ENGINEER'S REPORT
UNFINISHED BUSI_NESS, MARTIS VALLEY SUBSTATION
Enclosed as Page 6 of this report is a cover letter and the
activity flow chart of the proposed Martis Valley Substation.
The flow chart as presented is an update of the flow chart
presented last July. The critical element of the flow chart/
time line is Mr. Reid':s review of the Sierra Pacific Power
Company "Workproduct" and the updated needs survey. I believe
the work that Mr. Reid is undertaking is that which has been
authorized. A restatement to that effect, may relieve some
anxiety that currently exists in Mr. Reid' s mind.
UNFINISHED BUSINESS. PROJECT 79-1

Please refer to the Engineers Report of November 3, 1980 for
general discussion of this particular project and the ramifi-
cations thereof. Hopefully by the time you read this you will
have received the written report from Stone and Youngberg
concerning the supplemental financing by Farmers Home Adminis-
tration in the amount of $28,500. It seems to me a foregone
conclusion that Farmers Home Administration will provide the
supplemental funding. The policy decision that is before
the Board, in my mind, is the degree to which the Board is
willing to commit the facilities fees that have been accum-
mulated for Project 79-1.
UNFINISHED BUSINESS, STAGE VI PIPELINE
It is with a great deal of personal pleasure that I bring
to the Board tonight an unqualified recommendation for
acceptance of the pipeline facilities connecting the airport
well tank and booster station with the town tank. The com-
pletion of this major facility that will benefit all segments
of the Truckee Community is the realization of an objective
expressed approximately 7 years ago. The completion of the
pipeline provides fire flow and protection of the Truckee
Airport facilities that have never heretofore been available.
The completion of the pipeline facilities will make available

(as of 11-12-80) 65 additional connections in the critically
deficient southside area. The completion of the pipeline
facility will eliminate the greatest single hazard to the
Truckee water supply and it is only by the grace of God and
pure luck that the suspended pipeline joining the southside
complex and the town system has not failed prior to this
time. The completion of the pipeline facilities will reduce
the energy intensity of the Truckee Water Supply and Dis-
tribution System. The benefits to the Truckee community
are multiple and too numerous to list in the space that is
available. Included as Page 7 of this Engineers Report is
a draft resolution accepting the various rights of way and
easements for the pipeline facilities. If you find the
resolution in order, its enactment will enable the District
to accept the easements and record the easements with the
Nevada County Recorder' s Office. Also enclosed as Page 8
of this Engineers Report is a draft ordinance accepting the
Phase IV, Phase V and Phase VI pipeline facilities.
The acceptance of the completed facilities is the most sig-
nificant positive reinforcement of the total Truckee Water
Distribution System that has occurred during my tenure with
the District.

NEW BUSINESS SUTER CONSTRUCTION - Pay Estimate No. 2
Enclosed as Page 9 of this Engineers Report is the progress
payment No. 2 for Suter Construction Company. The progress
payment represents 95% of the completed project. At this .date
the project is essentially complete with four remaining items
to be worked off of the punch list payment of the progress
billing No. 2 is appropriate and I hereby recommend payment
in the amount of $10,832.91.
CONSTRUCTION STATUS REPORTS
1. Airport Tank:
A problem has developed with the structural shotcrete in the
prestressed concrete tank that is part of the airport complex.
Enclosed as Page 10 through 12 of this Engineers
Report is a letter setting forth my position with respect to
the inadequate strength of the concrete in place. There is
a difference of opinion relating to the adequacy of the con-
crete now in place and one of the alternatives available to
the contractor and Dart is for you, as the Board of Directors,,
.to sit as a trier of fact and determine whether the contractor's

interpretation of the test results is appropriate or whether
my interpretation of the test results is appropriate. Time
permitting, your perusal of the position that I have taken
may enable you to answer questions that will surely be put
to you by members of the public, the contractor and/or Dart' s
representatives.
2. Sewer Assessment District No. 5
Hood Corporation has essentially completed the construction
in S.A.D. #5 and the new duplex booster station has been on
line for approximately 10 days as of tonight' s meeting. A
problem has developed however with Pump No. 1 in the duplex
booster. Apparently the pump has ingested some of the con-
struction debris that Hood left in the manifold systems.
Pump No. 1 must be removed, repaired as appropriate, rein-
stalled and retested before the project can be considered
complete.
3. Highway 89 Tunnel/Bore
The work of tunneling under Highway 89 Southern Pacific
Railroad crossing has been slow, difficult and continuous.
At the present time the bore is approximately 20 feet short
of completion. I would expect the line extension connecting
the Donner Creek wells with the West River Street main to
be completed within the next two weeks.
4. Northside Booster:
The contractor has successfully evaded the weather conditions
that might have otherwise terminated the construction and
installation of the northside booster until the spring. The
building has been enclosed and now the contractor will be
able to complete his work during the winter months. The
contractor is well organized and has made a concerted effort
to beat the weather and he is to be complemented on his ac-
complishment. Their work is satisfactory and they are very
cooperative.
5. Southside Well No. 2
The pump control valve apparently was damaged when the
building was pushed over. When the valve is repaired the
acceptance testing can occur.

Re: Martis Valley Substation Timeline
Dear Lylie:
Enclosed for your information and use is the timeline that was
developed between yourself, Mr. Neil Reid of R. W. Beck and
myself on November 7, 1980.
It is my understanding that Mr. Reed is currently involved in
the acquisition of the Sierra Pacific "Work Project" and the
preparation of an updated need survey that in all likelihood
will be presented to the Board in January 1981.
Please note the operational dates at which time the completed
facility will be made available to the people of Truckee.
There are three separate dates indicated, each involving a
separate path through the flow chart of activities.
The "fast track" date for operation is July 1982. If the
project can be completed without a modification to the Martis
Valley General Plan the operational date will be November 1982.
If the full Environmental Impact Report and a modification to
the General Plan is required the operational date of the Martis
Valley Substation in all likelihood will be January 1983.
By copy of this letter we are sending the floe chart time
line to the Board and to Neil Reid.

FACILITIES WITHIN STAGE VI OF THE AIRPORT
TRANSMISSION PIPELINE ALONG HIGHWAY 267
WHE S, Dart has purchased the Airport Well; and
WHE 2
S, the Truckee Donner Public Utility District and
Dart desire o provide water from the Airport Well to the Tahoe
Donner Proj ec to satisfy the requirements of the 1970 and 1973
Agreements; an

WHEREAS, Dart, in the 1979 Agreement between the Truckee
Donner Public Ut lity District and Dart, agreed to provide to
the District the -sport Well, necessary connecting lines, two
Pump stations, and other appurtenances to provide the balance
of the 4,000 gallon per minute of water to the Tahoe Donner
project; and
WHEREAS, water s stem facilities have been constructed
in accordance with Dist ict standards within the District and
are commonly known as St e VI of the Airport Transmission Pipe-
line; and
WHEREAS, easements fo the pipeline installation, opera-
tion and maintenance are nec ssary;
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors
of the Truckee Donner Public Utility District as follows:
1. To accept the easements described herein, and to
instruct the Deputy District Clerk of the Board
of Directors to record said easements in the
Official Records of the Clerk of Nevada County.

ORDAINING THE ACCEPTANCE OF WATER DISTRIBUTION SYSTEM
ELEMENTS COMPRISED OF THE AIRPORT TRANSMISSION MAIN AS
�- CONSTRUCTED BY DART RESORTS
WHEREAS: Dart Resorts and the Truckee Donner Public Utility
District have entered into various agreements from
time to time commonly known as the 1970 Agreement,
1973 Agreement and 1979 Agreement; and
WHEREAS: Dart has constructed the Northside Well rated at
1500 G.P.M. and Dart has purchased the Airport Well
rated in excess of 2500 GPM, thus providing the
committed 4000 GPM total source required for the
Tahoe Donner Development; and
WHEREAS: The plans, specifications and contract documents
for the various construction phases for the pipe-
line that will transmit the 2500 GPM flow from
the airport facilities to the Town Tank have been
reviewed and approved by the Board of Directors;and
WHEREAS: Portions of the pipe line were constructed by
Underground Construction, Hood Construction,
H. M. Byars, Harker and Harker Construction;.and
WHEREAS: The District Consulting Engineer has provided day
to day inspection of the pipeline construction in
progress by each contractor and the District Con-
sulting Engineer has provided a written recommenda-
tion that work be accepted by the. Truckee Donner
Public Utility District for ownership operation and
maintenance.
NOW THEREFORE BE IT ENACTED by the Board of Directors of the
Truckee Donner Public Utility District as follows:
1. The Airport Transmission main pipe line and related ap-
purtances as described on the attached Grant Deed is hereby
accepted by the Truckee Donner Public Utility District for
ownership, addition to the plant, operation and maintenance.
2. This ordinance shall become effective thirty (30) days
from the date of adoption. The Clerk of the District shall
immediately cause a copy of this Ordinance to be published
once in the local newspaper and copies shall be posted in at
least three (3) public places within the District.

Donner Public District at a meeting thereof duly called and
held in the District on the 17th day of November, 1980 by

Dear Milt:
This will acknowledge your letter of June 25, 1980, concerning
the Donner Creek Camp Ground and Mr. Toomey's growing
dissatisfaction with our services. Mr. Toomey was in our
office June 27, 1980 and the following items were discussed
and/or resolved.
1. Mr. Toomey agreed that on Monday, June 30, 1980, he would
pay his long over-due account with the Truckee Donner Public -
Utility District in the amount of some *700.00 representing
the second payment for plan checking and construction inspection
for the water main extension along West River Street.
2. We discussed at great length Cook Associates billing to the
Truckee Downer Public Utility District making reference to the -
copies (in his hands) of our billings that were provided to the
district complete with ledger card back-up detail and in turn
the district provided said copies to Mr. Toomey. Mr. Toomey
expressed the belief that he was over-charged for inspection
services on the West River Street pipeline. The basis of his
expressed belief had to do with two basic factors: a) inspection
Is definitely not required on a continuous basis and should only
be provided at the acceptance and testing levels of such an
installation; b) it is impossible for Cook Associates to have

a line item entry under any given date that exceeds 24 hours.
We discussed the difference in inspection, procedures that the
Di.strf.ct follows for work that the District -.Till accept,
operate, maintain and replace as compared to the State Division
of Housing Inspection for an on-site mobile home park system
to be operated and maiutai_ned by the property owner. We also
discussed the fact that our ledger cards are posted by pay period
and it is every bit proper for entry to exceed 24 hours in any
given two week (80 working hours) pay period_
We also explained that the construction of the pipeline was
exceedingly slow and very inefficient. In fact, not yet
complete nearly one calendar year later. We agreed to provide
Mr. Toomey with backup information as it related to the
Inspection trips and timing during the construction sequence.
Mr. Toomey proposes to sue or otherwise recoup his inspection
fees from the contractor.
i We discussed at considerable length the component parts necessary
for Mr. Toomey to conduct an acquisition assessment proceeding.
We provided Mr. Toomey with 85 Xerox copies of background data
on assessment district proceeding guidelines, engineer`s check-
list and related so that Mr. Toomey could provide his engizseers,
R.V.A. , with specific instructions in how the acquisitiorX'
proceedings should be conducted.
When Mr. Toomey left our office, somewhat after 4:00 P.M. he
was better informed than when he arrived, for his 1:00 appointment
at 2:30. I would speculate thathlAs frustrations dealing with
R.V.A. and Northbilt will precipitate additional meetings and
discussions before the simplistic acquisition proceedings have
been accomplished.

Dear P.U.D. Manager;
Item c18 of the 1979 Truckee Donner Public Utilities District
Dart Agreement states:
"Dart shall, on or before July 1, 1982, remove the treatment
plant from its present parcel."
All of the treatment plant equipment, including tank, valving, chlori-
nation metering, etc. were_ soldby sealed bid to Bidwell Water Co. on July
24, 1980. This company completed removal of the equipment on November 4,
1980. The deed to the property, including the structure, was delivered to
the Tahoe Donner Property Owner's Association on November 5, 1980 and recorded
several days thereafter. This completed Darts obligations under Item C18.
I am now requesting the release by the 'Public Utilities District, of the
$280,000.00 performance bond as detailed in Item C3.
