General Status of the District Attached to this report are the water consumption records for the month of January. Since the last Regular Board Meeting, there have been no signif- icant outages of either the water or electrical systems. Further, the period of good weather has enabled us to catch up on meter reading and new electric services to a large extent. We still are quoting up to a two week delay for the installation of new electric service, and, of course, are not installing new water services until the ground thaws out in the Spring. As soon as the Electric Crew is cought up with the backlog of new connections, we will start doing more permanent repairs on some of the line damage that was caused this Winter and in routine maintenance of re-sagging wire spans and re-guying some poles. Work is progressing by Avery Engineering on installing a new level con- trol for the Sierra Meadows Tank. The new control, which will be identical to the one installed during the past year on the Ponderosa Palisades Tank, will eliminate considerable manual work on turning pumps on and off and will be much more reliable than the existing control system. 2. District Conservation Program Before an effective energy conservation plan can be put into effect, the Board of Directors and the Manager must develop a District policy on energy conservation. This policy should provide for: 1. The examination of the District' s own use of energy. This includes, but is not limited to, electrical energy as well as vehicular fuel consumption. 2. A program of system-wide load management. 3. A system-wide program to promote efficient energy use in the home and in businesses. 4. A public information program so that the need for energy manage- ment is understood along with what each consumer can do to help. 5. A training program appropriate for District employees. 6. A. Milton Seymour, General Manager Re: FUTURE STAFFING REQUIREMENTS During the past year the District has grown in many respects. First, there has been a significant increase in the amount of electricity that we are serving. Second, there has been an almost 25% increase in the number of electric customers we are serving. The same can be said for water. There has been an increase of approximately 40 miles of electric distribu- tion line, primarily in Units 8, 9, 10 and 11 of Tahoe Donner. There has been a significant increase in the amount of paperwork required to administer the District. There is an ever-increasing demand for more and more accurate information about the District's operations. As we have moved from the small country, slow going community District to a rapidly growing purveyor of energy and water in a complex and often turbulent society we have added sophistica- tion to our billing system, plant record systems, collection systems and book- keeping systems. All of the above growth aspects of District operations are requiring more and more man hours of time. Indeed it has now reached the point where employ- ees have to turn aside important projects to carry on the daily function of providing electric and water service and for the billing thereof. We have just completed a very trying year that taxed the District's capabilities to the ut- most. We have managed by using part-time and temporary employees, by overtime and lots of hard work on the part of the regular crews. During the coming year we will see a considerable expansion in our Water Department in the way of the Airport Well, two booster stations and new transmission line. We also expect the new substation to be built. In order to accomplish the things that we must do and the things that we should do, it is rapidly becoming imperative that we add more permanent personnel. Our draft budget, which has gone now to the Budget Committee, includes funds for the personnel additions or changes as I have outlined be- low: Electric Department 1 new lineman Salary range - $22,300 + overtime 1 half-time helper Salary range - $ 6,500 - $ 7,000 -1- Water Department 1 new serviceman/technician Salary range - $19,250 + overtime 1 half-time helper Salary range - $ 6,500 - $ 7,000 Administration Department 1 general clerk/typist Salary range - $10,000 - $11,000 1 estimator/mapper/inspector Salary range - $18,000 - $20,000 For the past several months, our Electric Department has not been able to keep up with all the new services and emergencies. After clearing up from the last storm, all five of our line crew have been just putting in new services. We now begin to see the daylight at the end of the tunnel, but we are still quoting about two weeks between the time of application for service and the time the connection is made. in the meantime, no maintenance is being done. Our General Foreman and Line Foreman both feel that another lineman is necessary to keep up with the new services as well as perform some very es- sential maintenance so that Winter storms won't hit us quite so hard. In our Water Department, we have had to forego daily pump checks for nearly a year. There simply is not enough time or personnel to accomplish this daily routine. We have been fortunate in that the work done by Avery Engineering on the telemetry system has enabled us to detect problems in the water system in Tahoe Donner without the routine daily checks. The work of our crews has been almost exclusively installing new services and repairing leaks. Despite their efforts, more than 120 new services were illegally con- nected by contractors during the past year. Because of this situation we hired an inspector last Fall to go throughout the District and inspect all new water connections to determine whether or not they were properly made and if they were legal. We now have a list of his inspections, which indicates that we will be very busy during the coming Spring, Summer and Fall months connecting poorly installed water services. The staff will soon be asking the Board to pass an ordinance requiring that customers who have illegally connected them- selves to the water system pay over and above the normal connection fees for any corrective work to their water service. It is much more difficult to correct an already improperly installed water service than to install a new service properly. In asking for a new water serviceman/technician, we have in mind an Individual with some training in electronics. At the present time we are entirely at the mercy of outsiders for the maintenance of our telemetry Sys- tem. None of our incumbent employees have any training in electronics and especially in equipment as sophisticated as a time division multiplex tele- metry system. While Avery Engineering has done an excellent job, their charges are high. It bothers me to be forced to pay up to $30 per hour for an engineer to fix something that could easily be fixed by a $10 per hour technician. Because our present computer is limited in capacity, we are now using about one and one half people to keep current with our billing. I would anticipate that a minimum starting salary in the vicinity of .$25,000 per year will be required to attract good candidates. All of the non-management positions if authorized, will, of course, be offered to incumbent employees through the bidding process before hiring from outside. I believe that the estimator/mapper/inspector and super- intendent position should be designated by the Board as management employees in that these positions require independent judgment and interpretation of Board policy. Milton Seymour, General Manager FROM: Mary Chapman, Office Manager DATE: February 1, 1980 SUBJECT: COMPLIANCE WITH FmHA LOAN Attached please find a second copy of a letter from Greg Conlon of Arthur Andersen & Company dated January 10, 1980. I spoke on two occasions this week with Rick Blumenfeld regarding this matter. On each occasion he stressed the importance of making a decision and implementing the necessary steps immediately. He stated that if steps to comply with FmHA loan requirements were not taken immediately, then we would be in default for a third year. At this point, I think that the appropriate Board action would be to authorize Arthur Andersen & Company to proceed on one method of accounting or the other. Rick did feel that setting up separate bank accounts would be the easiest method of accounting as well as the easiest method of continual monitoring of FmHA compliance. If the separate bank account method is chosen, it will be necessary for us to come back to the Board for their approval of the establishment of specific accounts through resolutions. Box 309 Truckee , California 95734 To the Board of Directors : At the request of Mr. A. Milton Seymour , General Manager of the District, we have reviewed the District ' s Resolution No. 77-47 providing for the issuance and sale of the Emergency Drought Relief Promissory Note of 1977, ( which constitutes an Indenture placed upon the District by the United States of America, U. S. Department of Agri- culture, Farmers Home Administration ) to determine the accounting and record keeping requirements placed upon the District by the Indenture . As you are aware, the Indenture requires the District to' establish various funds to account for : the proceeds from the sale of the Note; the revenue and ex- penses of the water operations; and the installment pay- ments of principle and interest on the Note and a reserve fund. Counsel for the District, Wilson, Morton and Asso- ciates, and McEllelligott issued an opinion letter dated June 12, 1979 which stated that "the intent of the Indenture has been to Provide authority to maintain bookkeeping funds without the need to maintain separate bank accounts . " As a result, the District is not required to establish and main-, tain separate bank accounts to maintain cash balances which represent the funds as required by the Indenture . Because of the complexity of the requirements, we believe that the District should consider the establishment of separate bank accounts as the method by which the District complies with these complex requirements . The establishment of separate bank accounts as a methodology to meet the Indenturel:s requirements , provides several benefits to the District some pf which are as follows : A RTI-IUR ANDFRS} N Lac CO- Board of Directors - 2 - January 10, 1980 1 Cash reserves are specifically identified and available to meet the operating and the principle and interest requirements of the Indenture . 2 - Improved management control over the cash flow generated from operations of the water department without comingling of th-e funds with the cash flow from electric operations . 3 - Clear demonstrations of the District ' s compliance with the requirements of the Indenture . 4 - Simplified record keeping and reporting requirements as opposed to those which would need to be maintained if separate bank accounts were not established. 5 - Reduction in the amount of time required by the District ' s management in the monitoring of the compliance with the Indenture on an annual and monthly b-!sis . The determination by the Board of Directors of the District to establish or not establish separate bank accounts for the various funds as required by the Indenture, significantly impacts the determination of the .accounting record keeping requirements of the Indenture . As a result, we request that -the Board address our recommendations and make such a' determination so that we may proceed with our identification of such requirements . Box 309 Truckee, California 95734 Re: Adequacy of the Water Distribution and Source Facilities in the Prosser Heights/Prosser Lakeview Estates Subservice Area Dear Directors : i During your January 7 , 1980 Board Meeting, you authorized the preparation of 'individual letter reports addressing the adequacy and the inadequacy of the various subservice zones throughout the Truckee Donner Public Utility District. Each of the sub- service zones, in accordance with the January 7, 1980 directive, was to be addressed at consecutive meetings of the Board. The Prosser Heights/Prosser Lakeview Estates Subservice Zone is the second area to be addressed. The first such area was the South- side Subservice Area, which was discussed in our letter report to you dated January 21, 1980. i The summation of each of the subservice zone analysis and reports s will form the basis upon which you, as the community decision makers, will fix policy with respect to water use ordinance f currently under deliberation. Service Area The Prosser Lakeview Estates and the Prosser Heights as a subservice area to the Truckee Donner Public Utility District constitute an independent northerly extremity to the parent district. The sub- service area being addressed in this letter report consists primarily of two basic subdivisions. Prosser Heights is the oldest of the two subdivisions and contains approximately 99 lots. Prosser Lakeview Estates is the newer of the subdivisions and Board of Directors Truckee Donner P.U.D. February 4, 1980 Page 2. contains 649 lots within the multiple unit subdivision. Historically, Prosser Lakeview Estates has, on a percentage basis, a great deal more weekend summer residents than the full time resident occupation of Prosser Heights. The Prosser Heights/Prosser Lakeview Estates S ubservice Area possess many excellent building sites with good exposure, views and other assets that create a very desirable living environment. The undersigned anticipates that the development pressures will increase substantially in the Prosser Heights/Prosser Lakeview Estates Subservice Area in the near future. The justification for the anticipated increases in development pressure will be centered on the following factors. _ 1. The entire subservice area is outside the jurisdictional influence of T.T.S.A. Therefore, an individual building site will be less expensive by the amount of $2,500 connection fees and the sewer assessment fees normally associated with the install- ation of the sewage collection systems. 2. The growing concern about a sewage connection moratorium in the Truckee Sanitary District will result in the more timid individuals buying property and constructing homes outside the sewered community. 3. The deficiencies noted in our January 21, 1980 report on the Southside Subservice area, identified many deficiencies within that area: The deficiencies within the water system of the _ Southside Subservice area will undoubtedly divert development pressures from the Southside to other areas, namely in my opinion, the Prosser Heights/Prosser Lakeview Estates. t 4. The Lahontan Regional Water Quality Control Board prohibition on septic tanks and the requirements for sewering all septic tank lots within the Martis Valley area is not fully understood and appreciated by individuals buying developed lots within the Truckee Donner -Public Utility District. Basic Source of Water Suppler The basic water source for the Prosser Heights/Prosser Lakeview Estates is the Prosser Heights Well constructed in the early 19601s. The well and pump combination is currently rated at 280 GPM Board of Directors Truckee Donner P.U.D. February 4, 1980 Page 3. r+ delivery rate. The well is completed in the Martis Valley aquifer which is capable of sustaining the 280 GPM delivery rate indefinitely. The pump installed in the Martis Valley Well is a submersible pump and the health department deficiencies associated with the Prosser Heights Well were corrected as a part of the drought relief project 77-1, financed by the Farmers Home Administration. The Water Source Augmentation and Elimination of System Losses , Project 77-1 also provided for the relocation and installation of an emergency in-line booster pumping system that will provide emergency backup water to the area in the event of a mechanical failure in the Prosser Heights Pump. Dart Resorts completed a well known as the Sanders No. 1 in 1978 and has made the Sanders No. 1 well available for the District's use in accordance with the terms and conditions contained in the 1979 Agreement. As currently constructed, the Sanders No. 1 well pumps into the "Town System" . However, Dart has agreed to meet their 4,000 GPM contractual agreement through the installa- tion of the Airport Well Transmission Main and related facilities., all of which pass through the town system. Therefore, the Sanders Well No. 1 can more properly be used as a supplemental source of supply to the Prosser Heights/Prosser Lakeview Estates t S ubs ervic e Area. It is important to note that the above listed anticipated growth rate provides for approximately 250 more connections in the Prosser Heights/Prosser Lakeview Estates Subservice Area for the year 1985 than was anticipated by us when we prepared the 1976 Water Analysis Report. The change in condition is directly responsive to the artificial induced development pressures resulting from outside the area governmental regulations. It is therefore, in accordance with our projections, essential ` that the Sanders Well No. 1 be refitted and on line during the summer months of 1982, It is also essential that the Olympic Heights area.. (at times of maximum demand, acts as a parasite on the Prosser Heights/Prosser Lakeview Estates) be removed from actively drawing upon the system prior to the summer of 1981. For the basis of this analysis and the above listed consumption, we have assumed that the Olympic Heights parasite has been removed from the Prosser Heights/ Prosser Lakeview Estates Subservice Area of the District, The Board of Directors. The estimated cost to rebowl the existing pump is $5,000.00. Additionally,_ a telemetry control net-work will be required to provide the most efficient and economical operation of the combined systems. Rework the pressure reducing valve and manifold piping in the vicinity of the existing Prosser Heights Well to accept flow from the refitted Sanders Well No. 1, Relocate the pressure reducing valve that steps the Prosser i Heights pressure down to the Prosser Lakeview Estates service area. GOLDTOWN/TRUCKEE MOUNTAIN TOWNHOUSE CONDOMINIUMS There has been some question in the accounting department about the plan check fees that have accumulated on the Goldtown Condominium project. The District should, in my opinion, bill the owners (Caberhill/Mitchell) the specified plan check fee in the amount of $ 6,o . The plan check fee covers Phase I and Phase II, together with the off-site water main tying to Palisades Drive. The amount stated represents 1% of our estimate of the construction cost. I would expect that probably by your February 16 Board Meeting that the improvement plans for the condominium project will be ready for your review. MARTIS VALLEY ESTATES UNIT 4 Enclosed as page 14 of this Engineer's Report is a schematic diagram of the system intertie that I have advocated for a number of years. The system intertie has found its way into a condition Of approval imposed on Martis Valley Estates No. 4 by the Planning Commission at my recommendation. The project proponents are asking for a schematic design and preliminary estimate of the construction cost so that they may properly evaluate their overall financial commitment to the project. I would anticipate that the installation of the intertie would be accomplished in accordance with our main �- 2 extension, Rule 15.
