AUTHORIZING THE PURCHASE OF A
TEMPORARY MOBIL OFFICE FROM REDI-SPACE

WHEREAS, the District is in immediate need of additional office space;
and
WHEREAS, the former General Manager, District Engineer, and Director
Huber have inspected a 20' x 40' temporary mobil office owned by Red!-Space,
Inc. , of Santa Rosa, California; and
WHEREAS, the District Enginer has presented the Estimate Cost for Site
Adoption, a copy of which is attached hereto; and
WHEREAS, after careful consideration, the purchase of the temporary
mobil office and modifications for the District's needs appear to be the most
feasible and cost-effective means of providing the needed office space;
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the Truckee
Donner Public Utility District as follows:
1. The District is authorized to purchase the 20' x 40'
temporary mobil office from Redi-Space, Inc. , for the
sum of SIX THOUSAND AND N0/100 ($6,000.00) DOLLARS,
plus sales tax, F.O.B. , Santa Rosa, California.
2. The District staff shall work with the District Engineer
in implementing the installation at an estimated cost of
NINE THOUSAND FIVE HUNDRED AND N01100 ($9,500.00) DOLLARS.
3. Periodic reports shall be made to the Board of Directors
regarding the status of the site adoption of the temporary
mobil office and the costs incurred thereby.
PASSED AND ADOPTED by the Board of Directors of the Truckee Donner
Public Utility District at a meeting held within said District on the 12th
day of August, 1980, by the following roll call vote:
AYES: Duffy, Huber, Sutton, Maass
NOES: None
ABSENT: Kuttel

GENERAL MANAGER

DEFINITION
Subject to policy formulation and direction by the Board of Directors,
to plan, direct, coordinate, and review the activities of the District's oper-
ations and work forces; and to do related work as assigned.
EXAMPLES OF DUTIES
Direct and participate in the development and implementation of goals,
objectives, management policies, and priorities_ Direct and participate in the
preparation and administration of the District budget. Enforce and administer
the provisions of the laws and ordinances of the District. Plan, coordinate, and
direct the work of District personnel.
The General Manager may be appointed as Clerk and Ex-Officio Secretary
of the Board.
Advise the Board on matters of administrative practices, recommend
legislation and policies required in the public interest and report on District
operations, policies, and problems.
Review all District operations to establish work standards and improve
methods.
T Conduct continuous research into administrative practices to produce
greater efficiency and economy in District government.
Prepare a long term capital improvement program with plans for financing
for Board consideration.
Direct all District personnel.
When directed, handle the implementation, maintenance and enforcement of
District personnel policies as prescribed by the Board and act as the Board's
agent in meeting and conferring with employees and employee organizations.
Respond to citizens' complaints and requests for information; keep the
Board apprised.
Represent the Board in the community and at professional meetings as
required and as directed by the Board.

Analyze organizational and administrative problems, adopt an effective
course of action, and provide leadership to others in such action.
Communicate clearly and concisely, orally and in writing.
Negotiate and reach agreement with employee organizations when directed
by the Board.
Properly interpret and make decisions in accordance with laws, regula-
tions, and policies.
Establish and maintain cooperative relationships with the District
Directors, consultants, employees, the public, and representatives of other
agencies and firms with whom the District may be involved.
EXPERIENCE
Five years of increasingly responsible experience in Public Administra-
tion, preferably with knowledge of the operation of electrical transmission and
distribution systems and water production, storage, and distribution systems.
EDUCATION
Equivalent to a degree in Public Administration or a related field.
Additional qualifying experience may be substituted for education.
