MANAGER'S REPORT
February 19, 1980
1. General Status of the District - The most recent series of storms have
created some outages in the District. However, they have been, for the most
part, minor_ One major outage occurred at 4:00 A.M_ Monday morning, February
18th. This resulted from Sierra Pacific Power losing their entire system foa matter of some two hours. On that same day, one of the transformers supply-
ing
the Saw Mill at Douglas Lumber failed causing the Mill to be out of ser-
vice_ As of noon today the Mill was still out of service; however, we do have
a spare transformer and by the time of the meeting tonight I should be able to
report whether or not we were able to successfully restore power to the Mill.
2. Martis Valley Substation - We are still waiting for a formal reply from
the Department of the Interior to the Park and Recreation District as to
whether or not they will permit the use of a small portion of the Sierra Pac-
ific Power Company land for the new substation. Informally, we understand
that the approval is forthcoming.
we have received the preliminary, final electrical drawings from Sierra
pacific on the substation. They have been submitted to R. W. Beck for comment
and technical evaluation.
We have also received the last of the material the District ordered to
�.� build the substation. These were the voltage regulators, and they were re-
ceived within the past week.

I represent FHK Investment Company which is currently
attempting to purchase the above-referenced property.
The title report has indicated a number recorded documents
creating rights in Truckee-Donner Public Utility
District. I solicit your assistance in attempting to
define these rights.
�.. An easement was granted to Sierra Pacific Power Company
and recorded December 13, 1965 in Book 392 , Page 215 ,
Official Records of Nevada County and was assigned to
your company by a document recorded September 10 , 1968
in Book 455 , Page 623 of Official Records. Our survey
has indicated that you have no facilities on the
property. I would appreciate it if you could have your
engineering department confirm whether any such
facilities are on the premises. If our survey is correct
and no such facilities exist would you consider either
quitclaiming your interest to the present owner of the
property or in the alternative cooperating in specifically
defining a satisfactory easement area.
On November 10 , 1960 in volumn 288 at Page 312 , Truckee-
Donner Public Utility District granted certain property,
including the above described property, to Gerald and
Patricia Lewis. This deed reserves a parcel 20 feet by
20 feet "around the site of the existing well" . I am

During the last rain and snow storm, there were numerous
power surges and a power brown-out in my home at 493
Ramshorn, Tahoe Donner. As a result of this problem,
the compressor and the heater unit in my refridgerator
burned out. It cost me $285.36 to have it repaired, plus
the loss of frozen food.
I feel that it is the responsibility of T-D PUD to pay
for this repair- and loss since the power problem could
have been remedied, by either shutting off the power for
more than five minutes, or by shutting it off completely
during that period of time. Sudden surges of power and
low voltage will burn out motors. . .
Enclosed please find copies of the repair bills submitted
by Sears.

Gjr CTION PRIORITIES =+ —
Enclosed at page 4 of this Engineer's Report is a first
thought draft resolution for your consideration dealing with
the priority connections to the critically deficient Southside
S ubservice Area. We have provided the detailed manifold
installation drawings to the District for the revisions to the
Southside Booster Pump. Also included with those drawings is
a material list including the recording meter that will provide
the hard data referred to in the above noted resolution. It
is my understanding that the District has given the manifold
installation top priority as to available manpower and equipment.
PROJECT SELECTION FOR INCLUSION IN JUNE BOND ELECTION
During the meeting with Bond Counsel, Ed Ness, various project
components were discussed and it was the general consensus that
a tabulation would be useful to the Board in making the decision
as to which projects to include and which projects to exclude in
the forthcoming revenue bond election. It is my understanding
that the Bond Counsel has provided to you a timetable and copies
of proposed rulings, findings and resolutions that would provide
for the June election.

It was the consensus of the committee meeting that Project 79-1
may be augmented by any one of the above listed projects. For
that reason we have not presented in this Engineer's Report a
preliminary application to Farmers Home and/or a preliminary
application to the Department of Water Resources. For the sage
/— reasoning we have not completed the Environmental Assessment
addressing the impacts of the proposed projects. As a for-instance,
the acquisition of the Joerger Well would certainly raise the
growth inducement question that was the subject of the Lahontan
laws ui t.
SHANE RIGHT OF WAY
We have provided copies of the revised right of way description
for Steve to include in the authorizing resolution. It is my
view that the right of way should not be granted as the sole
right to Pat Shane but rather as a public right to the Shane
parcel as well as a public right to the park and recreation area.
PLACER COUNTY ANNEXATION PROCEEDINGS
No additional action can be taken with regard to the Placer
County Annexation Proceedings until such time as the contractual
relationship between the District and C.S.A. 19 can be resolved.
NORTHSIDE TANK INLET/OUTLET
At the February 4th meeting, I recommended that Dart proceed with
the fabrication of the inlet/outlet elbows, valves and various
rconstruction components . Dart has authorized the fabrication of
the elbows in accordance with the drawings that were presented.
I recommend installation of the elbows , valves and suitable
appurtenances under the terms of the Encroachment Permit to be
developed upon completion to the contract drawing. Plan approval
of the Northside booster station at this time would be inappropriate.
PROJECT 77-1, C .C.O. NO. 5
You will recall that C.C .O. No. 5 has to do with the fact that the
drawings called for a part winding start to relieve the voltage
dip in the power distribution system at Southside Well No. 2. You
will also recall Mr. Roen pointing out quite correctly that the
specifications did not limit the motor selection to only a part
winding start. The result was, of course, as related to Mr. Roen

that a accross the line voltage starting motor was supplied
that was incompatible with the part winding start electrical
control panel that was also supplied by Roen. Roen erred
in this matter. Roen's subcontractor erred in this matter.
Roen's supplier erred in this matter. I also erred in this
r- matter, not picking up the discrepancy in the electrical
drawings and the discrepancy in the shop drawings as submitted
by the various suppliers.
If push were to come to shove, in the strict interpretation of
the specifications, the $1,400 some odd dollars for C.C.O. No. 5
would be hung on the contractor. In the particular case of the
Southside Well, it is my opinion that the source of the water is
so critically needed for the Truckee community and particularly
the Southside Subservice area that to spend the spring and summer
months arguing about $1,400 is simply to add an err in judgment,
pride and bull-headedness to the above noted errs . Therefore,
enclosed is our check in the amount of the cost increase claimed
by the contractor for C.C.O. No. 5. See page 6.
It is essential that, in my opinion, Southside Well No. 2 be
placed on line this summer and anything that I can personally
do to contribute to that effort will be done.
OLYMPIC HEIGHTS SUBSERVICE AREA
Attached as page 7 to this Engineer's Report is the narrative
analysis on the Olympic Heights Subservice Area of the Truckee
Donner Public Utility District.
I have been subpoenaed by the attorneys for the Trimont Land
Company to be in the Sacramento Superior Court for every day of
the coming week. Therefore, I will not be in attendance at the
Board Meeting of February 19, 1980. I will be sending, at Cook
Associates ' sole cost and expense, representatives to assist in
whatever way that they can during the course of the meeting.

RESOLUTION
SPECIFYING THE WATER SERVICE CONNECTION PRIORITIES
WITHIN THE CRITICALLY DEFICIENT SOUTHSIDE
SUBSERVICE AREA
i^ WHEREAS, The District Engineer, at the request of the Board, conducted
a study on the Southside Subservice Area that resulted in a written
report dated November 20, 1978, describing the anticipated service
problems that could be anticipated in the near term with, and without
the proposed amendment to the Nevada County General Plan; and
WHEREAS, the District Engineer, at the request of the Board, conducted
an update analysis resulting in a report dated January 19, 1980
describing the specific and critical water service deficiencies as
viewed by the Engineer; and
WHEREAS, the Board has authorized certain remedial work at the
Southside Booster that will result in increased pumping capabilities
and of equal importance, the installation of flow recording devices
so that the actual consumption in the South Subservice area can be
determined; and
WHEREAS, until such time as definitive increases and pumping
capability and actual known consumption values are a matter of
record, the deficiencies viewed by the Engineer shall be assumed
to be actual; and
!� WHEREAS, the Engineering Report of January 19, 1980 specifies that
an additional 80 dwelling unit equivalents may be connected to the
system over, above and beyond those physically connected to the
system as of January 1, 1980, without undue risk to the health,
safety and welfare of the District inhabitants .
NOW THEREFORE, BE IT RESOLVED by the Board of Directors, Truckee
Donner Public Utility District that:
1. The priority for connection within the 80 allowable dwelling
unit equivalents shall be as follows :
a. First priority for connection to the public water system
shall be for homes , apartments, businesses, and other
structures currently under construction as of the date
of this resolution.

b. The second priority for connection to the community water
system shall be vested in homes , apartments , businesses,
and other structures for which Nevada County Building
Permits have been issued, District plan approvals have
been issued and connection and facility fees have been
paid to the District.
C. The third priority for connection to the community water
distribution system shall be vested in those projects
that have paid to the District facility fees and connection
charges in accordance with the District's published rates
as of the date of this ordinance.
d. The fourth priority for connection to the community water
distribution system shall be vested in the senior citizen
housing project as presented to the Board at various times
during 1979 and January of 1980.
e. The fifth priority for connection to the community water
distribution system shall be vested in lots and/or parcels
that have historically paid stand-by charges to the
District. The fifth priority of connection does not
apply to lots and/or parcels that have paid stand-by fees
if a change in land use, zoning and/or land division is
to be or has been accomplished on the parcel following the
date of this resolution.
2. The Manager shall present to the Board at the first meeting of
each month a running cumulative total of the connections made to
the Southside S ubservice Area.
3. This Ordinance shall be reviewed upon the receipt of new factual
data and/or the call of any Board Member, the Manager and/or the
Attorney.
PASSED AND ADOPTED this day of , 1980 at a regularly
scheduled Board Meeting of the Truckee Donner Public Utility District.
