MEMORANDUM
February 14, 1985

SUBJECT: Operational Analysis of Truckee Substation Outage,
Thursday, February 7, 1985
TRUCKEE SUBSTATION DESCRIPTION
Truckee Substation is fed from Sierra Pacific, through a 60 kv breaker
and short transmission line to the District's Substation. Power flows
through a 60 kv air break switch to the District's three single phase
transformers. A spare single phase transformer is there in the event
of a failure of one of the units. (To place the -spare transformer in
service requires the connection of the 60 kv and 7.2 kv leads to the
appropriate bus work. The failed unit must also be disconnected from
the 60 kv and 7.2 kv bus work.) Power is then fed to three single
phase regulators which adjust the voltage level up or down as required.
Bus work connects this to the six circuit reclosures which provide the
protective function for each circuit.
The following chain of events occurred during the subject outage:
1. Power went out at approximately 8:45 P.M.
2. The answering service had an incorrect telephone number for the
standby journeyman.
3. Foreman Silva was called at 9:00 P.M. He came to the warehouse to
get the bucket truck and arrived at Truckee Substation at approxi-
mately 9:20 P.M_ He found the Substation dead and the circuit re-
closures open on feeders A and E. Sierra Pacific personnel arrived
at their station at approximately the same time and found their
60 kv breaker open with an indication of a fault on the west phase.
4. Foreman Silva opened the remaining circuit reclosures and the 60 kv
air break switch.
5. Sierra Pacific closed their 60 kv breaker energizing their transmis-
sion line up to the District's open air switch and found no problem.
6. Sierra Pacific opened their 60 kv breaker. At this time, approxi-
mately 10:00 P.M., I arrived at the Station and found Foreman Silva
and Director Hamilton. Foreman Silva closed the District's 60 kv
air break switch and requested Sierra Pacific to close their 60 kv
breaker picking up our Substation bus, transformers and voltage
regulators. Foreman Silva, Director Hamilton and myself re-

of the electrical system and the relative time involved
with each step to insure the most effective restoration
of service to our customers.
The implementation of these reco=nen8ations will result in the Dis-
trict's ability to greatly reduce the time involved in restoring ser-
vice should future outages of this nature occur.
