Subject: Purchase of 2008 District Replacement Vehicles
1. WHY THIS MATTER IS BEFORE THE BOARD
Board approval is required for equipment purchases over $15,000.
2. HISTORY
The District has three vehicles that are past their useful life and have become unreliable.
These vehicles are:
Unit 28, 1998 GMC Pickup 4WD 3/4 Ton Service Body - Electric Department
Unit 41, 1998 GMC 4WD Service Body - Electric Department
Unit 43, 1998 GMC 4WD Cab & Chassis only- Water Department
In addition, the District is planning on purchasing a new vehicle for the Administrative
Department to facilitate meter reading.
3. NEW INFORMATION
Bid documents were prepared for the purchase of replacement and new vehicles. A
request for bid was issued on January 22, 2008. On February 28, 2008, bids were
received and subsequently opened.
Four bids were received (see attached bid sheet). All bids were reviewed by District staff
and found to be responsive.

4. FISCAL IMPACT:
Adequate funding for these vehicles was included in the approved FY08 Capital Budget.
Funds for vehicles on Bid Schedules A & B come from the Electric Department's General
Fund Budget. Funds for the vehicle on Bid Schedule C come from the Administration
Department's General Fund Budget. Funds for the vehicle on Bid Schedule D come from
the Water Department's General Fund Budget.
5. RECOMMENDATION:
a. Award the purchase of vehicles on Bid Schedules A, B, and C to Winkle GMC in the
amount of$94,891.86 not including tax
b. Award the p rchase of a vehicle on Bid Schedule D to Champion Chevrolet in the
a ount of 8,719.00 not including tax.

Subject: Purchase of 2008 District Equipment - Compact Excavator
1. WHY THIS MATTER IS BEFORE THE BOARD
Award of purchases above $15,000 are presented to the board for approval.
2. HISTORY
During deliberations on the 2008 budget, the need to purchase a new compact excavator for
use by the District's Electric Department was discussed with the Board. The budget as adopted
by the board allocated $ 97,000.00 for this purchase.
3. NEW INFORMATION
On February 28, 2008 bids for the compact excavator with accessories were opened. Only one
bid, from Pape Machinery was received for $79,421.45. This bid meets the District's bid
specifications and was found to be responsive. Also submitted in their bid package was a trade-
in option of a $10,000.00 credit for a used District backhoe which will be replaced in 2008 in a
separate bid.
4. RECOMMENDATION
a. Award the bid as stated above to Pape Machinery in the amount of $ 69,421.45, not
including tax.
b. Accept the trade-in offer of $10,000.00 for the District's used Backhoe to apply towards
the purchase price.
c. Authorize staff to transfer funds from Electric rates for the purchase of the compact
