RESOLUTION NO. 84 64
OF THE
TRUCKEE DONNER PUBLIC UTILITY DISTRICT
APPROVING SPECIFICATIONS AND ISSUING A
CALL FOR BIDS FOR TAHOE DONNER SUBSTATION IMPROVEMENTS
WHEREAS, the Board of Directors of the Truckee Donner Public Utility
District has determined the need to make grading, paving and grounding im-
provements to the Tahoe Donner Substation; and
WHEREAS, by motion passed at the September 17, 1984 meeting, the Board
of Directors authorized R. W. Beck and Associates to prepare technical spec-
ifications for the Tahoe Donner Substation improvements;
NOW, THEREFORE, BE IT RESOLVED that the Board of Directors of the Truckee
Donner Public Utility District does hereby approve the technical specifications
and drawing prepared by R. W. Beck and Associates for improvements to the Tahoe
Donner Substation.
BE IT FURTHER RESOLVED that the President of the Board is hereby directed
to issue a call for bids based on the specifications attached hereto. The
date and time established for the bid opening is Friday, October 26, 1984, at
4:00 P.M.
PASSED AND ADOPTED by the Board of Directors of the Truckee Donner Pub-
lic Utility District at a regular meeting thereof duly called and held in the
District on the lst day of October 1984, by the following
roll call vote:
AYES: Cooley, Corbett, Duffy, Hamilton and Maass.

INVITATION TO BIDDERS
TAHOE DONNER SUBSTATION IMPROVEMENTS
October 5, 1984
NOTICE IS HEREBY GIVEN that the Board of Directors of the Truckee Donner
Public Utility District will receive sealed proposals from bidders for
grading, paving and grounding improvements to the Tahoe Donner Substation.
Bids must be placed in an envelope clearly marked "Tahoe Donner Substation
Improvements," and must be received at the District office prior to 4:00
P.M. on Friday, October 26, 1984, at which time they will be publicly open-
ed and read.
Copies of the contract documents may be obtained by contacting the District
office at the address or telephone number above.
Each bid shall be accompanied by a certified check payable to the order of
the District or shall post a bond as security in the amount, form and subject
to the conditions provided in the Information to Bidders. No bid may be with-
drawn within 30 days after the actual date of the opening thereof.
The bid will be awarded by the Board of Directors at the regular meeting of
November 5, 1984.
If the contract is let, all checks will be returned to the bidder except that
of the successful bidder, which will be retained until a contract is entered
into, and a bond to perform the work is furnished, with sureties satisfactory
to the District, in an amount to be fixed by the District. If the successful
bidder fails to enter into said contract in accordance with his bid and fur-
nish such bond within five (5) days from the date on which he is notified
that he is the successful bidder, said check or bid bond and the amount there-
of will be forfeited to the District.
The Truckee Donner Public Utility District specifically reserves the right to
reject any and all bids, waive irregularities or informalities in any or all
bids, be the sole judge of the suitability of the service offered, and to ac-
cept any bid that it determines is the lowest responsible bid.

INSTRUCTIONS TO BIDDERS
Bids will be received by the Truckee Donner Public Utility District at the
District office up until the hour of 4:00 P.M. , Friday, October 26, 1984.
at which time they will be publicly opened and read.
Each bid must be submitted in a sealed envelope clearly marked, TAHOE DONNER
SUBSTATION IMPROVEMENTS.
All bids must be made on the required bid form. All blank spaces for bid
prices must be filled in, and the bid form must be fully completed and ex-
ecuted when submitted. Only one copy of the bid form is required.
The Truckee Donner Public Utility District may waive any informalities or
minor defects or reject any and all bids. Any bid may be withdrawn prior to
the above scheduled time for the opening of bids or authorized postponement
thereof. Any bid received after the time and date specified shall not be con-
sidered. No bidder may withdraw a bid within 30 days after the actual date
of the opening thereof. Should there be reasons why the contract cannot be
awarded within the specified period, the time may be extended by mutual
agreement between the District and the bidder.

The contract documents contain the provisions required for the construction
of the project. Information obtained from an officer, agent, or employee of
the District or any other person shall not affect the risks or obligations
assumed by the contractor or relieve him from fulfilling any of the condi-
tions of the contract.
Each bid must be accompanied by a bid bond payable to the owner for ten per-
cent of the total amount of the bid. As soon as the bid prices have been
compared, the District will return the bonds of all except the three lowest
responsible bidders. When the agreement is executed, the bonds of the two
remaining unsuccessful bidders will be returned. The bid bond of the suc-
cessful bidder will be retained until the payment bond and performance bond
have been executed and approved, after which it will be returned. A certi-
fied check may be used in lieu of a bid bond.

Attorneys-in-fact who sign bid bonds or payment bonds and performance bonds
must file with each bond a certif iee and effective dated copy of their power
of attorney.
- The party to whom the contract is awarded will be required to execute the
agreement and obtain the performance bond and payment bond within ten cal-
endar days from the date when the notice of award is delivered to the bid-
der. The notice of award shall be accompanied by the necessary agreement
and bond forms. In case of failure of the bidder to execute the agreement,
the District may at its option consider the bidder is default, in which case
the bid bond accompanying the proposal shall become the property of the Dis-
trict.
The District, within ten days 'of receipt of acceptable performance bond, pay-
ment bond and agreement signed by the party to whom the agreement was awarded,
shall sign the agreement and return to such party an executed duplicate of the
agreement. Should the District not execute the agreement within such period,
the bidder may. by written notice. withdraw his signed agreement. Such notice
Of withdrawal shall be effective upon receipt of the notice by the District.
The notice to proceed shall be issued within ten days of the execution of the
agreement by the District. Should there be reasons why the notice to proceed
cannot be issued within such period. the time may be extended by mutual agree-
ment between the District and contractor. If the notice to proceed has not
been issued within the ten day period, or within the period mutually agreed
upon, the contractor may terminate the agreement without further liability on
the part of either party.
The District may make such investigations as he deems necessary to determine
the ability of the bidder to perform the work. and the bidder shall furnish
to the District all such information and data for this purpose as the District
may request. The District reserves the right to reject any bid if the evidence
submitted byo or investigation of, such bidder fails to satisfy the District
that such bidder is properly qualified to carry out the obligations of the
agreement and to complete the work contemplated therein.
A conditional or qualified bid will not be accepted.
Award will be made to the lowest responsible bidder.
All applicable laws. ordinances, and the rules and regulations of all auth-
orities having jurisdiction over construction of the project shall apply to
the contract throughout.

ITEMS TO BE INCLUDED IN THE SPECIAL CONDITIONS
LOCATION
The construction to be performed under this Contract is located at the
Tahoe-Donner Substation approximately 2 miles from the Truckee-Donner
Public Utility District (Truckee-Donner PUD) office located at 11570 Don-
ner Pass Road, Truckee, California.
The Project site may be examined by bidders by arrangement with Mr. Peter
Holzmeister, Manager of the Truckee-Donner PUD.
CONTRACT DRAWING
The Contract Drawing included in these Specifications is intended to pro-
vide general information regarding the existing site. Dimensions of the
existing fenced area and existing access road are approximate only. The
Owner and the Engineer do not represent the Contract Drawing as showing
completely or accurately all existing conditions and do not guarantee the
correctness of any information. Bidders and the Contractor must assume
all responsibility for obtaining necessary information to bid and con-
struct the Work specified.

SECTION 02110 -- SITE GRADING
w_ .01 GENERAL
A. The Work included in this section consists of site grading, pre-
paration of subgrade, disposing of surplus material, and all other
work incidental to the site grading within the limits of construc-
tion shown on the Contract Drawing and of the access road at the
Tahoe-Donner Substation.
B. Disposal of any and all waste material shall conform to all local,
State and Federal regulations. Waste or excess excavated material
shall be hauled directly to a disposal site obtained and paid for
by the Contractor.
C. Prior to commencing any site grading operation, the Contractor
shall notify the Owner. Damage resulting from the Contractor's
operations to any existing structure or equipment shall be repaired
by the Contractor at no expense to the Owner.
D• The subgrade shall be considered to be that portion of the site
surface upon which surfacing materials are to be placed.
E. Finished grade shall be considered to be the finished surface of
the completed facility.
.02 MATERIALS
Scarified surface material shall be clean and free of roots, brush,
sticks, debris, lumps of clay, and other deleterious material.
.03 CONSTRUCTION
A. General
1. Site grading shall include the removal of on-site materials
to establish the elevations indicated on the Contract Drawing.
2. The finished subgrade shall be true to grade and cross-
section, hard, uniform, and smooth.
3. Grading shall produce uniform grades or slopes as indicated
on the Contract Drawing.

4. Areas of construction activity shall be left in a condition
Of uniform grade, blending into pre-existing contours and
concealing as much as possible evidence of construction acti-
vity by back dragging or raking to conceal tire marks.
5• Continued use of prepared subgrade for hauling which will cut
or deform it from the true cross-section, will not be permit-
ted. The Contractor shall, at no expense to the Owner,
repair damage to subgrade caused by its operations.
B. Preparation of Subgrade
Upon completion of final grading, the subgrade shall be prepared by
scarifying the top 8 inches and compacting as specified. Placement
of surfacing material on the subgrade will not be allowed until
approval of the subgrade has been obtained from the Owner.
C. Compaction
1. Scarified surfaces shall be compacted using vibratory equip-
ment. Compacting within 2 feet of existing foundations shall
- be by handheld vibratory equipment.
2. The maximum density shall be as determined by ASTM D 1557,
Method D.
3. Compaction of scarified surfaces shall be provided to the
percentage of the maximum density as follows:

4. The Owner may obtain the services of an independent testing
firm to make tests of the completed subgrade. The cost of
these tests will be paid for by the Owner if the results are
acceptable. The cost of these tests will be paid for by the
Contractor if the results are not acceptable, and the mater-
ials shall be recompacted until they do meet such tests.

SECTION 02220 -- ACCESS ROAD DRAINAGE
.01 GENERAL
A. The Work included in this section consists of constructing a ditch
along the access road, furnishing and installing corrugated metal
pipe culvert including trench excavating, backfilling, grading,
compacting, and constructing quarry ,pall protection at the intake
and outfall of the culvert.
B. Work in this section shall be in accordance with the referenced
sections of The State of California, Business and Transportatiaon
Agency, Department of Transportation Standard Specifications, Janu-
ary 1981 Edition, herein referred to as the Standard Specifica-
tions. References to compensation in the Standard Specifications
do not apply to this Contract. The word "Engineer" in the Standard
Specifications shall mean 'Owner".
.02 MATERIALS
A. Backfill
Backfill is considered to be material placed in excavation. Back-
fill material shall be clean, free of wood waste, roots, brush,
sticks, debris, junk, broken concrete, brick, lumps of clay, frozen
material, and other deleterious material. Material passing the
No. 200 sieve shall be non-plastic.
B. Class A Backfill
Class A backfill shall be native material obtained from the trench
excavation and shall be free of rocks larger than 6 inches in the
largest dimension.
C. Class B Backfill
Class B backfill shall be Class 2 Aggregate Base conforming to the
requirements of Section 26-1.02B of the Standard Specifications,
except that the maximum stone size shall be 3/4 inch.
D. Quarry Spalls
Quarry spalls shall be No. 3 Backing Rock Slope Protection conform-
ing to the requirements of Section 72-2.02 of the Standard Specifi-
cations.

E. Corrugated Metal Pipe
Corrugated metal pipe shall be either corrugated steel pipe con-
forming to the requirements of Section 66-3.02 of the Standard
Specifications or corrugated aluminum pipe conforming to the
requirements of Section 66-2.02 of the Standard Specifications.
Corrugated steel pipe shall be galvanized, 16 gage. Corrugated
aluminum pipe shall be 14 gage.
.03 CONSTRUCTION
A. Ditch
A drainage ditch shall be constructed from the existing ditch along
the south side of the access road to the culvert as indicated on
the Contract Drawing. The ditch shall be constructed deep enough
to allow positive drainage from the end of the existing ditch to
the culvert invert. Minimum ditch depth shall be 3 feet. Side
slopes shall be no steeper than 1.5 horizontal to 1.0 vertical.
B. Trench Excavation
1. General
Excavation of every description and of whatever substance
encountered shall be performed to a depth and grade as
required to provide positive drainage or as indicated on the
Contract Drawing. It may be necessary to increase or
decrease the quantity of excavation because of unknown fac-
tors.
2. Trenches
a. Unless otherwise indicated on the Contract Drawing, ex-
cavation shall be open cut. During excavation, mater-
ial suitable for backfill shall be stockpiled in an
orderly manner, a distance back from the edges of the
excavations specified by the governing safety agency.
Materials unsuitable for backfilling shall be wasted as
specified. Caution shall be exercised in operating
heavy equipment over pipelines. Leaks or breaks caused
by the Contractor's operations shall be immediately

repaired at no expense to the Owner and in a manner
acceptable to the Owner. The banks of excavated areas
shall be controlled as is necessary to prevent movement
of soil in areas supporting existing foundations,
slabs, pole lines, underground power or telephone
cables, trees, pipelines, or other structures. If, as
a result of the excavation or through fault or neglect
of the Contractor, the earth or ground under or around
such foundations, slabs, pole lines, underground power
or telephone cables, trees, pipelines or other struc-
tures, slips or is otherwise disturbed, corrective mea-
sures shall be taken as directed by the Owner at no
expense to the Owner.
b. The bottom of the trench shall be excavated to a depth
adequate to provide 6-inch minimum depth of Class B
backfill as pipe bedding beneath the corrugated metal
pipe.
C. Backfilling
1. Bedding
Class B backfill shall be placed from a depth of 6 inches
below the invert of the pipe to the spring line of the pipe
and compacted as specified.
2. Initial Backfill
Class B backfill shall be placed from the spring line of the
pipe to a distance 12 inches above the pipe and compacted as
specified.
3. Subsequent Backfill
Class A backfill shall be placed above the initial backfill
to the required subgrade elevation and compacted as specified.
D. Compaction
1. Compaction of all backfill materials shall be by vibratory
equipment in uniform layers. Each layer shall be to at least
95% of the maximum dry density as determined by ASTM D 15579
Method D.

2. Trenches where settlement occurs shall be reopened to the
depths necessary for compaction, then refilled and compacted,
with the surface restored to grade.
3. Water settling or water jetting will not be allowed as a
method of obtaining compaction.
4. The Owner may obtain the services of an independent testing
firm to make density and other tests of the completed back-
fill. The cost of these tests will be paid for by the Owner
if the results are acceptable. The cost of these tests will
be paid for by the Contractor if the results are not accept-
able, and the materials shall be recompacted until they do
meet such tests.
E. Pipe Laying
Pipe laying shall conform to the requirements of Section 66-1.05 of
the Standard Specifications.
F. Quarry Spalls
A minimum of 1/2 cubic yard of quarry spalls shall be placed where
indicated on the Contract Drawing in such a manner as to direct the
flow of water into and out of the pipe and prevent scouring of the
area adjacnet to the inlet and outlet.
G. Cleanup
1. Surplus and unsuitable excavated materials, broken pavement,
and rubbish, shall be removed from the site of the work as
expeditiously as possible. Surplus and unsuitable excavated
materials shall be loaded directly to waste; no stockpiling
will be permitted. Disposal of waste materials shall conform
to all laws, regulations, and ordinances and be disposed of
at a site obtained by the Contractor.
2. Side ditches which have been affected by the Contractor's
operations shall be cleared, drained through all points so
affected; and if the area affected is extensive, the entire
drain ditch shall be reformed.

.01 GENERAL
A. The Work included in this section consists of furnishing all sur-
facing materials and all operations for the placement of crushed
surfacing and bituminous concrete pavement.
B. Work in this section and where required by the Contract Documents
shall be in accordance with the referenced section of The State of
California Business and Transportation Agency Department of Trans-
portation Standard Specifications, January 1981 edition, herein
referred to as the Standard Specifications. References to compen-
sation in the Standard Specifications do not apply to this Con-
tract. The word "Engineer" in the Standard Specifications shall
mean Owner.
C. The Contractor shall submit to the Owner certification stating that
all materials are in compliance with these Specifications.
.02 MATERIALS
A. Gravel Base
Gravel base shall meet the requirements of Section 25-1.02A, class
1 Aggregate Subbase, of the Standard Specifications.
B. Crushed Rock Surfacing
1. Crushed rock surfacing shall be crushed stone or crushed
gravel uniform in quality and free from wood, roots, bark and
other extraneous material. Crushed rock surfacing shall in-
clude not less than 75% by weight of particle with at least 1
fractured face produced by mechanical crushing.
2. Crushed rock surfacing shall meet the following gradation
requirements:
% Passing 1-1/2-inch square opening . . . . .. 100
X Passing 1-1/4-inch square opening . .. . .. 50-90
X Passing 3/4-inch square opening . . .. . ... 0
C. Crushed Surfacing Base Course
Crushed surfacing base course shall meet the requirements of
26-1.02B, Class 2 aggregate base of the Standard Specifications,
except that the maximum stone size shall be 1-1/2 inches.

D. Crushed Surfacing Top Course
Crushed surfacing top course shall meet the requirements of
26-1.02B, Class 2 aggregate base of the Standard Specifications,
except that the maximum stone size shall be 3/4 inch.
E. Asphalt Concrete Pavement
Asphalt concrete pavement shall be Type B, meeting the requirements
of Section 39-1 of the Standard Specifications.
F. Soil Sterilization
Soil sterilization compound shall be polyborchlorate as manufactur-
ed by the U.S. Borax Company.
.03 CONSTRUCTION
A. General
1. The subgrade shall be prepared as specified in Section

B. Compaction
Gravel base, crushed surfacing base course, and crushed surfacing
top course shall be compacted to the thickness shown on the Con-
tract Drawing. Compaction shall be to at least 95% of maximum dry
density, as determined by ASTM D 15579 Method D.

1. Asphalt concrete pavement shall be compacted to the thickness

2. Construction methods shall be as specified in Section 39 of
the Standard Specifications.
3. The edges of all existing asphalt pavements and all castings
shall be painted with hot asphalt cement or asphalt emulsion
immediately before placing the asphalt concrete material.
The asphalt pavement shall then be placed, leveled, and com-
pacted to conform to the lines, grade, and cross-section
shown on the Contract Drawings. All joints between the new
and original asphalt pavement shall be painted with hot
asphalt or asphalt emulsion and be covered with dry paving
sand before the asphalt solidifies.
4. If approved by the Owner, asphalt concrete pavement may be
spread by use of a spreader box. The spreader box shall be
capable of spreading the material in widths applicable to the
specified typical section and thicknesses. The material
shall be raked and screeded to the required evenness and tex-
ture. The spreader box shall be operated at the forward
speeds to provide continuous uninterrupted operation.
D. Crushed Rock Surfacing
Crushed rock surfacing shall be placed loose, in 1 layer, on the `
prepared subgrade and to the depth indicated. Spreading of the
crushed rock surfacing shall be done with such equipment and in
such a manner to ensure that the grading of material will be uni-
form and that it will not be compacted.

.01 GENERAL
A. The Work included in this section consists of furnishing and in-
stalling a complete substation grounding system.
B. The Contractor shall submit to the Owner a plan drawing showing the
layout of the ground grid, locations of ground rods, connections to
the existing fence and connections to structures and equipment.
.02 MATERIALS
A. The Contractor shall furnish all grounding materials including
cable, connectors, fittings, clamps, ground rods, etc., necessary
for a complete grounding system.
B. Bare copper cable for grounding use shall be of concentric lay
stranding and shall conform to the requirements of ASTM B 8-50,
Class AA.
C. Copper fittings for ground connections shall conform to the
requirements of ASTM B 30. Bolts, U-Bolts, cap screws, nuts, and
shakeproof lockwashers for copper fittings shall be of Monel, Ever-
dur, or other corrosion-resisting material.
D. Ground rods shall be of 8-foot length, 5/8-inch diameter, Joslyn
J8338.
E. Underground connections shall be made by the exothermic weld
process, Cadweld.
F. Exposed grounding connections shall be accomplished by using a
suitable clamp, bolts, and fittings, or by exothermic weld process.

.03 CONSTRUCTION
A. The Contractor shall install all necessary cables, ground rods, and
connections for a complete grounding system. The grounding system
shall provide for permanently and effectively grounding of all i
metal structures and all frames of electrical equipment.
B. Ground rods shall be installed vertically, the full length of the
rod to the required depth. Where necessary the rods shall be in-
stalled by drilling holes, placing the rods, and backfilling with
suitable material.
C. A 4/0 copper perimeter ground cable shall be installed 3-feet out-
side the fence. A grid of 4/0 copper cable shall be installed
throughout the fenced area, attaching each end of each grid wire to
the perimeter cable. Grid wires shall be spaced 30 feet maximum
and installed parallel to fence lines. The grid and perimeter
cable shall be installed at a depth of 24 inches below finished
grade. Grid wires shall be connected at all crossing points.

D. Alternate fence posts, corner fence posts, and gate posts shall be
connected to the perimeter ground cable. A loop of underground
ground cable shall be installed under the gate opening area extend-
ing 10 feet outside the closed gate position.
E. Ground rods shall be installed at each corner of the perimeter
ground wire, at each gate post, and at intervals of 40 feet maximum
along the perimeter ground wire surrounding the substation. A
ground rod shall be installed adjacent to surge arresters and at
intervals not to exceed 60 feet throughout the grid area within the
substation. Jumper wires from the 4/0 copper ground grid to ground
rods, fence posts, structures, and equipment shall be 2/0 copper
minimum size.
F. Electrical equipment, steel structures, and exposed metal surfaces
shall be connected to the grounding system. Paint, scale, and
enamel shall be removed from the points of contact on metal sur-
faces before the ground connections are made. Underground connec-
tions shall be made by the exothermically welded process. Exother-
mic weld application tools shall be as recommended by the manufac-
turer of the connectors. Connections to structures and equipment
from the existing ground grid may be removed.
G. The existing ground grid shall be abandoned in place or removed to
facilitate construction. Any of the existing ground grid which
remains after construction of the new grid shall be connected to
the new ground grid at several locations as directed by the Owner.

SUPPLEMENTAL CONDITIONS
PROJECT LOCATION
The construction to be performed under this contract is located at the Tahoe
Donner Substation, approximately two miles from the Truckee Donner Public
Utility District office located at 11570 Donner Pass Road, Truckee, Califor-
n1a.
The project site may be examined by bidders by arrangement with Peter L.
Holzmeister, General Manager of the District.
CONTRACT DRAWING
The contract drawing included in the specifications is intended to provide
general information regarding the existing site. Dimensions of the existing
fenced area and existing access road are approximate only. The District and
the Engineer do not represent the contract drawing as showing completely or
accurately all existing conditions and do not guarantee the correctness of
any information. Bidders and the contractor must assume all responsibility
for obtaining necessary information to bid and construct the work specified.
USE OF THE SITE
The site of the work is operational, and the contractor shall lay out and
schedule the work, in all facets, so as not to unreasonably impair the ef-
fective utilization of the substation. The contractor shall at all times be
subject to and shall forthwith comply with any and all directives issued by
the General Manager.
Full compensation for furnishing all labor, materials, tools, equipment and
Incidentals, and for doing all the work involved in conforming with the pro-
visions of this article shall be considered as included in the contract prices
paid for the various structures involved, and no additional compensation will
be allowed.
GUARANTEE
Contractor shall guarantee all work done under the contract for a period of
one year from the date of construction by way of a maintenance bond in form
satisfactory to the District.
COMPENSATION INSURANCE
Contractor shall procure and shall maintain during the life of the contract,
Workmen's Compensation Insurance for all of his employees to be engaged in
work. In the case of any sublet work, the contractor shall require the sub-
contractor similarly to provide Workmen's Compensation Insurance for all of
the latter's employees to be engaged in such work unless such employees are
covered by the protection afforded by the contractor's Workmen's Compensation
Insurance.

PUBLIC LIABILITY AND PROPERTY DAMAGE INSURANCE
Contractor shall furnish satisfactory proof, by certificate presented to the
District within 10 days of the date of the contract, that he has public Ila-
bility and property damage insurance. The insurance shall protect both the
contractor and the District, its officers and/or agents against loss from all
liabilities imposed by law, and shall be maintained in full force and effect
during the performance of the contract and in the following amounts:
a) Limit of liability for personal injury or accidental death one person, $500,000, aggregate liability per accident, $1.000,000.
b) Limit of liability for property damage - one occurrence, $50,000;
aggregate liability for loss per accident, $100,000.
SERVICE OF NOTICES
All notices required to be given hereunder shall be mailed or delivered to
the addresses shown under the District's and contractor's signatures at the
end of the agreement.
EXTRA WORK
Any alteration or deviation from this contract involving extra costs will be
executed only upon written Contract Change Order, and will become an extra
charge over and above the bid amount.
PAYMENT
Due to the small size of the project and the anticipated speed with which the
contractor will accomplish the work, only one progress payment will be made.
The single payment will be authorized at the Board meeting next ing
the completion of the work, and shall be in an amount not less than following
of the
lump sum bid amount. The Notice of Completion will also be filed at the above
noted Board meeting. The final 10% shall be paid to the contractor 35 days
after the recording of the Notice of Completion with the County, provided there
are no outstanding obligations of the contractor at that time.
