The regular meeting of the Board of Directors of the Truckee Donner
Public Utility District was called to order by President Maass at 7:06 P.M.
in the TDPUD Board room.
ROLL CALL: Directors Corbett, Duffy, Hamilton and Maass were present. Director
Cooley arrived at 7:37 P.M.

Dear Sirs;
As employees of the Truckee Donner Public Utility District ,
we have found ourselves in a position of desperation. This
feeling has grown to such a point we feel it necessary to write
this letter.
Our District has expanded significantly over the past ten
years. During this ten year period the number of District cus-
tomers has increased approximately 250% , and the District staff
has also increased by approximately 250% . In this time of un-
equaled expansion , there have been at least thirteen changes in
the position of District Manager , and no less than twenty in-
dividuals acting as Board Members. Any consistency within the
District comes through its employees, many of whom have taken
pride in this community and District five , ten , and even fifteen
years. Over 50% of the present employees have been with the
District for more than five years.
With the introduction of each new Manager and Board Member,
there comes new and different ideas on how this District should
be operated and the direction that it should take. This constant
turmoil in the management and policy making functions is the
fundamental cause of the problems destroying the P.U.D. today.
We believe a public entity, such as the P.U.D. , should be
able to compete favorably with an investor-owned utility in all
phases of operation. In addition, there should be a sense of
pride , accomplishment , and value. Because of this turmoil , it
is our belief that this District does not compare favorably
in the area of operations, and the sense of pride, accomplishment ,
and value has become non-existent among the employees and the
public as a whole.

During the past ten years it has been the practice of
most new Board Members and Managers to seek the advice and
suggestions of people other than employees. We readily
accept the need and value of external consulting, however,
an integration of staff and consultant input is essential
for successful growth and operations.
There has been an expressed concern about the employees
running the District. We assure you that this concern is
unwarranted. Our wishes are not to control the District ,
rather, we sincerely request that you, the Board of Directors,
commit yourselves to sound and effective policy making.
We further request that you re-evaluate your relationship
with both the District management and employees. Given a
healthy environment in which to function, this District has
the potential to work as a winning team for the benefit of
not only the consumer but for all of us as well .

Re: Hirschdale
Dear Jim:
Enclosed is a logic diagram of what I see as the probable
Hirschdale decisions, activities and results that you and
the other Directors potentially face in the near term. The
r data is submitted per your request with the hope that it
may assist in the basic policy decisions of the District.
Some of the more or less apparent background issues would
include:
1. There is a potential health hazard that, , in my
opinion.) is greater than the individual users can
resolve by themselves or with the active
participation of Mr. Rodrigues_
2_ Under a worst case scenerio it is possible for
"their" problem to find its way into your water
system and to adversely effect your rate payers.
3_ The T.D.P. U_D. is the leadership agency for water
supply and water source protection for the region.
Hirschdale is within the T.D.P.U.D. Sphere of
Influence.
4. As implied on the logic diagram the possibility
exists where a superior Authority could possibly
dictate District action if the District is slow
or refuses to act. Dictated activities could be
adverse to the District.

5. It has been my experience that it is easier to
guide a Beast from the head rather than the tail.
5. I think you might expect problems with and from
Mr. A.F. Rodrigues, et al. He implied 10/5/83, that
he is the victim of Mr. Fitzgerald, the County, the
neighbors, the State Agencies and the system in
general.
7. The Hirschdale Water System is an integral part of
the former Trailer Park, Apartments and other
properties that Mr. Rodrigues, et al. , as reassumed
title to following the Fitzgerald default.
8. There are assets and liabilities that apply to all
the properties and the water system and I believe,
Mr.Rodrigues is currently wrapped into a classic
catch 22 situation, at least as I perceive his
plight.
a. The Trailer Park represents the major asset,
however, apparently they can' t occupy the park
unless they fix the leach field.
F b. The proposed fix of the leach field destroys the
source of water supply for the water system and
you can' t occupy the park, even with a good
leach field, unless there is an adequate water
system.
c. To complicate the issue even further the zoning
has now reverted to a less use; thus
administratively wiping out most of the primary
assets, at least for the present time.
9. There are only 20 services on the system without
the Trailer Park properties and such a small rate
base may not be able to support the cost of
temporary operation by the District or the cost
of improvements at this time.
10 . I believe Mr. Rodrigues has an enforceable
obligation to provide water service to the 20
homes. In addition there is a estimated $150, 000+
liability attached to the water system as a result
of the County observed deficiencies listed in the
letter attached of my Green First Thoughts of
October 21, 1983.
11. Mr. Rodrigues ' enforceable obligation as I have
used the term does not mean that he must forever
after provide water service to the area at an
economic loss to himself and ultimately the users
will have to pay the total cost plus a reasonable
return—After the improvements have been made and
a year or three in the courts.
If problems really are an opportunity for an imaginative
solution then the Hirschdale opportunity is enormous.
Hopefully the Logic Diagram, this background the October
21, 1983 First Thoughts will be of some help to the Board.
