The outage was a fairly short one, and di_d not create any problems for the District. Water Department activity has consisted primarily of repairing leaks and taking care of those emergency service requests that would not wait. This is because we have had only one Water Serviceman on duty the past two weeks since Dave Rully has been on vacation. The Southside Spring Booster Pump appears to have some problem associated with it. We are investigating this trying to find out why the pump occasionally loses prime. There also appears to be some problem with the water line between the Soma Sierra Booster Station and the tanks it pumps to. Since the booster station was installed some years ago, there seems to have been a considerable increase in the output pressure indicating that there may be an obstruction or a partially closed valve somewhere in the water line. This also is being investigated. Originally, we anticipated 300 new services would be installed during the cal- endar year 1980. Our estimate was based upon the high cost of money and the difficulty in obtaining financing for new houses. The events of recent weeks, which have seen the cost of money decline precipitously have also brought on a flood of new service requests. We are continuing to watch this and may find it necessary to revise our budget and our construction activity for the summer months. 2. Report on increasing PUD working space On Friday, June 13th, I went to Santa Rosa and instpected the 20' x 40' trailer building that is available for sale by Red!-Space, Inc. The unit is essentially a double wide trailer with six offices of varying sizes and two bathrooms. Ap- pearance wise, it is in fair to rough condition. It does, however, appear to be insulated with R-11 fiberglass insulation. In my judgment, to make the appear- ance of the building suitable for PUD use, an additional $2,000 to $4,000 of work must be done on the trailer. This work would consist of new plywood exterior panelling, modifying the gas furnace from natural gas to propane, and replacing some of the interior carpet. if these fix-up items were completed, the trailer would be quite suitable for additional office space for the District. Because of snow-loading requirements, 1 do not believe it would be suitable As a Board Room. Also, the modifications required would make conversion of this unit into a Board Room even more expensive_ Even with the cost of moving and installing the building on our site, and the fix-up cost to make it presentable, the build- ing represents good value when compared to the cost of a new building of the same size. R_ W. Beck's recommendation for one feeder recloser at Tahoe Donner Substation is not acceptable to us. We do not feel it is necessary, and we intend to op- erate Tahoe Donner Substation with two reclosers. We will agree with R. W. Beck's contention that arrangements we are currently making and have been making for the last couple of years should be temporary �. only, and that additional capacity is desperately needed. When the Martis Val- ley Substation goes on line, our next project will probably be to remove the present Truckee Substation from service and move it to Tahoe Donner to replace or supplement the existing substation there. Principal sources of information for this review were: 1. Letters to R. W. Beck from Truckee-Donner P.U.D. dated April 22 and April 25, 1980, describing the general scope of our study and providing basic needed information. 2. Sierra Pacific Power Company microfiches providing system load data for January 1979 through March 1980. 3. Letter from Sierra Pacific dated April 16, 1980 des- cribing proposed fourth delivery point, 2 MW capacity. 4. Letter dated April 14, 1980, describing reduction in load at the Louisiana Pacific Corporation mill. 5. The District's 1977-78 Work Plans dated December 1977, which were prepared by R. W. Beck and Associates. Our study includes a review of the impact of the increased load from the shopping center upon substation facilities, distribution lines and system voltage conditions. We have considered various plans of load transfer between the system's three substations, to optimize substation transformer loading while maintaining feeder voltage drop within accept- able limits. Feeder voltage drop limits are placed at 6.6% (8V-120V base) as recommended in the 1977-78 work plan. ANSI and NEMA loading guides allow 30% overloading based on below-zero centigrade winter temperatures, thus providing some available capacity for growth and unforeseen needs. An estimated 10-15% increase in the 1980-81 peak load over the 1979-80 peak load should be well within the cold weather overload capability of the District's substations based upon load information and data as indi- cated above. The proposed plan as identified on the enclosed drawing and as summarized above provides for transferring approximately 1,200 kW from the Tahoe-Donner Substation to the Truckee Substation, to be accom- plished by opening the feeder No. 2 recloser at Tahoe-Donner and circuit rearrangement as shown on the enclosed drawing. The 3,530 kW remaining on Tahoe-Donner will be served from the No. 1 substation recloser. The area shown for transfer from Tahoe-Donner to Truckee Substation is esti- mated to have 1,200 kW of peak load based on information in the 1977-78 work plan. Since it is not known if the load pattern developed as anti- cipated, you may wish to check the existing load in this area and adjust Mr. A. Milton Seymour -3- May 1, 1980 the proposed feeder open point accordingly. The area to be transferred should include approximately one-fourth of the total existing load (1000- 1200 kW) on the Tahoe-Donner Substation. We have not included any specific peak load reduction in our Analysis which could occur as a result of installing time controls on the District's water pumping because we did not have enough data to quantify this effect in the short time we had to make this analysis. Such con- trols, however, should result in some peak reductions. Another option available to the District for increasing its substation capacity is the installation of cooling fans on the substa- tion transformers. Modern transformers of standard design can usually be retrofit with fans without difficulty. Some of the older transform- ers require more extensive changes to accommodate cooling fans. We do not have information at this time on the District's transformers to de- termine the feasibility of installing fans to develop additional capa- city. The proposed arrangement with only one feeder recloser at Tahoe-Donner Substation normally in service is not the most desirable operating arrangement, however, it is of similar operating concept to that used at the Donner Lake Substation. Furthermore, loading on all substations is fairly high compared to typical electric utility practice of maintaining adequate reserve for load growth, emergency transfers between substations, and capacity for outages and other unforeseeable needs. For these reasons, the rearrangements we propose should be con- sidered a temporary measure applicable only until increased capacity can be installed to reduce loadings on all substations. The recommendations herein, if adopted, should in our opinion .-- enable the District to provide an acceptable level of service to its customers, including capability for serving the proposed Crossroads Shopping Center. Review of Altitude Valve Installation There were five bids received on Friday, June 13, 1980, for the altitude valve installations at the four tanks within the Tahoe Donner Subservice are of the Truckee Donner Public Utility District. Mr. Joe Suter, a local contractor, was the low bidder with a proposal in the amount of $26,533.00. Mr. Suter's bid proposal is attached and I direct your attention to specifically the irregularities listed in the unit prices and in the total price for each of the four altitude valve installations. The specifica- tions provide that the District can waive any irregularities that are in the best interest of the District. In this particular- case, the irregularity consists solely of a clerical error and mis- understanding of the bid form. The amount of the error is $7,901.00. If the Board were inclined not to waive the irregularity it is my opinion that Mr. Suter can claim clerical error, misunderstanding and withdraw his bid without jeopardy to the bid bond that is attached to his proposal. In the event that the Board desires to declare Mr. Suter' s proposal non-responsive, I would then recommend the award to Harker and Harker in the amount of $28,330.
