SPECIAL MEETING
MARCH 29, 1979
In the President's absence, the Special Meeting of the Board of Directors
of the Truckee Donner Public Utility District was called to order by Vice Pres-
ident Kuttel at 7:40 P.M. in the District Office.
ROLL CALL: Directors Hatch, Huber, Kuttel and Sutton were present. Director
Maass was absent.
EMPLOYEES PRESENT: A. Milton Seymour and Susan Craig.
CONSULTANTS PRESENT: District Engineer Cook and District Counsel Grumer (who
arrived at 7: 1 P.M.) .
RESOLUTION APPROVING SPECIFICATIONS AND CALLING FOR BIDS ON UTILITY POLES
The draft resolution calling for bids on utility poles was reviewed by
the Board. In response to Director Sutton's question, Mr. Seymour estimated
the cost of the poles to be $6,000.
Director Hatch moved that Resolution No. 7908 calling for bids on utility
poles be approved. Director Huber seconded the motion. It was decided that
bids would be opened at 4:00 P.M. on Friday, April 27, 1979. ROLL CALL: Hatch,
aye; Huber, aye; Sutton, aye; Kuttel , aye; Maass, absent. SO MOVED.
RESOLUTION APPROVING SPECIFICATIONS AND CALLING FOR BIDS ON PAD MOUNTED DISTRI-
BUTION TRANSFORMERS
Mr. Seymour indicated these pad mounted distribution transformers will be
used in instances where customers want underground service; he noted the ap-
proximate cost would be $5,000 for seven transformers.
After review of the draft resolution, Director Hatch moved that Resolution
No. 7909, with the insertion of the bid opening date of April 27, 1979, at 4: 15
P.M. , approving specifications and calling for bids on pad mounted distribution
transformers be approved. Director Huber seconded the motion. ROLL CALL: Hatch,
aye; Huber, aye; Sutton, aye; Kuttel , aye; Maass, absent. SO MOVED.
The Manager advised that for both the pad mounted transformers and pole
mounted transformers an analysis of initial cost and operating cost over a
ten-year period will be made in order to determine which bidder is selected.
RESOLUTION CALLING FOR BIDS ON POLE MOUNTED DISTRIBUTION TRANSFORMERS
Director Hatch moved that Resolution No. 7910 calling for bids on pole
mounted distribution transformers, with the insertion of the bid opening date
of April 27, 1979, at 4:30 P.M. , be approved. The motion was seconded by
Director Huber. Mr. Seymour noted the pole mounted distribution transformers
would cost approximately $500 each; the District estimates a need for 78 pole
mounted transformers. ROLL CALL: Hatch, aye; Huber, aye; Sutton, aye; Kut-
tel , aye; Maass, absent. SO MOVED.
LETTER OF UNDERSTANDING BETWEEN TDPUD AND SIERRA PACIFIC POWER COMPANY
Director Sutton moved that the Letter of Understanding be referred to
Mr. McDonough for review and comment. Director Huber seconded the motion.
Director Sutton noted that Martin McDonough, for years, has been the attorney
who has been involved in the dealings with Sierra Pacific; review of the agree-
ment by him seems to be the proper course of action, she stated, before the
Board acts on the matter. ROLL CALL: Hatch, aye; Huber, aye; Sutton, aye;
KUttel , aye; Maass, absent. SO ORDERED.
EXECUTIVE SESSION
At 7:52 P.M. Vice President Kuttel adjourned the meeting to Executive
Session for the purpose of discussing Tahoe Donner water matters.

The meeting was reconvened at 10:34 P.M.
ACTION AND/OR DIRECTION RESULTING FROM EXECUTIVE SESSION
There was no action or direction resulting from Executive Session.
ADJOURNMENT _.
There being no further business before the Board, Director Sutton
moved, and Director Huber seconded the motion, that the meeting be ad-
journed. ALL AYE BY VOICE VOTE. SO MOVED.
The meeting was adjourned at 10:35 P.M.
