WHY THIS MATTER IS BEFORE THE BOARD Chapter 4.12 of the District Code outlines the procedure for recruiting department head positions in the District. The code states that the job description shall be reviewed by the General Manager and a salary range shall be recommended to the Board and the Board shall approve the job description and salary range. 2. HISTORY A vacancy was created in the District when the General Services Manager, a department head, resigned in January 2008. 3. BACKGROUND and NEW INFORMATION The position of General Services Manager has changed, as have the needs of the District. The District currently has more needs in the area of public information and conservation. The existing job description includes administering broadband contracts and directing the staff in the Support Services department. Since the departure of the General Services Manager, the Support Services staff members have been assigned to other departments. Building and Grounds Maintenance and Fleet Services are reporting to the Water Superintendent; Purchasing is reporting to the Finance and Accounting Manager; the Warehouseman is reporting to the Electric Superintendent; Conservation reports to the General Manager; and Technical Programs reports to the General Manager, The General Manager will administer broadband contracts as necessary. A copy of the proposed organization chart is included as Attachment 1. A draft job description (Attachment 2) has been written for the department head position Public Information and Conservation Manager. This new proposed job description focuses on improving communication with our customers, increasing the effectiveness of our conservation programs, and providing a point-of-contact for media inquires to the District. Based on the changes in the job duties, staff proposes to place the position in Salary Range 41, $89,172 - 108,384. 1 Public Information,Conservation Mgr 4. FISCAL IMPACT Salary and benefits funding for the original General Services Manager position is included in the approved FY08 budget at the Salary Range 48 level. As this new proposed position is planned to be filled at a lower Salary Range, adequate funds exist. 4. Holley, General Manager Attached: Organization chart Public Information/Conservation Manager 2 Public Information,Conservation Mgr PUBLIC INFORMATION AND CONSERVATION MANAGER NATURE OF WORK Under general direction of the General Manager, is responsible for: • Planning, developing and implementing public information/communication programs; • Planning, developing and implementing conservation programs; and • Directing the legislative and regulatory program of the District. Is involved in difficult work on highly technical problems and participates in the formulating and administration of District policies. Frequently acts as the spokesperson for the District. Exercises a considerable degree of decision making involving the analysis of fact and circumstances and must be able to modify procedures where there is no precedent. Supervise a staff and is responsible for control of costs and achieving results. Has regular contact with the media, District employees, customers, and other stakeholders requiring tact and diplomacy. Engages in light to moderate physical exertion during a period of work. EXAMPLES OF WORK a) Develops and implements a wide range of both electric and water conservation programs. b) Serves as a liaison to public and private groups in the areas of conservation, green energy programs, energy and water use efficiency, and District policies. c) Serves as the District's representative to community meetings; d) Provides professional assistance and direction in publications and media presentations; e) Explains District regulations, programs, and technical reports to the public; f) Represents the District in local, state and federal legislation and regulatory matters; g) Evaluates local state and federal legislative impact on District; h) Maintains appropriate records and makes reports to the General Manager and the Board; i) Chairs departmental meetings and participates in management team meetings; and Public Information/General Services Manager February 2008 j) Mentor and advises District Senior staff on effective methods of communication. QUALIFICATIONS REQUIRED • Possession of a high school diploma or equivalent and a bachelor's degree from an accredited college or university in business or public administration, public relations or a closely related field. • At least seven years of responsible professional experience in the fields of public policy, public information, conservation with at least five years experience in a management position. • At least five years experience in supervising a staff performing related functions; • At least two years of experience in evaluating and advocating for local, state and federal legislation/regulation; • Skill in communicating clearly, concisely, and accurately with customers, management, consultants, employees and other agencies verbally and in writing; • Ability to communicate bilingually in Spanish is highly desirable; • Accurately and professionally represent District policies, positions, philosophies, and programs; • Ability to plan, organize and direct the work of a professional, technical and administrative support staff; • Analyze problems and develop and implement effective solutions; and • Possession of a valid California driver's license Public Information/General Services Manager February 2008
