Subject: Bid Award for the purchase of Emergency Generator Sets
1. WHY THIS MATTER IS BEFORE THE BOARD
Board approval is required for equipment purchases over $15,000.
2. HISTORY
During power outages, the District's pump stations will stop pumping and the water supply
to the customer may be interrupted. The need for emergency generator sets to run these
pump stations was identified and is part of the Water Department's 2008 budget.
3. NEW INFORMATION
Specifications and bid packages were prepared for seven generator sets. A request for
bids was advertised and bid packets were sent to suppliers of emergency generator sets.
Bids were received and a bid opening was held on February 28, 2008. Two bids were
received. The results of the bid opening are as follows.

Cashman Equipment Sparks, Nevada $ 193,110.00
Cummins Rocky Mountain Sparks, Nevada $ 193,741.70
Upon review of the bids, some equipment issues were found with the bid submitted by
Cashman Equipment. The bid submitted by Cashman Equipment was found to not meet
the technical specifications 1.03 A.2, Generator Set Ratings. Generator Set did not meet
the required output rating at the site conditions (Altitude of 7000 ft.)
The bid from Cummins Rocky Mountain was found to be responsive as it meets all of the
bid specifications.

4. FISCAL IMPACT
Sufficient funding for this purchase is included in the approved FY08 capital budget.
5. RECOMMENDATION
a.Find the bid from Cashman Equipment non-responsive.
b.Award the purchase of seven emergency generator sets to Cummins Rocky Mountain of
Sparks, NV in the total amount of $193,741.70 not including tax.
c. Authorize a budget transfer from the Water Department Facility Fees Fund to the Water
