MANAGER'S REPORT
June 2, 1980
1. General Status of the District
There have been no .significant power or water outages since the last Regular
Board Meeting. The Electric Crews are continuing maintenance work and the in-
stallation of some services. The Water Crew has been mostly engaged in water
leak repair of which there have been several in the last few weeks. None of
them, however, have been major.
Water consumption for the month of May is shown on the attached sheet. Tahoe
Donner Golf Course watering started very late in the month and did not affect
the production figures significantly. The Golf Course watering has, however,
clearly demonstrated the need for upsizing the soma Sierra Pump Station. A
later agenda item will cover the staff's request in this regard.
2. Temporary additional office space for PUD
Since the last Board Meeting I have obtained one quotation for a 201x40' temp-
orary building that would be suitable for a District Board Room. The cost of
this building was quoted to be as $450 per month plus the cost of moving and
erecting the building. This would be for a bare-bones building with either
carpet or linoleum on the floor.
I also contacted the School District's supplier for their temporary classroom,
but at the present, he has no more buildings of a suitable size and type for
US. He promised to investigate and see if he could locate one for us.
Another supplier, Redispace Corp. , has offered to sell us a 201x40' temporary
building for $6,000, or to lease it to us for $250 per month. The building,
however, is currently divided up into about six offices and would require some
remodeling to make it into a Board Room. It does contain two restrooms as well
as a gas furnace that can be adapted for propane. To be used in the winter,
the building would also have to have a secondary roof constructed above it to
provide adequate strength for snow loading. I plan on looking at this build-
ing tomorrow if I am not kept all day at the Governor's Office for the co-
generation conference.

re: FHK Project
Dear Fellow Directors:
Since an excessive amount of presumption and accusation seems to exist
about my motives in questioning water and electric arrangements for the FHK
project, I request that a copy of this letter be attached to the Minutes of
any special meeting which may be called with an agenda item related to FHK,
or the next Regular Meeting in the event a special meeting is not held.
It is extraordinary that an elected Director of the District should be placed
In the position of having to write a letter of this nature, but it is appar-
ently necessary.
I will restate that I fully comprehend that the FHK project was approved by
the Board of Supervisors with certain conditions, including water and electric
service commitments by the TDPUD, and with a specific prohibition against
beginning construction of any portion of the project prior to approval fior
electrical service.
I wish to assure everyone, particularly Mssrs. Kuttel and Seymour, that I am
capable of divorcing my previous role as an individual citizen from my current
duties as a PUD Director, now that the project has been reviewed and approved
by the Board of Supervisors. No matter what is imagined or alleged, my cur-
rent concerns as a Director are confined to the areas of authority and responsi-
bility of the TDPUD, which include details of service commitments, the District's
ability to serve, and the irregularity of out-of-sequence authorizations and
procedures which seem to be occurring in the District's handling of FHK matters.
I also wish to assure everyone, particularly Mssrs. Kuttel and Seymour, that
If I had been intent upon delaying Mr. Katz' project at this stage, I would
have chosen the swiftest and most effective method: legal action. There was
sufficient basis for a suit, if anyone had wished to pursue the matter, and
filing such action is not that difficult to arrange.
If I had wanted to delay or prevent this project, I would have chosen the
courtroom, not the TDPUD board-room. I did not have any interest in pursuing
any concerns about this project for the following reasons: 1) my position had
been for a down-sizing of the project to mitigate certain impacts, not abso-
lute opposition; 2) this project had been subjected to a more thorough review
by the County than has been usual in the past; 3) the developer had agreed to
all the mitigation measures required by the County, which were more than usual
In the past; and 4) I recognize that the community does need another super-
market, somewhere, at least sometimes.

I suggest that the Board will be able to deal more effectively with the delib-
erations and decisions on FHK if everyone spends less time attributing some
Individual interpretation to my questions and concerns as a Director, and more
attention to providing the things necessary for the Board to deal with the
problems of service to this project.
Pam"' Perhaps it will facilitate the process if I repeat the specific concerns I 've
tried to express during the May 5 and May 19 meetings:
1 - Regarding electric service, Mr. Seymour indicated during the May 5 meeting
that he could provide the Board with a written report containing his computa-
tions extending the R.W. Beck figures, along with his solutions and recommenda-
tions. Since his information went beyond what was apparently supplied to R.W.
Beck, it would facilitate the Board's consideration of the proposed electric
arrangements with Mr. Katz if this is available soon for comparlson.
2 - Regarding water service, the Board should not be asked to consider approval
of plans and specs for a project prior to action on a specific agreement with
a developer. Such agreement should be publicly reviewed with the Board by
legal counsel responsible to the Board, and it should incorporate the details
of extension of the West River Street Assessment District water line, including
the pay-back amounts for the WRSAD properties and future beneficiaries; the
amount of source and connection fees required for this project's service; the
water-line easements within privately-owned properties; responsibility for such
water-lines and meters, etc.
3 - Regarding the water and electric service commitment forms supplied by Mr.
Katz and apparently executed by Mssrs. Kuttel and Seymour on or about May 5,
my position is that such execution was premature since the proposed agreements
with Mr. Katz for water and electric service have not yet been drafted and
submitted for the Board's specific review and action.
I have no personal reservations about all aspects of these three concerns being
calmly and rationally discussed in public session. In the event that some
aspects are determined by counsel to be more appropriate for Executive Session,
I request that an executive session be included on the agenda for any special
meeting which includes FHK matters, or the next Regular Meeting.

SUBJECT : Requesting time on the June 2 , 1980
Agenda to discuss annexation to
Truckee-Donner P.U.D.
On March 28 , 1980 Mr. Jack Warren of Placer County
Department of Public Works sent you a letter requesting
your immediate attention to the annexation of CSA 19 and
consideration of annexation of several parcels of land
being developed. Martiswoods Estates is one of the parcels
Mr. Warren is referring to .
On April 21 , 1980 you passed Resolution No. 8035
authorizing filing with Placer-Nevada County LAFCO for
the annexation of Placer County CSA 19 . However, the
Resolution did not address the annexation of Martiswoods
Estates or the other property being developed.
Our subdivision has been approved for septic tank
waste discharge by the Lahontan Regional Water Quality
Control Board. Up to the time we were approved by Lahontan
the question of annexation was rather moot . However, now
we have a project and wish to request annexation to
Truckee-Donner P.U.D. We would hope that it is not too
late to amend Resolution No. 8035 to include our property
specifically, and the other property being developed as well.
We have met with Mr. Cook and are aware of the design
specifications required for the distribution system. We
would like to firm up the specs and submit the Improvement
plans for approval as soon as possible . The engineering

for the project is complete except for this phase , and
we cannot submit the Improvement plans to Placer County
until they are completed.

Please comment on the possible service of water to the proposed
Martis Woods development assuming that it is annexed into the District.
My initial thoughts are that it will require a tank and possibly a boost-
er station inasmuch as it is actually higher than the Beavers' property.
The tentative map on this project is enclosed.
Also, enclosed is a notice from the Planning Commission regarding
an EIR for the Safeway Store. Would you please prepare comments on behalf
of the District that can be forwarded to the Planning Commission. There
is a time limit of 45 days, or approximately the end of January, 1979. 1
believe it would be prudent to pass your comments before the Board of Dir-
ectors prior to submitting them to the Planning Department.

12.5 acre parcel on West River Street
Gentlemen:
We have been requested by Gallagher Developments Unlimited to state con-
ditions of service for water and electricity to the subject parcel .
The District can serve this parcel from available eater and power lines
traversing along West River Street. The basic conditions of service would
be:
1 . Meet all the requirements associated with the West River Street
Assessment District.
1
2. Pay any monies due the Truckee Donner Public Utility District for
delinquent assessments.
.-� 3. Construct all electric and water distribution systems within the
project area at the developer's expense and according to the
standards of the District.
4. Provide such easements along lot lines and property lines as the
District may require for water and/or electric services.
5. Provide such off-site improvements as are determined to be neces-
sary by the District's Engineer in order to serve the project.
6. Pay a facility fee for connection to the water system as determined
by the District's Engineer. This facility fee will be based upon
anticipated usage by the project. '
7. Pay such line connection charges as may be necessary to extend the
District 's lines to serve the project. These would be in addition
to distribution lines within the project.
8. Agree to obey all applicable rules and regulations of the Truckee
Donner Public Utility District, and other government jurisdictions.

Key Issue: To receive comments from the public on the State Water Resources Control
Board's staff-proposed State Assistance Program (Proposition 2) Project
Priority List to determine if it is appropriate. If not, what changes should
be made?
Background: The State Clean Water and Water Conservation Bond Law of 1978 (passed by
the voters as Proposition 2), provided up to $50 million for State-assisted
j grants to municipal projects which are not eligible for Federal Clean Water
! Act (201 Program) funding. This program, named the State Assistance Program,
is administered by the State Water Resources Control Board. The State Board
has decided to grant the entire $50 million this year to minimize the impact of
inflation. Proponents have submitted requests for nearly $250 million in grant
funds from this program.

The State Board will be soliciting comments from the public on the merits of
each project to determine the appropriateness of the staff's proposed Project
Priority List. In order to allow full consideration by the State Board, these
comments should be submitted in writing as far in advance of the hearing as
possible. Oral comments at the hearing should be kept brief and should
summarize written comments so that all project proponents present at the
hearing can be heard. All individuals intending to submit comments or

SUBJECT: Time Change - Working Hours
We would like to .propose that the District consider establishing
a work schedule change for the period covering the onset of daylight
savings time (the last week of April) to September 30. It is hoped
that this can be accomplished with little or no alteration to the
District public relations and customer services . This letter will
attempt to address the questions raised and the areas of concern .
It is proposed that the administrative working hours be from
7: 00 a.m. to 4 : 00 p.m. with a one hour lunch break. The outside
service crews would maintain the hours of 7 : 00 a.m. to 3 : 30 p.m. with
a one-half hour lunch break. The office staff and meter readers can
schedule so that to assure customer services during the hour of 4 : 00
p.m. and 5: 00 P.M. in the following manner:
1. One Senior Clerk, Customer Services, would work the hours
of 8 : 00 a.m. to 5 : 00 p.m.
2 . One meter reading would work the hours of 8 : 00 a.m. to
4 : 30 p. m.
The water and electric departments have concluded that it would
be unproductive and inconvenient to schedule a person to be available
between 3: 30 p . m. and 4 : 30 p.m.
During last year' s time change , there were nine overtime call-outs
�...� between 3 : 30 p.m. and 4 :30 p.m. Five of these were billed to the
customer . The other four were : 1) forest fire , 2) bird in transformer
cut-out , 3) broken wire, and 4) truck hit pole. The bird in the trans-
former cut-out was the only call-out that required payment of the
two-hour minimum call-out expense .
Regarding the unloading of freight , there has been no overtime
paid to employees to assist in freight deliveries . This has been
accomplished in the following way :
1. All regular freight companies have been contacted regarding
the District ' s concern with freight deliveries after 3 :30 p .m. They
all report that there is no problem with conformance .
2 . A letter has been written to the regular freight companies
advising of the time change and the dates through which it will be
effective .
3 . As a rule, freight deliveries are made before 1 :30 p.m.
4 . UPS unloads and delivers freight to the District Office . The
normal delivery time is 12 : 00 to 1 : 00 p .m.

5. To the District ' s knowledge , there has been no additional
charge to the District because of an inability to unload freight .
6. Unloading poles and full trailers of transformers is done
on a scheduled basis .
The time change would shift coverage from 3 :30 - 4 :30 p .m. to
7: 00 - 8 : 00 a .m. as follows in a hypothetical situation:
POLE OR HYDRANT HIT BY A VECHICLE INVOLVING 3 HOURS LABOR
Without time change
Time: 2 : 30 p.m_ The District would pay two hours regular time,
one hour time and a half for a total of 32 hours.
Time : 6: 00 a.m. The District would pay two hours doubletime,
one hour regular time for a total of 5 hours.
With time change
Time: 230 p .m. The District would pay one hour regular time,
two hours time and a half for a total of 4 hours .
Time : 6: 00 a.m. The District would pay one hour doubletime,
two hours regular time for a total of 4 hours .
Regarding the question of electric connnections requested by
the customer, the existing District policy is that if the customer
requests a connect after 2 : 00 guaranteed. Whenothed that e

time cost to accomplish this. However, no change in this policy
should occur since a meter reader will be available from 3 : 30 to
4 : 30 p.m.
We hope that you will consider these issues. It is underrstood

confer process to alter Section 4 .2 of the existing Memorandum of
Understanding.
