We, the undersigned residents and/or property owners in the By -v lla-0-9—aY--Flir%chdale, situated in the unincorporated territory of the County of Nevada, hereby request that the Truckee Donner - Public Utility Cistrict initiate steps to determine terms and conditions of annexation of our community to the Truckee Donner Public Utility District for purposes of orovidino a publicly owned and operated water system, and FURTHER, that the Truckee Donner Public Utility District thereafter initiate proceedings before the Nevada County Local Agency formation Commission to annex the Hirschdale area. 1. The undersigned Petitioners understand that the property- owners and/or water user; within the proposed annexation area will be responsible, through some appropriate means of financing, for, either, the acquisition of the existing system and improvements to it, or, the construction of a separate system; and for the cost of operating water service through appropriate water rates and charges. 2. Re: Award of 1983-84 Vehicle Maintenance Contract Gentlemen: I am protesting the 1983-84 vehicle maintenance contract award which WAS given to Mid Sierra Truck do Tractor Repair, as notified by Jim Ward 's letter dated 2/9/83. It was my understanding through private and public commendations for a "Job well done" by Jim Ward, General Manager, Bruce Grow, Foreman of Technical Services, and Pete Silva, Electrical Line Foreman that D & C Roadside Service would, for the second year, again receive maintenance contract. the vehicle This general concensus was last conveyed to me by Bruce Grow in Mid January, 1983, as relayed to him by Jim Ward . All maintenance and repair of District vehicles by D side Ser- vice from July 1981 to the present has been done in completed with specific requests by key District employees compliance . s the 2/1!4/83 conversation At no time prior to I had with Jim Ward, was any complaint or ill comment ever made regarding my work done on District vehicles. Up un- til that time I had heard nothing but praise as was publicly noted- at the 1/3/83 board meeting after I had responded immediately to unit 181s boom control circuitis failure on 12/29/82 and performed on the spot repair thus enabling the crew to continue with the storm damage emer- gencies at hand. ( It may be noteworthy to add that at the time I re- ceived the information regarding the problem with unit 18, I had 2 other service calls backed up for my business. that could have resulted in more money I have always given the District 's contract and service call work the highest priority. All repairs to District vehicles have been in compliance to specific 1equests made by Dhe District. The end result has ultimately eliminated life threatening situations, conformed with manufacturers specific re- wages and has potentially saved TDPUD thousands of dollars re wages lost, a etc, payments, legal fees and rental fees for i-eplacemen t in of fquip�ent, etc. The safety of the Districtla line crew using the axial equipment is crucial. When I first began working on 9 vehicles in July, 1981 , substantial major t28 Districts damage was found in units 7, 10 and 16 which I attribute to lack of routine maintenance and by properly qualified and knowledgeable mbchanics. repair • i �av Ay past experience encompasses yA years of repair on line equipment like units 10, 18 & 7 through my position of journeyman equipment mechanic with Pacific rP s & �lec tric Comp.iny .. It is my belief that Mid Sierra Truck & Tractor Repair, to whom Mr. Ward awarded the 1983-84 contract, does not have the knowledge, ex- perience or qualifications to professionally repair Pao Power or Utility Body equipment. However, Mid Sierra is qualified for repair of Caterpillar equipment, who at this time does not make arial equip- ment. It is my contention as owner/operator of D & C Roadside Service and a paging District member that James Ward, (.eneral Manager of TDPUD has acted once again in an increasingly consistent pattern of negli- gence, incompentency and deception by praising my work, paying my bills without comment and leading me to believe I would again be working for the District in 1983-84- . In clasing, my qualifications and abilities are a matter of record. I would appreciate it if this board would contact Bruce Grow or Pete Silva to obtain a truthful appraisal of my work. I respectfully request that the TDPUD Board of Directors investigate this complaint. I believe your time and trouble will confirm the afore-mentioned facts . Respectfully submitted, Dale F.
