This letter is in reference to my Previous personal contacts and
correspondence regarding my property located at Jacobs Court
Truckee, CA, and further described as Lot #52, Prosser Heights
Subdivision, County of Nevada. More particularly, the issue that
I have called to your attention regards the location of a district
power (utility) service Pole approximately 22 feet north of the
southwest corner Of my property.
As I have previously made known to Your representatives, in-
cluding Mr. Bob Slattery, General Foreman, the location
pole adversely effects my of the
property rights, denies me appropriate
access, and creates hazards during egress and ingress of the
property. I find no mention of a utility easement at that lo-
cation on my property records. In addition, I have questioned
the span between certain district service poles as being ex-
cessive (exceeding 200 feet) and, therefore, a hazard to the
public.

Re: Correspondence dated 7/18/80 from Frank Champion
Pole location - Lot #52, Prosser Heights
After reviewing the situation, I can understand why Mr. Champion would like
the pole moved. It is located directly in the middle of where he plans to
place his driveway.
There are two basic questions I need answered prior to July 25, 1980:
1. Is the pole on the southwest corner of Mr. Champion's lot
located within a County right-of-way and/or a public utility
easement? (I believe it is. If you need to make this de-
termination by way of a survey, you are authorized to con-
tact Cook Associates for assistance. )
2. Standards of construction applicable to the span of wire
from that pole need to be determined. It appears that
the span from the pole across the street to the northern
pole is well within specifications; however, the span from
that pole to the southern pole appears to be relatively
lengthy. Therefore, I need to ascertain whether construc-
tion meets the current standards of GO-95 and whether or
not it met standards at the time of construction and ac-
ceptance in 1963.
Pete Silva may be helpful in obtaining information regarding this matter.
Please get back to me with the information as soon as possible.

Dear Jim:
In your letter of July 22 , 1980, you ask me to
suggest an expert who could evaluate the impacts of the
Tahoe Truckee Sanitation Agency' s proposed sewer plan expan-
sion on the groundwater quality of Martis Valley.
After considering that McLaren, Horne, CH2M Hill ,
J. G. Gilbert and Associates, Brown and Caldwell , D. E.
Kienlen , and J. C. Hanson are disqualified by work for some
of the principals, I find the following among the larger
firms:

I have not approached any of these people, not
knowing which of them you may like. It would be necessary
to talk to the selected engineer a little, and show him some
documents , to get a reliable estimate of the cost.
