March 19. 2008 Subject: Public Information and Conservation Manager Why this matter is before the Board: Section 4.12 of the District Code outlines the prcedure for recruiting department head positions in the District. The code states that the job description shall be reviewed by the General Manager and a salary range shall be recommended to the Board and the Board shall approve the job description and salary range. History: At the March 5th Board meeting, a workshop was held to discuss the revised job description and salary range for the Public Information and Conservation Manager position. New Information: Based upon Board input received in the workshop, a Final Draft version of the Public Information and Conservation Manager is attached. The recommended salary range is 41, $89,172 -$108,384 DOO. The procedure for recruiting department head positions states that the President of the Board, or a Director appointed by the President, shall be appointed to serve on the interview committee. Staff is requesting the Board to discuss this process tonight and appoint one of the Board members to sit on the interview committee. Recommendation: a. Adopt the job description for the Public Information and Conservation Manager; b. Adopt salary range 41 for the Public Information and Conservation Manager; c. Appoint a member of the Board to serve on the interview committee. Nancy Waters, Human Resource Manager Michael D. Holley, General Manager PUBLIC INFORMATION AND CONSERVATION MANAGER NATURE OF WORK Under general direction of the General Manager, is responsible for: • Planning, developing and implementing public information/communication programs; • Planning, developing and implementing conservation programs; and • Directing the legislative and regulatory program of the District. Is involved in difficult work on highly technical problems and participates in the formulating and administration of District policies. Frequently acts as the spokesperson for the District. Exercises a considerable degree of decision making involving the analysis of fact and circumstances and must be able to modify procedures where there is no precedent. Supervise a staff and is responsible for control of costs and achieving results. Has regular contact with the media, District employees, customers, and other stakeholders requiring tact and diplomacy. Engages in light to moderate physical exertion during a period of work. EXAMPLES OF WORK a) Develops and implements a wide range of both electric and water conservation programs. b) Serves as a liaison to public and private groups in the areas of conservation, green energy programs, energy and water use efficiency, and District policies. c) Serves as the District's representative to community meetings; d) Provides professional assistance and direction in publications and media presentations; e) Explains District regulations, programs, and technical reports to the public; f) Represents the District in local, state and federal legislation and regulatory matters; g) Evaluates local state and federal legislative impact on District; h) Maintains appropriate records and makes reports to the General Manager and the Board; i) Chairs departmental meetings and participates in management team meetings; and j) Mentor and advises District Senior staff on effective methods of communication. 1 Public Information/General Services Manager March 2008 QUALIFICATIONS REQUIRED • Possession of a high school diploma or equivalent and a bachelor's degree from an accredited college or university in business or public administration, public relations or a closely related field. Closely related and progressive job experience may substitute for a portion of the educational requirements. • At least seven years of responsible professional experience in the fields of public policy, public information, conservation with at least five years experience in a management position. • At least five years experience in supervising a staff performing related functions; • At least two years of experience in evaluating and advocating for local, state and federal legislation/regulation; • Skill in communicating clearly, concisely, and accurately with customers, management, consultants, employees and other agencies verbally and in writing; • Ability to communicate bilingually in Spanish is highly desirable; • Accurately and professionally represent District policies, positions, philosophies, and programs; • Ability to plan, organize and direct the work of a professional, technical and administrative support staff; • Analyze problems and develop and implement effective solutions; and • Possession of a valid California driver's license 2 Public Information/General Services Manager March 2008
