General Status of the District - There have been no water or electric outages of any note since the last Board Meeting. The District continues to be plagued by computer problems. A recent computer breakdown cost us in excess of five days of billing time, placing out billings farther behind than at the last Board Meeting. We apparently have solved the problem and are making every effort to catch up. 2. Southside Water System - Since the last Board Meeting, the District personnel have installed the revised manifolding for the Southside Booster Station. By the time of the Board Meeting on the 17th of March, I will be able to report verbally the results of a second series of tests to determine whether or not the new manifolding resulted in a large improvement in water flow to the Sierra Meadows Tank. The metering equipment for the Southside Booster has not yet arrived. It is not expected for another three weeks. As indicated in previous re- ports, this metering equipment will enable us to very definately determine water usage and pumping capabilities in the Southside Subservice Area. 3. Electrical Service - The District now has in place a fourth delivery point for electricity from Sierra Pacific Power Company. This delivery point located on Glenshire Drive northeast of downtown Truckee has not yet been energized, but can be at any time. It provides, on an emergency basis, an additional two megawatts of demand capacity. Demands this winter so far have been a little less than anticipated. Peak demand occurred in December at 17.03 megawatts. Demand in January and February was between 15 and 16 megawatts_ Present firm substation capacity is 15 megawatts. Although the demand has not increased to the levels anticipated, usage in kilowatt hours has increased dramatically with current winter usage between 6.5 and 7,000,000 kilowatt hours per month. 4. Sierra Pacific Power Company Refund - The District has received a refund of $29,799.71 as a result of the settlement of the wholesale rate case. The new rates of $3.96 per kilowatt of demand and 2.16$ per kilowatt hour usage went into effect February 7, 1980. AREA CHARACTERISTICS: Because of the knowledge of those likely to make use of this report, the bulk of this data is omitted. Very briefly, the Truckee Area is situated in the Sierra Nevada mountain range within the eastern portion of California ' s Nevada. and Placer Counties. Truckee is well located at the intersection of Highways 89, 267, and Interstate 80, some 32 miles west of Reno, 110 miles east of Sacramento, and 12 miles north of Lake Tahoe. In addition, Truckee is ringed by many recreational areas, subdivisions, and developments and is the business hub .for a large area of the Sierra. Land within the nearby Tahoe Basin is now subject to limitations in population density imposed by two Regional Planning Agencies. In addition, limited sewer capacities also exist in the North Lake Tahoe area. Reno, some 32 miles to the east, is currently under- going a period of rapid growth along with a strong demand for new housing. Reno, however, is also subject to limited capacities. With the land still available for building in the Truckee area, lid new housing starts should continue at a reasonable rate within the area. The market for housing includes not only the north shore of Lake Tahoe, but Reno, Squaw Valley, Alpine Meadows, and other nearby areas. It should be noted that a Supreme Court decision on February 22, 1980 has effectively stopped Nevada County agencies from issuing building permits, and approving subdivision maps and zoning changes until Supervisors adopt an adequate open space element in the County General Plan. Adoption of the new General Plan is currently targeted for the middle of March, which may delay approval of building permits and other items until that time. Certain areas of Truckee are also considered to be subject to limited water and sewer capacities, however these shortages appear to be only temporary in nature. In addition, the ever present environmentalists continue to make it difficult to develop new projects. With the Truckee area ' s location, scenic beauty, and year-round activities, population within the area will continue to increase even under present economic conditions and governmental restric- tions . With the greater governmental regulations of land use and sewer moratoriums in nearby areas, additional new development is shifting to the Truckee area. The demand for both undeveloped land and existing properties is expected to continue to increase and remain strong in the forseeable future within the Truckee area. Bonds: $697 .14 Access and Street Improvements : Access is available from both Ridge and Glen Roads . Ridge Road is fully paved, however Glen E: is only paved to the Subject' s southeast corner. Utilities: Water, sewer, and electricity. Site Description: Nicely wooded site with a slight slope. Situated some 5 to 10 feet below the grade of Ridge Road. A minor drainage runs through the western portion of the property. A small old foundation situated in the eastern portion of the site is considered to be of no value. - Zoning: R--1, Single Family Residential. Highest and Best Use: Single Family Residential Site. PARCEL K Location: Situated at the southwest corner of Donner Pass Road and Highway 89. The Subject Property is well located and considered to be a very desireable site for commercial development. Zoning: The Subject Property is currently zoned P, Public Use District, by the County of Nevada. According to the Planning Department, however, no problems would be anticipated in obtaining commercial zoning. This appraisal is based on the assumption of C-2, or Community Commercial District zoning for the Subject Property. EXPANDED ENVIRONMENTAL IMPACT ASSESSMENT - PROJECT 79-1 Attached to this Engineers Report for your use, consideration and input, is the expanded Initial Study and Environmental Assessment on your proposed Project 79-1. If you find the document to be acceptable as it relates to the potential and existing environmental considerations , it would be in order for the Board to consider the Resolution attached to this Engineer's Report as page 4 . Also attached to this Engineer's Report at page 5 is the form of Negative Declaration that should, if the Board so determines, be executed and forwarded to the County Clerk at the earliest possible opportunity. The forwarding cover letter should request the return copy with the recording data. I would suggest the filing of the Clearinghouse Form CA-189 upon return of the Negative Declaration from the County Clerk with the noted recording information. 2. RECONSTRUCTION OF SOUTHSIDE WELL NO. 2 STRUCTURE C. W. Roen submitted the construction proposal in the amount of $58, 167 on February 29, 1980 for the reconstruction of the building housing Southside Well No. 2. Mr. Roen's proposal was the only proposal received for the reconstruction. I am concerned about the construction timing and the need for water in the Southside Area during the summer months of 1980. My concerns lead me to the rather unusual request that I would like you to consider. It is hereby requested that the Board consider providing a conditional award of construction contract to C. W. Roen in the amount of $58, 167 for the reconstruction of the structure housing Southside Well No. 2 and that upon receipt of a proper acknowledgment from Hartford Insurance Company that they assume financial responsibility for the original destruction that a Notice to Proceed will be issued. I have notified Farmers Home Administration of the progress of the reconstruction and I have further authorized the fabrication of the electrical panel. The electrical panel will be necessary regardless of whoever and whenever the construction contract is award 4To ptoy -rRUCKEE !?ONNER P.U.9_ existed, due to TESCO'S production schedule that several weeks delay could be eliminated in the on-site delivery of the control panel. The panel in my view, is the controlling element in the timely activation of Southside Well No. 2. 3. AIRPORT TRANSMISSION MAIN The improvement plans for Phase VI of the Airport Transmission Main and related facilities will be presented to you during your April 7, 1980 regular board meeting. The booster station at the Airport and at the Northside Complex will be presented at a subsequent board meeting. 4. ABANDONMENT OF EASEMENTS ON A.P. 45-750-38 Dart has requested the abandonment of public utility easements across the side and rear lot lines of the following parcels . 45-750-38 45-750-39 45-750-40 45-570-05 There are no water or power facilities within the blanket side lot and rear lot public utility easements across the above noted ,..� parcels . I would therefore recommend the abandonment of the easements and that such abandonment will not adversely affect the Truckee Donner Public Utility District. Attached as page 7 of this Engineer' s Report is a schematic diagram of the subject parcels. 5. REPORT ON THE BEST USE OF THE SOUTHSIDE COMPLEX The report on the best use of the District's 45 acre Southside Complex is listed on the pending agenda, however, it was my understanding based on your last meeting that our preparation of a report on the highest and best use of the Southside Complex while protecting the District's basic water source was not authorized, and based on that understanding, no work has been done on our part to prepare such an analysis . If I misunderstood the directions of the Board, I offer my apologies and I seek clarification. 2 6 . POSSIBLE GRANT FUNDING Attached as page 8 of this Engineer' s Report is a grant funding flier that we received March 3, 1980. Some project within the District may qualify for some percentage of grant funding. The amount of money available state-wide is $50,000,000 and the percentage funding is variable depending upon the local Regional Water Quality Control Board recommenda- tion and the final judgment being made on the project by the State Water Resource Control Board. A time line indicates that applications must be in the Regional Water Quality Control Board office prior to the close of business on Friday, April 4, 1980. Attached is a map showing the boundaries of the Regional Boards and a list with their addresses and telephone numbers. Deadline for receipt of State Assistance Program preliminary grant applications by the Regional Boards is the end of business Friday, April 4, 1980. The Regional Board staffs will perform the initial review of all preliminary grant applications submitted. Those applications not meeting the requirements specified in the attached Program Guidelines will be returned to the applicants �.- from the Regional Boards with an explanation of their deficiencies. Applicants of approved preliminary grant applications will be given the opportunity, at the public hearings conducted by the Regional Boards, to present testimony on the benefits to be derived from their projects. As a result of both public and staff input, the Regional Boards will prioritize all approved preliminary grant applications and submit them to the State Water Resources Control Board for consideration by May 2, 1980. (2) Be necessary to prevent water pollution or feasible and cost effective for conservation or reclamation of water (Water Code Section 13959(h)). (3) Be certified by the State Board as entitled to priority over other treatment works and...(in compliance) with applicable water quality and other applicable federal or state standards, policies, and plans (Water Code Section 13959(h)). (4) Be not inconsistent with applicable basin and approved 208 plans (5) Be proposed by a Regional Water Quality Control Board or other public agency (Water Code Sections) 13959(d) , 13962(c)). Water quality control plans are prepared pursuant to State and Federal law (the Porter-Cologne Act and Section 208 of PL 92-500, respectively). Such plans identify water quality problems and set forth control actions for their resolution. Projects to be eligible for grant funding under the State Assistance Program-Clean Water and Water Conservation Bond Law of 1978 shall not be inconsistent with applicable approved plans. The agencies having primary responsibility for the preparation and updating of water quality control plans are Regional Water Quality Control Boards and agencies designated by the State Board pursuant to Section 208. All such plans must be approved by the State Board. /6 c -2- Project Categories Examples of eligible projects within each category are listed below: I. Water Pollution Control and General Nonpoint_Sources o Agriculture runoff control facilities o Agriculture drainage facilities o Erosion and sediment control facilities o Stormwater runoff control facilities o Nonpoint source control demonstration projects II. Water Conservation o Improvement to potable and non potable water delivery systems and facilities o Installation of tailwater pumpback systems o Sprinkler/drip irrigation systems o Demonstration projects for innovative water conservation III. Wastewater Reclamation o All wastewater reclamation projects which are not eligible under Title II of the Federal Water Pollution Control Act. IV. Specific Point Source Pollution Problems o Cleanup and abatement of abandoned hazardous waste sites o Seawater intrusion repulsion projects o Cleanup and abatement of abandoned mines o Leachate control facilities at waste disposal sites Cost Sharing It is the State Board's intention to use these funds for essential projects for which normal funding sources (federal, state, or local) are unavailable or inadequate. The State Board will evaluate each project on its individual merits. The degree of local financial support will be a factor in the State Board's decisions regarding project approval. � J -3- Project Limitations Funds will only be used for project construction and related costs, including facilities planning and design (Water Code Section 13959(f)). No funds will be allocated for "pure" planning studies or for project operation and maintenance. Funding Process All sponsors of projects to be considered under this program will be required to submit a preliminary application, -consisting of a summary of the project, stating the benefits which will be realized, a project schedule, a plan of implementation, and assurance of matching funds or in-kind services, documen- tation of project fiscal needs, and a budget including a cost effectiveness analysis for each water conservation and reclamation project. The State Board will review the projects which meet the eligibility require- ments and will consider the recommendations of the Regional Water Quality Control Boards and other public agencies. Following a public hearing, the State Board will decide which projects will provide the most benefit to California and which, if any, projects should be funded. Successful projects sponsors will then be required to submit a formal application within a speci- fied time period.
