WHY THIS MATTER IS BEFORE THE BOARD At the February 20, 2008 Board meeting, a goal of providing a safe and healthy work environment for District employees was proposed to be added to Title 1 of the District's Code. This workshop item explains the performance metrics that will be used in measuring progress towards this particular goal. 2. HISTORY The Occupational Safety and Health Act (OSHA) requires employers to prepare and maintain records of work-related injuries and illnesses. These records are used to: 1) classify the nature of injuries and illnesses; and 2) document the incidence (frequency) and severity of injuries incurred by employees for each employer. Injury rates are calculated by using a standard formula developed by the Bureau of Labor Statistics, which calculates the rates based on the number of hours worked. All employers use the same formula in their calculations thereby making comparisons between employers possible. 3. BACKGROUND and NEW INFORMATION The District's injury Incidence and Severity rates for the past five years are listed in Table 1. These rates are used to evaluate the effectiveness of our safety program, help identify injury trends, and target future safety improvement activities. These rates will also be used for measuring progress towards meeting the District goal. In establishing premiums for Workers' Compensation Insurance coverage, insurers look at a variety of factors including incidence and severity rates, claims paid, number of employees, and industry averages. Some of these factors are used in developing an Experience Multiplier for a given employer and have a direct affect on the cost of the premium. The Experience Multiplier for the District as well as the annual Workers' Compensation Insurance premium and incurred loss ration are included on Table 1. 4. The severity rate represents the number of lost work days normalized per 100 employees. The incurred loss ratio is calculated by dividing the annual premium by the total cost of claims
