Board Directors,
I have had the pleasure of being your Interim General Manager for the past
six months and look forward to our continued relationship as Michael Holley
settles in as your new General Manager.
While here, I have worked with the Board and staff to maintain and helped
to improve District effectiveness, customer service support and employee
relations.
As I have matured, i.e. gotten older, I have learned that the key to any
success are employees with a positive attitude, strong work ethic that get
work done each day, whether it is directly communicating and serving our
customers, maintaining the water and electric facilities in bad weather or
accommodating unique customer requests or solving problems. You have
excellent employees serving 25,000 water and electric customers. This
means significant efficiency for 67 people to accomplish your high level of
customer satisfaction.
I have a few suggestions for continued improvements:
• Focus Board attention on policy issues and planning for the future
o Mission, goals and objectives
o Resources
o Employee relationships
o Customer and community
o Legislative initiatives
• Board of Directors
o Have common objectives and goals
o Long term planning

o Water meter implementation planning

o Integrate a strong public information component into the
revised General Services Manager position

o Low Income rates
o Cost and energy saving effective programs
• Building and Maintenance
o Establish reserve fund for building replacement/major repair
