they will stop at nothing to line their pockets with their ill—gotten gain; and WHEREAS, the corruption, intimidation and greed have reached epidemic proportions , infecting every fragment of our community including our most precious gift, our schools and children; and WHEREAS, we can no longer tolerate this kind of behavior within our community; NOW, THEREFORE , BE IT RESOLVED by the Truckee Donner Public Utility District all others ecial districts count� P y, state, federal and community service individuals that mandatory drug testing will commence immediately. 1. All individuals are affected, from Board directors , management, to employees. 2. A joint public employee drug abuse commission will be created to formulate the style and method of testing. 3. Copies of this resolution will be forwarded to all affected organizations for their approval. Pat Sutton seems to portray a person who "has to be in charge . " If she is not at the center of the activity or if she is not kept fully informed of all the actions of persons she has authority over , she will question those responsible for a task until every conceivable question has been asked and answered . Then there seems still to be doubt in her mind. The newsletter is a matter that should not require as much Board attention as it has been getting . Today you witnessed a confrontation that had a basis , I believe, in mistrust on the part of Mrs . Sutton. She felt she was left out and did not have the control over the newsletter she believed she should have. Based upon her questions, actions and accusations , it seemed she believed I was involved in a concerted effort to exclude her from major decisions on this newsletter . Furthermore , she believed my wife to be a part of this. When the board gave direction to hire a consultant, my wife offered to help on a voluntary basis. Her background in journalism and newsletter editing is extensive. She had the time and desire to help Mary. Subsequently, her assistance has saved the District quite a bit of money on this first newsletter effort . What kind of "conspiracy" existed? It was only in Pat ' s mind . You see , one might draw the conclusion that Pat doesn ' t trust anyone. She has to have all the facts and be totally involved . OUR BOARD AND OUR DISTRICT CANNOT OPERATE FROM A PREMISE OF MISTRUST? If I were a person who mistrusted everyone I could easily come to the following hypothetical conclusion based upon the facts to date. In August , Pat questioned Mary about the recommendation of an Incline Village consultant . Why not get a Truckee person? We did . As a matter of fact , when Mike came to the committee meeting , she personally knew him. Could she have attempted to get a friend a job with the PUD? After the meeting with Mike, I showed my wife his price list and what he proposed to do for the District . It was at that time that she offered to help so the District could save money. The hypothetical situation continues . As a result of my wife 's participation , Mike ' s anticipated revenue and involvement did not materialize. Mike talks with Pat to see what ' s up. At today 's meeting Pat questions Mike as to his involvement . It is revealed that he is not involved with the TOTAL project . Then comes the accusation against a director and his wife that they are involved in a conspiracy with Mary Chapman and the General Manager in an attempt to exclude the rest of the Board. My mind doesn 't work this way. But couldn 't this hypothitical situation make a believable story ! Well there is no conspiracy . My wife 's participation has been limited to editing , proofreading , answering questions and making suggestion about the length of the stories and the layout. She has enjoyed being a VOLUNTEER. Keep in mind that other public agencies including the hospital , the school district and the library , have volunteer workers. I was not involved . As a matter of fact , I have not even read one draft article. I haven ' t had the time . 'Nuff said. I, and especially my wife , deserve an apology from Mrs . Sutton for unfair and untrue accusations and innuendos. 2
