SPECIAL MEETING
December 28, 1981
The special meeting of the Board of Directors of the Truckee Donner Public
Utility District was called to order at 2:01 P.M. by President Maass in the
TDPDD Board room.
(r'�^ ROLL CALL: Directors Corbett, Huber, Monson and Maass were present. Director
Kuttel arrived at 2:03 P.M_
EMPLOYEES PRESENT: D_ Eugene Holt, Mary Chapman, Merrilyn Marsh and Susan
Craig were present.
CONSULTANTS PRESENT: Jim Porter of Wood, Simon, Porter & Graham was present
in the absence of District Counsel Simon.
OTHERS PRESENT: Mira Shea, Patti Ellison and Kenneth Peters of James Hansen
and Associates were present_
PUBLIC HEARING
CONSIDERATION OF ORDINANCE INCREASING ELECTRIC RATES - POSSIBLE ACTION
President Maass briefly explained to the audience Sierra Pacific Power's
present request before the Federal Energy Regulatory Commission for a whole-
sale rate increase to the Truckee Donner PUD_ District Manager Holt reviewed
present and anitcipated purchased power costs, growth and revenues. President
Maass then opened the public hearing and asked for questions or comments from
those present in the audience.
The Manager and Board discussed the. possibility of placing a surcharge on
transient (temporary) power users. It was decided to schedule a public hearing
for 7:30 P.M. on Monday, January 18th- to consider the matter further. With re-
spect to the Ordinance changing GS-2A and GS-2B commercial electric rates, the
Board decided to change the Section concerning the power factor adjustment to
read, ' _ . _may adjust the energy and demand charges to correct for average power
factors above or below 85%."
The Chairman again asked for comment from the audience; there being none,
he closed the public hearing at 2:40 P.M.
Director Corbett moved, and Director Kuttel seconded, that the Board adopt
Ordinance No_ 8119 changing domestic electric rates (representing the PUD in-
crease only) . ROLL CALL: all Directors, aye. SO MOVED.
Director Corbett moved, and Director Huber seconded, that the Board adopt
Ordinance No. 8120 changing GS-1 commercial electric rates (representing the
PUD increase only) _ ROLL CALL: all Directors, aye. SO MOVED.
Director Corbett moved, and Director Monson seconded, that the Board adopt
Ordinance No. 8121 changing GS-2A and GS-2B commercial electric rates (repre-
senting the PUD increase only) . ROLL CALL: all Directors, aye. SO MOVED.
At this point, the Board recessed to draft an ordinance for consideration
which would change the electric rates due to the Sierra Pacific Power Company
increase_
The meeting was reconvened, and after review of the draft, Director Corbett
moved, and Director Huber seconded, that the Board adopt Ordinance No. 8122
changing electric rates due to the Sierra Pacific increase. ROLL CALL: all
Directors, aye. SO MOVED_
President Maass directed that the ordinances be published in the legal
section of the local newspaper, and that a small display ad be placed direct-
ing interested parties to that section.

CLOSED SESSION
The meeting was adjourned to closed session at 3:40 P-M.
RETURN TO PUBLIC SESSION
At 3:53 P.M_ , the meeting was returned to public session. The Chairman
noted that personnel and Union matters were discussed during closed session.
ADJOURNMENT
There being no further business before the Board, the meeting was adjourn-
ed at 3:53 P.M_
