Subject: ,Sierra Pacific Abbreviated Rate Filing
Dear Lyell:
I have reviewed the proposed "Sierra Pacific Agreement Consenting to
Abbreviated Filing". Sierra's revised proposal to increase its rates by 5.1%
to the Truckee-Donner PUD (District) is a pass-along of increases in its cost
of purchased power. These cost increases are a result of general rate In-
creases filed before the Federal Energy Regulatory Commission (FERC) by Utah
Power and Light Company'-(U.P&L) and Pacific Gas and Electric Company (PG&E).
The -increase In demand cost proposed by Sierra is based on the rates filed by
UP&L and PG&E which have not received final approval from FERC. If a lower
rate Is determined to be reasonable, a refund would be due the District.
Sierra has been paying the higher rate for power purchased from UP&L
and PG&E since September 1980 but does not propose to begin collecting, if ap-
proved, the additional revenues to offset these higher costs until January 1,
1981, a delay of approximately four months. Sierra has not included any of its
own Increases of Its general expenses in this rate increase.
Sierra also proposes that they will not file for a general increase to
recover general Increases In Its cost until the North Valmy power plant begins
operation or January 1, 1982, whichever shall occur first. This arrangement is
reasonable although Idaho Power Company (50% owner of the North Valmy power
plant) states in a quarterly report that the construction of the North Valmy
power plant Is on schedule and should be completed In the fall of 1981.
It is my recommendation that the District accept the terms of this
agreement. The proposed increase, after its -implementation, will offer the
District a period of rate stability except for minor changes in the fossil fuel
rate adjustment. The effect of Sierra's proposed rate increase should be re-
flected in the District's purchased power adjustment clause so that the finan-
cial impact Is minimal.

Truckee , the Truckee Downtown Merchants Association has been work-

ing for the past year to develop a parking lot. Space for about
sixty-five cars has been leased from Southern Pacific and Caltrans
immediately to the east Of Cal/Nevada Tire along Highway 267 and
extending to Curran Distributors.
At our own expense we have had this property graded,
gravelled and signed. This project has exhausted all Of Our funds;
however, since the lot is for Tree public parking, we are request-
ing that the Truckee Donner PUD provide and maintain security
lighting in the lot.
The plan for the lot, which is not
Commercial Row, is immediately handy to
to have merchants and their employees park there,
thus freeing spaces on the Row for the general public. Since most
businesses close after, dark in the winter, we need to have the
lot illuminated for the protection of employees parking there.
Without lighting, we cannot ask the merchants and their employees
to use the lot at the Possible risk Of bodily harm. It is for
these reasons that we respectfully request that the Truckee Donner
PUD install and maintain lighting for this important parking lot.
