Holzmeister, General Manager From: Thomas Buckhouse, District Engineer Subject: Electrical service outage to Prosser areas on Saturday, June 7 , 1986 Following is a description of an electrical outage that affected Prosser Heights, Prosser Lakeview Estates, Pannonia Ranchos and the area around Coachland Mobile Park. 1. Truckee _Substation feeder 5 relayed to lock-out at approximately 12:00 noon. I 2. On-call Lineman-Denny Devine and Apprentice Lineman Mike McGovern.fWound the recloser open at the substation with indication of a three.phase fault on the circuit. 3. The crew patrolled those accessible portions of feeder 5 out to Alder Drive and fused disconnect 206 (F-206). These fuses were intact indicating the problem was between there and the substation. 4. The crew then began a cross country patrol back towards the substation and found two fuses blown at fused disconnect 210 (F-210) feeding the Coachland area. This section was disconnected from the circuit. i 5. The crew then closed the feeder 5 recloser successfully, picking up feeder 5 except for that portion beyond F-210. 6. The crew then patrolled the circuit past F-210 and found no problem. 7. Returning to disconnect pole F-210, the crew found a broken down guy. i 8. The crew then refused F-210 successfully. At this point all service was assumed to be restored. i 9. Denny returned home and contacted the answering service to inform them 1 r I I i that power was restored and found some customers in Pannonia Ranchos still i had no power. 10. Denny then returned to F-216 on Alder Drive and , upon buzzing the line, found one phase dead. 11. He began a patrol back towards I-80 and found an aluminum jumper had burnt in the clear at a hot tap just north of I-80. i I 12. Lineman Manny Lopez was called out to assist and , after a brief one-minute outage to the entire circuit , the hot tap was repaired. 13. All service was restored at approximately 4:00 P.M. I Conclusion The initial cause of this interruption appears to have been a loader or other equipment contacting and breaking the down guy at disconnect F-210. The additional problem of the burnt jumper was caused by the resulting short circuit-current-and a high resistance connection between the aluminum -j unper sad..-.the-hot zap, The.-_Diaarrie-t_.Ahnnld.=.continue its p=gram of changing out aluminum jumpers_ I with copper jump>eso=:to-eliminate this high resistance connection potential. -"The District should_ also pursue acquisition of infrared inspection .. equipment that -will help identify-high resistance connection in order to repair then before failure occurs. TB/sac I I I I �i I i SAUERs ENGINEERING, INC. 570 Searts Avenue Nevada City, CA 95959 (916) 265-8021 MEMORANDUM Date: June 20, 1986 To: Peter Holzmeister, General Manager From: Keith Sauers, Consulting Engineer SUBJECT: WATER SUPPLY TO PROSSER LAKEVIEW ESTATES Several times last summer and twice during the past month District customers have experienced loss of water in portions of this system. By installing a recording pressure sensor last year and interpreting the resulting chart of system pressure we were able to determine that the immediate cause was a sudden large demand at some location, lasting about 20 minutes. With this information your staff watched for and �.. apprehended the next contractor filling a water wagon from this system without permission from the District. On the Monday after Memorial Day this year and again last week contractors were caught in the act of filling water wagons from the hydrant near-Sanders Well, without permission. A water user in the upper zone of Prosser Lakeview Estates told me he was without water for over two hours during the Memorial Day incident. I have discussed with you the computer model I have been preparing of this particular water system. The model at this point is not complete, but preliminary indications are that (1) the source of supply is not adequate to serve peak demands at the present level of development (estimated to be 50%) and (2) the pipelines are not adequate to trans- port peak hour flows. Additionally, I suspect the storage is inadequate, but have not yet confirmed this. A 1976 Water System Analysis Report, prepared by Cook Associates, offers the following: Prosser Lakeview Estates - Units 4 and 5: The Developer was required to install a 200,000 gallon tank along with a booster pump and pressure regulators. The District later exempted the Developer from these requirements. The District members now have the obligation to provide these facilities along with the installation of a pipeline to, and a pump at the Prosser Well. When contractors request water for water wagons the Water Department Foreman individually approves each location, in order to avoid any adverse impact in the water system. Memorandum Peter Holzmeister June 20, 1986 PAGE TWO The fact that the prompt loss of only 3,000± gallons from the Prosser Heights - Prosser Lakeview Estates system causes water outages suggests (1) the system will probably not provide fire protection on a summer weekend at present levels of development and (2) the system inadequacy should be analyzed and budgeted for correction. I would request at this time authorization to proceed with engineering necessary to identify the problem and determine corrective action. I estimate the cost of engineering services to be less than $2,000. The water samples are taken to Cranmer Engineering for analysis. On a monthly basis, a Bacteriological Summary Report is �— provida&,• ttr-the4Sta�rtment of Health. Of twelve points sampled during the third and fourth weeks of June, eight located imjaho�-_ Donner, Donner Trails and Gateway had positive counts. Chlorination of all tanks serving the affected areas as continued, although the injection chlorinator located at the Northside Well failed for a one week period. There are several contributing factors to the presence of coliform within the system at this time: 1 . Failure of the chlorinator at the Northside Well ; 2. Disturbance of sediment within the tanks and distribution system as a result of increased useage and the startup of larger pumps installed as a part of the 1986 Pump 0'1 Station Expansion project; a - 1 r Memorandum �-- July 3, 1986 PAGE TWO 3. Disturbance of algae within the tanks as a result of increased useage; Algae formation occurs as a result of warmer air temperature. Recent analyses indicate that the chlorination has been effective in destroying the coliform within the system. The monthly report is used as an indicator for meeting drinking water standards. Public notification is required when the allowable percentages are exceeded. Although none of our sources indicate the presence of coliform, the District must send notice to our customers of the failure to meet drinking water standards for the month of June. The notice is for information purposes only, and is not considered an emergency notification.
