SUBJECT: West River Street Assessment Distr
Call of Bonds
'I received a call from the Nevada County Bond Department that three assessments
in the WRSAp, had paid off. The principal portions of these payments are enough
for us to issue a Call of Bonds for two $5,000 bonds.
I spoke with Sam Sperry of Sturgess, Ness, Brunsell and Sperry regarding the
procedure that the District is to take in order to call these bonds. Sam told
me that the process is rather complicated and it is very important that it be
.performed in .the proper way on a timely manner.
:Sam said that his office offers a service to handle a Call of Bonds. The costs
to us for this service are $25.00_ per thousand with a minimum of $50.00 and a
maximum of $300.00. This cost is passed on to the property owner who paid off
the assessment.
In addition, the property owner pays a 5% redemption fee which is paid to the
-bond holder because his bonds were called before maturity.
The two dates that a Call of Bonds can be issued are January 2 and July 2 of
each year. Since the procedure must start four months prior to each of these
. dates, it is- too late to participate in the January 2 Call of Bonds. If we
decide to have Sam Sperry's office handle the procedure for us, they will
begin by mailing us a letter in March, 1981 asking us if any assessments have
been paid in full.
Since we will be receiving a check from Nevada County very soon, I request
that the Board take the following action:
1. Set up a restricted fund labelled "WRSAD Bond Redemption Fund" in
which all prepayments of principal and interest will be held until
refunded.
2. Authorize Sturgis, Ness, Brunsell and Sperry to handle the Call of
Bonds procedure. If this is done, I would like to get a letter off
to them immediately.

Having briefly appeared before you at y�ecember 1, 1980 board
meeting regarding the above-referenced matter, and having been recauested
to submit a letter on sane, the purpose of this written communication
is not only to fulfill your requests, but also to Provide you with the
factual background behind this request.
As you may recall, the residence that I am building for my own
occupation is located in your "Southsi_de" service area. Construction
Was commenced by the previous owner in October of 1979. Ile had the
foundation poured and the septic and water system installed. Having
no further funds for the construction of his vacation home, construction
ceased, and it was sold to my wife and myself in October of 1920. The
contractor for the above work hired a suh-contractor to install the
water and rs
septic systems. ?P � he contractor is unaware of what actions
the sub-contractor pursued regarding! Termits. I have been unable to
contact the sub-contractor. unfortunately, your staFf has been unable
to firs. any recor(i of a rerrlit having been issuer!.
tdhen we purcIhased the lot , we were correctly advised that the
building permit �..as still in effect on the lot , anc7 also advised by the
seller that the outer and septic systems hac! been installed. We there-
fore continued the construction. We are now Trepared to occupy our
residence on December 20 , 19^0. Our builder states that by that time,
the only items that will prohi?Diit the issuance of. a Certificate. of
Final Occupancy will he the delivery of water and electrical service,

'both of which have been approved by the building inspectors.
Therefore, request is now made that you direct staff_ to connect
those services. I plan on being present at the hoard meeting this
evening to further discuss this matter with you and will be more than

Subject: Truckee-Donner Public Utility District
Electric System Loading
for the Winter of 1980/1981
As you requested in your letter of December 3, 1980, and in accord-
ance with your previous instructions, we have made an evaluation of the capa-
bility of the District's electric system to handle overloads which may occur
during the winter of 1980/81.
In April 1980 we reviewed the capability of the District's electric
system to serve the proposed Crossroads Shopping Center. This was done under
the District's Purchase Order Number 5225. As part of this review, we made a
summary evaluation of the capacities of each of the three existing District
substation transformers. This evaluation was transmitted to the District in
our letter dated May 1, 1980.
Our letter contained a tabulation of anticipated loading and sub-
station transformer capacities and made recommendations regarding the transfer
of approximately 1,200 kW of load from the Tahoe-Donner Substation to the
Truckee Substation to more nearly balance loads to substation transformer
capacities. This tabulation is attached as Exhibit 1.
We now understand from the District that approximately 800 new
services have been added in the past year, approximately 80% of which will be
fed from the Tahoe-Donner Substation, 18% from the Truckee Substation and 2%
from the Donner Lake Substation. The total additional estimated peak load
from these 800 services is estimated by the District to be 1,800 to 2,000 kW.

In our discussions with the District, several other factors affect-
ing load distribution in the electric system have been mentioned. The most
significant of these factors covers the extent to which load can be removed
from the Tahoe-Donner Substation and transferred to the Truckee Substation.
These factors are listed below.
1. The District has informed us that the present trip setting of each of the
two reclosers at Tahoe-Donner Substation is 185 amperes.
2. The District has informed us that only 600 kW can reasonably be trans-
ferred from the Tahoe-Donner Substation to the Truckee Substation.
3. The District has informed us that, in the event that the 60-kV system is
Inoperative, the District's water pumps could be switched off manually,
thereby reducing the potential peak by approximately 800 kW.
4. The District has informed us that the new shopping center which, as pro-
posed, will be fed from the Truckee Substation will not be opened until
March 1981 or later.
On the basis of the above information, assuming that 600 kW of load
has been transferred from the Tahoe-Donner Substation to the Truckee Substa-
tion; that the Louisiana Pacific Mill has reduced its load by 500 kW; that the
new shopping center load of 550 kW will not be connected for the 1980/81 peak;
and that the additional new services have been connected as reported to us; it
would appear that the peak loads on each of the District's three substations
for the winter of 1980/81 may be as shown on Exhibit 2. This exhibit does not
take account of the potential 2,000 kW available from the Sierra Pacific Power
Company (SPPCO).
-r The capacities of the transformers at these substations, as shown
in Exhibit 1, are based upon the nominal (nameplate) ratings of the transform-
ers. These ratings may be modified for the service conditions which exist at
the time of the peak and by other factors such as the use of supplementary
cooling. A summary of these modified ratings is included on Exhibit 3.
We understand that the District is in the process of acquiring fans
to provide supplementary cooling for the Truckee Substation transformers which
will increase the transformer capacity by approximately 25%.
Substation voltage regulators exist at the Truckee Substation which
may limit the amount of load which can be carried. However, if these regula-
tors are set on their "load-bonus" setting, i.e. with a maximum tap range of +
5%, the nominal regulator capacity at the Tahoe-Donner Substation will be
equivalent to 5,000 kVA of load.
A comparison of Exhibits 2 and 3 indicates that if the assumptions
made to develop the exhibits are correct, and if the regulators are restricted
to a +5% tap range, then the Truckee Substation should be capable of carrying
the projected 1980/81 winter peak load based on the overload rating at 00C
and 77.5% load factor without supplementary cooling.

If the assumptions made are correct, then the Tahoe-Donner Substa-
tion should also be capable of carrying the projected 1980/81 winter peak load
based on the overload rating at OoC and 77.5% load factor. The regulators
�^ at this substation have a nameplate capacity of 5,000 kVA and should be capa-
ble of carrying the projected 1980/81 winter peak load.
The Donner Lake Substation also appears to have adequate capacity
based upon its overload rating.
The Martis Valley Substation Time Line developed on November 7,
1980, shows the earliest projected operational date for the Martis Valley Sub-
station is July 1982 and the latest projected date as January 1983. This
means that the District will have to supply the 1981/82 winter peak load with-
out the benefit of the Martis Valley Substation and may even have to supply
the 1982/83 winter peak without the Martis Valley Substation.
We recommend that the District immediately carry out a system study
to devise methods of supplying the 1981/82 winter peak load and to purchase
and install additional equipment, as necessary, during the summer and fall of
1981 to ensure that the projected 1981/82 winter peak can be met without un-
duly jeopardizing system reliability.
We will be pleased to elaborate on any of the points contained in
this letter if the District or the Board wishes.

Re: Waiver of Accounting Provisions of the Electric
System Acquisition Agreement dated March 1 , 1967
Dear Mr. Cash:
I have discussed with John Nladariaga, General Counsel , the request
of your Board of Directors for a waiver of certain accounting provisions
of the above-referenced agreement.
Your request is to waive the requirement of a separate electric fund
designated as the Donner Lake Electric Revenue Fund in order to save on
bookkeeping expenses. I understand that this fund will be consolidated
into a "total electric account", and Sierra' s payments will be made accordingly.
By this letter, Sierra waives "Section 18. Donner Lake Electric Revenue
Fund" of the referenced agreement; however, the other sections of the agreement
will remain unchanged and in all respects be binding upon the parties thereto.
