SPECIFICATIONS
GENERAL PROVISIONS

1. GENERAL INFORMATION
Location
The project is in and adjacent to Truckee, Nevada County,
California. The Project is in the Truckee Dormer Public
Utility District, within District owned property, easements
or Nevada County road right of way.
Description of Work
The project consists of: Installing approximately 2650 feet of
8" Ductile Iron Pipe along Highway 267 including fire hydrants ,
valves and appurtenances.

The work of the project shall. be done in accordance with the u
documents entitled "Improvement Plans , Specifications and Contract
Documents for Highway 267 Line Replacement, Project 83-2,
in accordance with the Truckee- Donner
Public Utility District Guidelines and Standards for Water Systems ,
dated March 1981 and the State of California, Business and
Transportation Agency, Department of Transportation Standard
Specifications , dated January 1981, and Standard Plans dated
January 1981 .
In case of conflict between the Standard Specifications and the
provisions herein, the provisions herein shall take precedence over a
and be used in lieu of such conflicting portions.
2. ORDER OF WORK

Attention is directed to Section 5-1.05 of the Standard Specifica-
tions and the provisions contained herein.
The Contractor will not be required to submit a progress schedule
as provided in Section 8-1.04 of the Standard Specifications. The
deletion of this requirement shall not be construed to assigned
responsibility of performance or contingencies to the Owner or
relieve the Contractor of+)iis responsibility to adjust his forces,
equipment and work schedules as may be necessary to insure
completion of the work within prescribed contract time.
Tire is the essence of this contract. The Contractor shall promptlys
begin the work required under this contract and shall prosecute it
diligently from day to day thereafter at such -a rate that all work
shall be completed within the time allowed under the contract.
In connection with the work of construction, the .Contractor shall
be governed by the direction of the Engineer in respect to the +
specific order =of the work of construction, to the intent that all
avoidable delays may- be obviated. When, in the judgment of the
Engineer, it becomes necessary to accelerate the work, the Contracto!p,
when so ordered by the Engineer, shall forthwith accelerate said
work and/or shall cease work at any particular point and concentrate
his forces at such other point or points as directed by the Engineer
and the Contractor sh:i1I execute such portions of his work as may be
required to enable hit, elf and/or others to -asten and properly
engage in and carry on the work as a whole.

During unfavorable weather and other conditions,- the Contractor
shall pursue only such portions of the work as shall not be damaged
thereby. No portions of the work, the satisfactory quality of
efficiency of which will be affected by any unfavorable conditions,
shall be constructed while those conditions remain. Unless by
special means or precautions approved by the Engineer the unfavorable
,.., conditions may be overcome.
No additional compensation will be allowed for conforming to the
above requirements or for delay or inconvenience to the Contractor's
operations �by reason of his conformance with such requirements.
Any such delay or inconvenience which shall cause the Contractor
delay in the completion of the work shall be grounds for extension
of time on the part of the Contractor to complete the work.
3. MATERIALS
Attention is directed to Section 6 of the Standard Specifications
and the provisions contained herein.
All materials required to complete the work specified herein shall
be furnished by the Contractor.
4. COOPERATION
Attention is directed to Sections 7=1.14 "Cooperation", and
8-1.10 "Utility and .Non-Highway Facilities" of the Standard
Specifications and to the provisions contained herein.
Any act of, . or any omission of anything required to be done by,
other agencies , their officers, agents or employees, which shall
cause the Contractor delay in the completion of the work shall
be grounds for extension of time on the part of the Contractor
to complete the work but shall give the Contractor no damages for
such delay.
Full compensation for conforming with the provisions of this
article shall be considered as included in the prices paid for
the various co:itract items of work involved and no additional
compensation tAll be allowed therefor.

MM HIGHWAY 267 LINE REPLACEMENT

1 . GENERAL
A. SCOPE OF THE WORK
' Included in this schedule shall be the furnishing of all
labor, materials, tools, equipment and incidentals required
to perform clearing and grubbing and the installation of
pipe, fittings, valves and appurtenances for the 8" water
line between the Truckee Donner Public Utility -Southside
Complex Driveway on Highway 267 and the Southwest end of
Reynold Way.
B. DUST CONTROL
This work shall consist of applying either water or dust
palliative, or both, for the alleviation or prevention of
dust nuisance.
Dust control shall conform to the provisions of Section 10
of the Standard Specifications, except as modified herein.
Where dust is created, either by vehicles of the Contractor
or of others through work being done by the Contractor,
such dust shall be controlled by the Contractor through
watering or by cleaning up the material causing the dust.
Dust control shall be cotrtinued as necessary until the work
is accepted by the Owner.
C. MOBILIZATION
This work shall consist of preparatory work and operations,
including, but not limited to, those necessary for the
movement of personnel, equipment, supplies, and incidentals
to the project site; for the establishment of all offices,
buildings and other facilities necessary for work on the
project; and for all other work and operations. which must
be performed or costs incurred prior to beginning work on
the various contract items of the project site.
Mobilization shall conform to the provisions of Section 11
of the Standard Specifications.
D. EXISTING FACILITIES
This work shall consist of the removing, restoration or
reconstruction of ex sting facilities such as fences,
culverts and structures when required by the plans and
' specifications or ` in the construction and completion of the
work.

The work performed in ' connection with variogs existing
highway facilities shall conform to the provisions of
Section 15 of the Standard Specifications, except as
modified herein.
The Contractor is required to ascertain the location of
existing facilities and to carry on his operation so as to
cause the minimum possible inconvenience to the public
along rights of way and streets.
Material shown on the plans or designated in these
specifications which is to be salvaged or used in
reconstructed work and which has been damaged or destroyed
as a result of the Contractor' s operations, shall be
repaired or replaced by the Contractor at his expense.
Trenches, holes, depressions and pits caused by the removal
of existing facilities shall be backfilled with embankment
material as provided under "Structural Excavation and
Backfill" for the type of trench backfill required in the
particular area of construction.
Existing facilities which are not being salvaged and which
are to be disposed of and not reconstructed shall become
the property of the Contractor and he shall dispose of the
same outside the limits of the work. The Contractor shall
make his own arrangements for disposing of such material
and he shall pay all costs involved. The Contractor shall
also remove all rocks, debris and all obstructions of
whatever kind and ct#aracter, encountered in the
construction of the work.
The restoration of street, highway and other surfacing
which has been removed as a result of construction
operations shall conform to the appropriate section herein.
Reconstruction or installation of facilities at existing or
new locations shall conform to the design of the existing
facilities and shall be equal in •all respects to the best
portions of the existing facilities. The work or
reconstruction shall be performed in accordance with the
requirements for new or similar work which apply to the
type of facility to-be reconstructed, adjusted, modified,
remodeled, relaid or reset.
Removing concrete shall conform to the provisions of
Section 15 of the Standard Specifications, except as
modified herein.
All concrete removed —hall be disposed of outside the
limits of the project in accordance with the provisions in
Section 7 of the Standard Specifications.

E. CLEARING AND GRUBBING
This work shall consist of removing all objectionable
material from within the rights of way, construction areas,
material sites, and such other areas as may be specified.
Clearing and grubbing shall be performed in advance of
excavation or grading operations.
�,—• Clearing and grubbing shall conform to the provisions of
Section 16 of the Standard Specifications, except as
modified herein.
The Contractor shall review with the Engineer the location
and limits of clearing and grubbing prior to the commencing
of the work. in general, clearing and grubbing shall be
done within permanent easements or rights of way as shown
on the plans. Only trees, plants and shrubs that are
designated by the Engineer for removal shall be removed.
Materials removed shall be disposed of at locations outside
the work area and at locations selected by the Contractor,
and approved by the Engineer.
Burning, if done, shall conform to applicable local
regulations. A copy of the Contractor ' s burning permit, as
issued by the local fire control agency, shall be provided
to the Engineer prior to any intended burning.
Trees, plants and shrubs which are not to be cleared shall
be protected from injury by the Contractor. Such trees,
plants and shrubs which jpre cleared or injured due to the
negligence of the Contractor, shall be removed and
•-- compensated for by the Contractor at his own expense.
- Any and all materials wrongfully removed by the Contractor
shall be paid for by the Contractor. The. cost of any such
items removed shall be agreed , upon by the item owner and
the Contractor; however, agreement .that becomes impossible
shall be decisioned by the Engineer and his decision shall
be final and said arbitrated amount shall be withheld from
the next progress payment due
F. WATERING
This work shall consist of developing a water supply and
furnishing all water required for the work, including water
used in the performance of work paid for as extra work, and
applying all water.
The work performed in connection with developing a water
supply and furnishing and . )plying all water required for
the work shall conform to the provisions of Section 17 of
the Standard Specifications, except as modified herein.

G. STRUCTURE EXCAVATION AND BACKFILL:
This work shall consist of performing all operations
necessary to excavate earth and rock or other material, of
whatever nature, including water, regardless of character
and subsurface conditions, necessary for the construction
of foundations for structures and other facilities; to
excavate trenches for pipes and appurtenances; to place
backfill for structures, pipe and appurtenances and other
facilities; to backfill trenches and depressions resulting
from the removal of obstructions; to remove and replace
unsuitable material; to construct protection dikes; to
remove unstable material and slide material which has come
into trenches; all as shown on the Contract Documents. All
such work shall be in conformance with the District
Standards or as directed by the District Engineer.
When a firm foundation is not encountered, due to soft,
spongy, or other unsuitable material, such material shall
be removed to the limits directed by the District Engineer,
and the resulting excavation shall be backfilled with
structure backfill material.
In connection with earthwork, all tests shall be made in
conformance with the following requirements set forth in f�
the Standard Specifications:

Structure backfill shall not be placed until the structure,
or other facility has been inspected by the District
Engineer and approved for backfilling. The percentage
composition by weight as determined by laboratory sieves
shall conform to, the following requirements:

Material for Class 3 backfill may consist of material from
excavation free from rocks or lumps exceeding six inches in

greatest dimension, vegetable matter, or other
unsatisfactory material and shall be compacted to the
relative compaction shown on the contract drawings.
The trench widths set forth on the plans are minimum
widths. No caving within the roadway will be permitted.
Where excavation greater than the specified widths is
necessary for excavation of the work, machine or band
excavation to a stabilized slope will be permitted provided
one-way traffic can be maintained. Minimum trench widths is
the distance face-to-face of trench walls or inside face to
inside face of sheeting should solid sheeting be used.
Maximum trench widths from the bottom of the trench to the
top of the pipe shall be limited to six inches outside the
specified ' minimum trench width, except with specific
approval by the District Engineer.
Bell holes shall be excavated in the sides and bottom of
the trench at pipe joints and shall be of such size that
the process of making joints and the inspection of joints
can be done satisfactorily.
The Contractor shall furnish materials and facilities
required and shall make trenches and excavation dry
throughout all construction operations.
At the end of each working day, there shall be less than
300 feet (of open trench in unimproved areas) or 100 feet
( in traffic areas) , for. each excavation operation, unless
otherwise permitted by tqS District Engineer.
The Contractor shall locate and expose the existing
waterlines at the ' locations designated on the plans for
connection thereto with the proposed waterline before
making connection. The Contractor shall be prepared to
adjust the grade and alignment of the proposed waterline at
these points a's required to make proper connections.
The location of underground utilities or other obstructions
shall be determined by the Contractor sufficiently in
advance of excavation so that pipe • alignment can be
confirmed or rerouted without delay.
Materials excavated- from trenches shall be placed and
maintained so as to offer minimum obstruction to traffic.
Gutters shall be kept clear for the purpose of handling
road drainage. Drainage ways, walkways, driveways shall be
kept clear.
Excess materials rem fining after backfilling operations
shall become the property of the Contractor and shall be
disposed of at the Contractor ' s expense.
__ .Material -or Class 1 structure backfill shall be placed in
uniform horizontal layers not exceeding 0.67 foot in

thickness before compaction, and shall be brought up
uniformly on all sides of the trench, structure or
facility. If the contractor can satisfactorily demonstrate
to the District Engineer an alternative method of placing
the backfill so that all requirements, other than the layer
thickness, are met, the District Engineer will permit the
Contractor to use the alternative method unless District
Engineer ' s approval is obtained in writing . Material for
Class 3 structure backfill shall be placed in layers not to
exceed 0 .67 foot in thickness before compaction.
Each layer of backfill shall be compacted to a relative
compaction indicated for the backfill involved. Compaction
of Class 3 backfill by ponding and jetting outside County
Road right of way will be permitted when the backfill
material, as determined by the District Engineer, is of
such character that it will be self-draining when compacted
and that foundation materials will not soften or be
otherwise damaged by the applied water and no damage from
hydrostatic pressure will result. when ponding and jetting
is permitted, material for use as Class 3 backfill shall be
placed and compacted in layers not exceeding four feet in
thickness. The work shall be performed in such a manner
that water will not be impounded. Ponding and jetting 4
methods shall be supplemented by the use of vibratory or
other compaction equipment when necessary to obtain
required compaction. water used for ponding and jetting
shall be furnished and applied by the Contractor at his
expense.

H. TRENCHING, SHORING AND BRACING
This work shall consist of the furnishing, installing and
maintaining adequate sheeting, shoring and bracing as
required to insure safe working conditions.
Adequate sheeting, shoring and bracing, or equivalent
method for the protection of life and limb, shall be
performed in accordance with all applicable codes and '
safety orders.
The attention of the Contractor is directed to Labor Code
Section 6705 . The Contractor shall prior to - excavating any
trench or trenches five feet or more in depth submit to the
Engineer for acceptance in advance of excavation, a
detailed ' plan showing the design of shoring, bracing,
sloping or other, provisions to be made for worker
protection from the hazard of caving ground durina the
excavation of such trench or trenches. If such plans so_ I
submitted varies from the shoring system standards, the
plans shall be prepared by registered civil or structural
engineer prior to submission.

j I . PROJECT CLEANUP AND FINISHING
This work shall consist of the cleanup, removal and
disposal of construction debris, and the finishing of the
entire project upon completion of construction operations.
Project cleanup and finishing shall conform to the
provisions of Section 22 of the Standard Specifications,
except as modified herein.
The Contractor shall remove from the vicinity of the
completed work all rubbish, unused material, forms,
construction stakes, etc. belonging to him or , used under
his direction during construction. The work shall be left
in a neat and presentable manner at all times insofar as
construction conditions permit. As portions of the work is
completed, the Contractor shall clean the individual sites.
During the progress of the work, the Contractor shall keep
the entire job site in a clean and orderly condition.
Spillage resulting from hauling operations along or across
existing streets or roads shall be removed immediately by
the contractor. He shall govern his operations and methods
at all times to minimize dust problems within the area of
the work or along adjacent properties. Water or dust
palliative shall be applied as 'required to provide adequate
control of dust to the complete satisfaction of the
Engineer.
J. MAINTENANCE OF TRAFFI,C�
Attention is directed to Section 7 of the Standard
r^ Specifications. Throughout the performance of the work, the
Contractor shall conduct his operations as to offer the
least possible obstruction and inconvenience to the public
and to adjoining property owners. Spillage resulting from
hauling, berms across driveways -or blockage across any
public travelled way resulting from- construction operations
shall be removed at . the Contractor' s expense. Flagmen shall
be stationed as required when construction conditions
warrant traffic safety. The Contractor shall - -construct and
adequately maintain suitable and safe crossing over
trenches; and such detours as are necessary tb care for
public and private traffic. When entering or leaving
roadways carrying public traffic, the ' Contractor ' s
equipment, whether empty or loaded, shall in , all cases
yield to public traffic.
The full width of the travelled way shall be open- for use
by public traffi(- on Saturdays, Sundays and designate'i
legal holidays, after 3 :00 P.M. on Fridays and the da)
preceding designated legal holidays, and when construction
operations are not actively in progress on working days .

2 . MATERIALS _
A. WATER MAINS AND FITTINGS:
Pipe for water mains shall be centrifugally cast ductile
iron pipe conforming in all respects to AWWA C151, cement
lined and seal coated. Ductile iron pipe shall be Class 51
with a minimum wall thickness of 0. 25 inches.
All ductile iron pipe and fittings shall be cement mortar
lined and seal coated with bituminous material in
accordance with AWWA Standard C104 .
Standard and short body pressure fittings shall be Class
150, manufactured in accordance with AWWA Standards C110.
Fittings shall have the same end configuration as the pipe.
Push on joints with rubber ring gaskets, and mechanical
joints where specified, shall conform to AWWA Standards
C111.
All joints shall be factory fitted with a copper bonding
strap capable of providing positive electrical conductivity
capable of carrying 500 amps for an extended period without
overheating. Jumper strips will be of copper and bolts and
nuts will be, silicon bronze. Provisions shall be provided
for field exothermic welding on cut joints and to fittings.
B. GATE VALVES AND VALVE BOXES
All gate valves shall V%e iron body, bronze mounted, double
disc, parallel seat type with "O" ring gasket, non-rising
stem with 2" operating nut, turn counterclockwise to open.
Working pressure shall be 150-psi for all valves. All gate
valves shall be equipped with ends which will accommodate
the type of water pipe being used. On valves 6" and larger
the , wedging device shall have unequal angles for seating
and releasing the discs and shall -be constructed so that
movement of a disc parallel to its seat does not occur
during the seating or the release.
All gate valves shall conform to AWWA Specification C-500
and shall be designed for 150 psi normal working pressure.
Gate valves shall be Mueller, Kennedy or equal.
Valve boxes shall be Brooks No. 3-RT, Christy G5 or equal .
All valve boxes shall be filled with sacked vermiculite
insulation.
C. FIRE HYDRANT ASSEMBLIES
Fire hydrant shall be Dresser 500T or equal , with two
2-1/2" and one 4-1/2" N.'S.T. outlets . The hydrant shall
conform to AWWA Specification C-502, 150 psi minimum
working pressure.

Pipe, fittings, valve and valve box shall conform to the
applicable provisions herein.
Hydrant paint shall be red alkyd, AWWA D102 .
D. WATER SERVICES AND METER BOXES
Pipe for service lines shall be hot dipped zinc-coated
(galvanized) steel pipe conforming to ASTM A-120. All
threads shall be standard iron pipe thread (IPT) . Standard
weight, threaded Schedule 40 pipe shall be used.
Fittings shall be Class 150 of standard form and
dimensions, compatible with the service pipe. The fittings
shall be galvanized and threaded for I.P.T. A di-electric
union shall be provided to facilitate installation.

All connections shall be fitted with a corporation stop.
Corporation stop shall be iron pipe thread by compression
or copper flared fitting - Ford 500 or equal.
Meter boxes shall be concrete, Cristy B-30 , with two, 10
inch B30x10-1354 extensions and B30-61D45 steel
checkerplate cover, or approved equal .
Meter yoke shall be Ford V72-7 coppersetter with 1" double
purpose couplings, padl9jk wings on key valve, test valve
at meter outlet and one 7-1/2 inch No. 2 idler, or approved
equal.
Water meters will be provided by the District.
E. TYPE II BLOWOFF ASSEMBLY
Connection, corporation stop and connecting piping shall
conform to "Water Services and Meter Boxes" above. Gate
valve to be Mueller H-10914 bronze gate valve with a brass
nipple and a 2-inch I .P.T. x 2-1/2-inch N.S.H.T. brass male
adapter on the outlet end. Valve box shall be Brooks 36T or
equal with the letters "Drain" on lid. '
F. SACRIFICIAL ANODE CATHODIC PROTECTION
Passive cathodic protection devices shall be packaged
Magnesium Anodes , Standard 5 pound "Harco Certified"
Galvomag Anodes with 10 feet of insulated copper lead wire,
AMC05G, or equal . Anode lead wires shall be #12 solid
copper wire with Type TW insulatioc,.

I _ THRUST AND ANCHOR BLOCKS AND CONCRETE ENCASEMENTS :
Thrust and anchor blocks shall be Class B concrete as
specified in Section 90 of the Standard Specifications.
Concrete encasement: Hollow brick masonry shall be
8" x 8" x 16" nominal per UBC Std 24-1, Grade I, cement
blocks. Class C concrete as specified in Section 90 of the
Standard Specifications shall be used to encase the pipe in
accordance with the details on the plans.
J. TRENCH RESTORATION
Aggregate base shall be Class 2, 3/4 inch maximum grading,
as specified in Section 26 of the Standard Specifications.
Cinder materials will not be allowed for use as aggregate
base.
Asphalt concrete shall be Type B, 1/2 inch maximum, medium
grading, as specified in Section 39 of the Standard
Specifications. Asphlt Binder shall be paving asphalt,
Grade AR-8000 , as specified in Section 92 of the Standard
Sepcifications.
Prime coat shall be liquid asphalt, Grade SC-250, as
specified in Section 93 of the Standard Specifications.
Paint binder shall be asphaltic emulsion, Type SS1, as
specified in Section 94 of the Standard Specifications.

3 . INSTALLATION AND CONSTRUCTION _
A. WATER MAIN INSTALLATION:
All pipe shall be installed as shown on the plans, as
specified herein, and as directed by the Engineer. All pipe
shall be installed in accordance with AWWA Standard C-600
and the pipe manufacturer ' s current installation procedure
guidelines.
The trench must be dewatered and maintained in a dry
condition until the pipe has been installed and all joints
completed.
In areas where in the opinion of the Engineer the
supporting material is unsuitable, such material shall be
removed and the void backfilled to the limits designated by
the Engineer with an approved backfill material. In the
event of excess excavation below the desired trench grade,
the trench shall be backfilled to grade with an approved
backfill material. All materials placed in areas where
unsuitable material has been removed, or overexcavation has
occurred, shall be placed in lifts not to exceed 0.671 , and
shall be compacted to a relative compaction of 95%. The
removal and replacement of unsuitable material will be paid
for as extra work .
In the event obstructions not shown on the plans are
encountered during the progress of the work, the Engineer
shall have the only authority to order deviation from the
line or grade shown on tine approved plans.
Minimum depth of cover shall be 48 inches from finish grade
unless otherwise directed by the Engineer. Trenches _ shall
be dug to an even grade and the trench sides shall be as
nearly vertical as possible for the material being
excavated. All roots and other foreign matter not. required
to be removed, shall be cut to conform to the trench
section and painted with an approved sealing compound.
Each length of pipe shall be laid on a firm bed and shall
have true bearings for the entire length between bell
holes. The manufacturers recommendations for assembling
pipe sections and completing joint protection `will be
enforced. Inside annular joint will be correctly filled
with cement mortar and properly screeded after assembly.
Every precaution . shall be taken to prevent foreign material
from entering the pipe. Whenever pipe laying is
discontinued for short periods or at the end of the work
day, the open ends of the pipe shall be closed with a water
tight plug or bulkhead. The plug or bulkhead shall not be
removed unless the trench is dry.
Testing and chlorination shall be in accordance with
SP-12' -
specifications herein.
All pipe, fittings, and other material shall + be lowered
into the trench by suitable equipment and in such a manner
as to prevent damage.
After installation, all ferrous metal items not protected
by factory applied protective coatings, or where such
coatings have been damaged, shall be adequately painted
with a protective paint, Koppers "50" , Scotch Clad 244 , or
' approved equal .
Electrical conductivity copper bonding straps shall be
provided for all pipe and fitting joints.
Prior to testing, all pipe shall be properly backfilled to
a minimum depth of 12 inches above the top of the pipe.
The Contractor shall at no time connect to new mains except
as directed by the Engineer. The Contractor shall give the
Engineer and the Truckee Donner Public Utility District no
less than two. ( 2 ) working days notice before these
operations are proposed to gain permission and allow
advance notice of shutdown to be given to the customers
affected. He shall also stipulate the expected duration of
the shutdown. In all- cases, the shutdown shall be made
under the direction of the Truckee Donner Public Utility
District.
The full cost to the Truckee Donner Public Utility District
for providing any labpr, materials, tools, equipment and
incidentals shall be borne by the Contractor. The District
shall be reimbursed for such costs by the Contractor upon
request, reimbursement to be made prior to final acceptance
of the completed water system.
The Contractor' s attention is directed to the limits of
trench' . restoration as shown n the . plans. The limits as
' shown are for the Contractor' s information only, the exact
limits will be as determined in the field by the Engineer.
Restoration of trench surfacing shall conform to . ,the
requirements designated elsewhere herein.
B. GATE VALVES AND VALVE BOXES:
Gate valves shall be installed complete with valve box, any
necessary extensions and insulation, as shown on the plans,
as specified herein, and as directed by the Engineer.
C. FIRE HYDRANT ASSEMBLIES:
Fire hydrant assemblies shall be installed complete with
tee, gate valve, valve box and any necessary extensions,
insulation, run, bury, thrust blocks, pad excavation and
embanktr.Q.nt , hydrant and hydrant extension, as shown on the

j pl-ans, as specified herein, and as directed by the [
Engineer.
After installation the hydrant shall be painted with a 4 '
mil minimum thickness of red AWWA D102 alkyd paint.
D. WATER SERVICES AND METER BOXES
�^ Existina domestic water services shall be disconnected from
existing water mains to be abandoned and reconnected to new
mains, complete with service saddle, corporation stop, all
necessary piping and fittings, meter yoke, _ union, meter
box, box extensions and insulation, as shown on the plans,
as specified herein, and as directed by the Engineer.
The Contractor ' s attention is directed to the necessity of
maintaining the domestic water supply to the existing
i services throughout the construction, testing, disinfection
and acceptance of the new water mains and service
connections. Completion of new water service connections
shall not be made until the serving water , main has been
accepted and is fully operational. The maximum time that
any individual service may be taken out of operation during
the reconstruction is four hours.
The Contractor shall provide all fittings as required to
complete the service line connection.
Meter yokes shall be provided with idlers. Meters will be
i set by the District. y�
Meter boxes shall be placed as directed, generally located
!^ 12 inches from the roadway side of all right of way lines,
or 12 inches beyond the top/toe of slopes, whichever is I
greater —When placing meter boxes every consideration shall
be given to allow the District good access.
E. TYPE II BLOWOFF ASSEMBLY '
The complete assembly shall be installed in accordance with I
the details included in these' contract specifications and
as shown on the plans.
F .SACRIFICIAL ANODE CATHODIC PROTECTION I
A 5-lb Galvomag, or equal, sacrificial anode shall be
installed in a vertically augured hole 3 to 5 feet deep, 3 I
to 5 feet from the waterline at 50 ' centers. The lead wire
shall be a connected to the pipe by the thermite brazing
me-t:hbd, cadweld or approved equal . Before the connection is
made, the pipe shall be cleaned to bare metal by means of
scraping or filing. After .the connection is made, it shall
be covered with a heavy coal tar enamel or approved equal
to completely cover the scraped surfaces .

G. CONNECTIONS TO EXISTING WATER MAINS:
Connections to existing water mains shall be made in
accordance with the details as shown on the plans, as
specified herein and as directed by the Engineer.
All connections shall also be made in accordance with the
directives of the Truckee Donner Public Utility District.
The Contractor shall give at least 48 hours notice prior to
requiring the water service to be turned off during
connections to the system. The operation of gate valves or
other water facilities shall be performed by Truckee Donner
Public Utility District personnel. It shall be the
Contractor ' s obligation to pay all applicable costs as may
be incurred by Truckee Donner Public Utility District in
assisting the Contractor.
The Contractor shall expose and verify the specific work
and materials necessary to make the two individual
connections. The method of connection and type of materials
shall be subject to the approval of the Engineer.
H . ABANDON EXISTING WATER MAINS:
Following satisfactory completion and acceptance of the new
water mains and services, the existing water mains shall be
abandoned as shown on the plans, as specified herein and as
directed by the Engineer.
Abandoned water mains shall be capped and thrust blocked,
the excavation backfi'Iled, and the surface restored as
directed by the Engineer. Such work shall conform to the
applicable provisions herein.
I . THRUST AND ANCHOR BLOCKS AND CONCRETE ENCASEMENTS:
All valves, line fittings# stub outs and pipe alignment
changes shall be held in place by concrete thrust or anchor
blocks. Thrust and anchor blocks shall be placed as shown
on the plans, as specified herein and as directed by the
Engineer.
Class C concrete shall be placed over, under and around the
8" DIP resting on concrete blocks. The placement shall
extend a minimum of 5 feet on either side of the centerline
of 'sewer lines as shown on the plans.
After installation, all ferrous metal straps, rods, nuts,
thermite welds and scrapes and other items shall be
adequat-ly painted with a protective paint , Koppers 10

Scotch Clad 244 , or approve-i equal .

J . TRENCH RESTORATION:
Existing road base and surfacing, driveways, road
shoulders, existing ground, and similar items which are
removed, damaged or displaced by construction of the work
in this contract shall be reconstructed by the Contractor.
All work shall match the appearance of the existing
improvements as close as practicable.
Type A surface restoration shall consist of furnishing and
placing Type B asphalt concrete over Class 2 aggregate base
at the specified width and thickness.
Type B surface restoration shall consist of furnishing and
placing Class 2 aggregate base at the specified width and
thickness.
Type D surface restoration shall consist of placing select
native material from the excavation over the top of the
backfilled trench as shown on the plans. Neatly mound
native material no more than 6 inches above existing ground
for the entire width of the excavated area, remove all
rocks in excess of 6 inches and grade in a manner
commensurate with the surrounding area.
The trench area shall be kept level with the adjacent
street, shoulder or ground and maintained to prevent a
traffic hazard until the permanent restoration is placed.
The Contractor ' s attention is directed to the restoration
of surfacing within specified limits designated on the
plans. The specific limifft of trench restoration as shown
on the plans are for the Contractor' s information only, and
i-- are not intended to designate the specific limits of such
restoration. The specific limits and type of trench
restoration will be determined by the Engineer in the-
field.
The trench widths shown on the plans are minimum
dimensions. where trenches are excavated and/or have fallen
to greater widths than the minimum width set forth on the
plans, such greater widths shall be considered to require
restoration. The entire cost of trench restoration in
excess of the minimum width shown on the plans shall be
borne by the Contractor, and under no condition will the
Contract.or be paid for more than the minimum width as shown
on the plans and drawings unless prior written agreement is
secured from the Engineer. Damage to surfacing adjacent to
the trench shall be repaired at the Contractor' s expense.
Such repairs shall conform to the requirements for trench
restoration .
Aggregate base shall be furnished and placed as specified
in Section 26 of the Standard Specifications.

Subgrade and aggregate base shall be compacted to 95%
relative compaction.
Asphalt concrete, prime coat and paint binder shall be
furnished and placed as specified in Section 39 of the
Standard Specifications. Prime coat shall be applied to all
aggregate base areas to be paved. Paint binder shall be
applied to all existing pavement prior to placing asphalt
concrete.
i^ K. FLUSHING, TESTING AND DISINFECTING :
As a condition of acceptance of the completed water system,
the Contractor shall flush, test and disinfect the entire
pressure water system. The authorized representative of the
Engineer shall be present during the performance of all
such work.
Hydrostatic ' Testing :
Pressure and leakage testing of the completed water system
shall be in accordance with AWWA C600 , except as modified
herein.
After installation of all thrust blocks, a minimum time
shall elapse before testing, 36 hours for high - early ,-
strength concrete and 7 days for Class B concrete.
No pipe installation will be accepted if the leakage is
greater than that determined by the formula:
L = ND P

N = Number of joints in the length of pipeline tested.
D = Nominal diameter of the pipe in inches.
P = Average test pressure during the leakage test in
pounds per square inch gage.
After testing, the , Contractor shall certify ;to the Owner
tbc4t the eniire system has been satisfactorily tested in
accordance with the provisions herein. . A copy of the
certification form is enclosed for the Contractor' s
reference in Item IX.
Disinfecting :
Following satisfactory testing, the entire water system
shall be disinfected in accordance with AWWA C601 , except
as modified herein.

The duration of disinfection shall be 48 hours.
h A negative coliform test meeting the requirements of the
County Health Department shall be made by a licensed
{{{� chemical laboratory prior to the inclusion of any facility '
into the operating system.
4 . MEASUREMENT AND PAYMENT '
Measurement of water mains and fittings will be linear feet
of actual le-ngth placed, including fittings, specials and
adaptors.
Measurement of gate valves, valve boxes, sacrificial anodes
and fire hydrant assemblies will be ' actual count of units
in place.
Measurement of water services, meter boxes and service '
lines will be actual count of units in place including
fittings, specials and adaptors.
Measurement of Type "A" and Type "B" trench restoration N
will be linear feet of actual length restored. No
measurement will be made of Type "D" trench restoration.
Measurement of Type II Blowoff Assembly will be per
complete assembly installed in place.
Measurement of concrete encasement will be linear feet of '
concrete placement parallel to the waterline.
Measurement of connecting to or reconnecting or abandoning
existing 6" or 8" water mains will be the actual count of
said connections, reconnections or abandonments. Item No.
C71 4" Tee and 20 feet of 4" Ductile Iron Pipe shall be I
measured as a complete assembly installed in place and
operational including all specials, fittings and adaptors.
No measurement will be made of any other items of work. '
The contract unit price for Type II Blowoff with 2" corp.
stop, valve box, gate valve and 2" GSP drainline and
drainage pit shall include full compensation for furnishing
all labor, materials, tools,, equipment and incidentals, and
for doing all the work involved in furnishing and I
installing all components complete, in place, and as
directed by the Engineer, and no additional compensation
will be allowed therefor. I
Mobilization will be paid for at a lump sum price. Payment
for mot zation shall conform to+ tlie provisions of Section
11 of t't Standard Specifications .
The contract lump sum price paid, or the contract price

paid per linear foot or per each as applicable for the
items of work as shown on the Bid Schedule, shall include
full compensation for furnishing all labor, materials,
tools, equipment and incidentals, and for doing all the
work involved in construction of the entire project,

items of work not otherwise provided for herein, complete
in place, and as directed by the Engineer, shall be
considered as included in the contract prices paid for the
