REGULAR MEETING
September 19, 1983
The regular meeting of the Board of Directors of the Truckee Donner Public
Utility District was called to order by President Corbett at 7:08 P.M. in the
TDPUD Board room.
RESIGNATION OF HAMILTON
= President Corbett advised that James Hamilton presented him with a letter
of resignation on September 17, 1983, to be effective that date. No reason was
given for such resignation.
ROLL CALL: Directors Kuttel, Maass, VanLandingham and Corbett were vresent.

a Truckee-Donner Public Utility District
A Aew petition has been submitted to this Board, asking that the i
.Truckee-Donner P.U.D. acquire the. Donner Lake water system. Four reasons
for a take-over are listed. As with the original petition, we feel the
new one can give false impressions to persons not well acquainted with the
water service problems at Donner Lake.

Reason No. 1 "D.L.U.C., a private water purveyor has been unable j
to provide adequate water supply or acceptable levels of
service to its entire service area"
T!,is is an indirect way of saying that poor service conditions existed
in a particular area, namely the Biltz Tract.
A complaint from a group of Biltz Tract water customers, filed with i
the Public Utilities Commission on March 169 1978, centered on periods
of low water pressure and periods of no water at all. Both these troubles
came from the same cause, the failure of a manually controlled pumping
system to keep the upper level storage tanks full at all times.
Stand-by equipment and automatic electrical controls have been installed
at the Greenpoint pump house. When the water in the upper level tanks
drops to 80% of full capacity, pumping is started and continues until the
tanks are full again. This will eliminate the water level and supply
problems.
This No. 1 Reason should be dismissed.
Reason No. 2 "Fireflow is inadequate or non-existent within D.L.U.C.
service area."
A take-over of the Donner Lake water system by T-D P.U.D. would in no
way miraculously correct the substandard fire protection around Donner
Lake. The old bugaboo--NO MONEY* would still be there.
Fifteen years ago we learned about fire hydrants! 1.) The Fire
District had no money for their installation. 2.) If a group of neighbors
want a Hydrant at a certain spot they can raise the installation cost
between themselves and have the hydrant put in, provided that the location
was arproved in advance by the Fire Marshall. The conditions remairr the
same today.

The Utility Company is not responsible for the lack of fire flow
capacity in the present piping systems. There was no such requirement
at the time the various subdivisions around Donner Lake were developed.
The requirement that new water systems be designed to provide fire
flow capacity was incorporated into General Order 103 of the Public
Utilities Commission on April 15. 1975• The provisions for Fire Protebtion
Standards, under Title VIII, are not retroactive. It will be noted that
the adoption of these requirements was only eight years ago.
Reason No. 2 should be dismissed.
Reason 4 "The major improvements by the Dec. 1980 order #92446 have not
been accomplished to date (i.e. a new source of water and a new
storage tank --------
This allegation is in error because of apparent misinterpretation
of Decision #92446. There was no specific order to complete these two
projects; under this Decision nor either of two other Decisions.
The following paragraphs, Items 33 and Item 3 are quoted from Decision
#92446.

Under the heading: Findinf-s
Item 33 The most important construction items for Donner, from the
standpoint of priorities would be securing a new source of water and
construction of the 50,000 gallon storage tank near the Biltz Tract
area.
Under the Beading: Second Interim Order
Item 3 Donner shall diligently pursue its application for a state
loan of 0-395,o14 to improve its system.
Following the direction of Item 3 Mr. John ::illiams succeeded in
obtaining the reservation of $669,800 of California Safe Drinking 'water
Funds, subject to availability. The confirming-, letter of November 10, 1981,
from Ronald B. Robie, Director, Dept. of dater Resources, went on to say
that no funds were expected before tie Spring of 1982.
As matters turned out, no State bonds were sold until April 6, 1983

The long delay confirms the correctness of the Judge's decision not
to issue an order and thereby set a time schedule for installing a new
tank and securing a new water source.
Reason No. 4 should be dismissed.
