Schinman, Interim Manager Subject: Mission Statement - Goals and Objectives For the past several years, the electrical utility industry, including the TDPUD, has experienced rapid changes and faced many challenges, with many more to be faced in the future. To aid in dealing with the up-coming changes and rising to meet the future challenges, I recommend we develop a mission Statement, goals and objec- tives. This will also provide a guide for budgeting and planning. A mission statement is a short, concise statement of our real purpose or mission- It does not normally change with time unless, of course, our purpose or mission changes. AV Goals are general statements that can` change to some extent over a period of time - when there are changes in the utility industry, or as new major challenges face us. They should be updated on an annual basis. The Board of Directors should develop these goals. ubjectives should be set annually to meet the goals. Areas or departments of the District 's staff should develop these objectives to meet the Board's goals. After Board approval of the objectives, the normal process is for budgets and long-term plans to be developed and approved by the-Board. Then, the various departments are held accountable to meet the objectives and stay within the budget. To start the process, I would like to suggest a mission statement and goals for your consideration. When these are finalized and approved, the next step (development of objectives) can be undertaken by staff. There is not time for objectives to be developed prior to 1984 budget approval; however, I would recommend that the 1985 budget be based on the objectives we develop. MISSION STATEMENT - The Truck-, Donner Public Utility District is a citizen- owned political subdivision oi- the state of California with primary respon- sibility for providing electrical and water services to its'customers, pre- sent and future. Q__) C GOAL 1 - Provide prompt, cost-effective and courteous service to customers with concern for their individual needs. GOAL 2 - Provide an adequate, reliable and safe supply of electrical power and water to meet present and future customer needs at the lowest possible cost and consistent with good business practice. .- GOAL 3 - Establish rates, charges and policies which will provide revenues required to maintain the financial soundness and integrity of the District. GOAL 4 - Establish policies and programs that achieve cost-effective con- servation and support the efficient use of energy resources. GOAL 5 - Provide a skilled management and supervisory team to direct the activities of the District and maintain a high level of employee competence by providing training programs and development opportunities consistent with District needs. GOAL 6 - Promote a high level of cost awareness by all employees in the operation of District activities. GOAL 7 - offer a work climate that is highly motivative, provide for in- dividual responsibility and initiative, improve employee performance and foster both personal and organizational pride. GOAL 8 - Develop, maintain and improve the District's property, equipment, methods and procedures to provide for the most cost-effective operation. GOAL 9 - Conduct all District activities in a manner which demonstrates a concern for effects on the environment. GOAL 10 - Maintain fair, equitable and progressive recruitment and pro- motional programs primarily based on the person's qualifications and con- sistent with the District's obligation as an equal opportunity employer. GOAL 11: Assist in the orderly development of our service area and en- courage participation in activities that enhance community life. GOAL 12: Conduct an open communication dialogue with customers, employees, the financial community, and all governmental levels on these goals and other appropriate matters relating to the District's activities.
