The Board approved the June 18 Minutes as drafted. If the Board does not accept these requested corrections, I request that this Memo be attached to the Minutes of tonight's meeting. Page 3 of Draft: Discussion of Airport Transmission Main I Second Paragraph under Item: ADDITION requested before last sentence In this paragraph to more accurately reflect the discussion, so that entire paragraph would read: "Director Sutton noted that, by specific Board action, this matter was set for review and discussion at a special meeting to be held on June 26th. The President disagreed and read back the motion that was made: 'Director Sutton moved that the Board set a Special Meeting to consider the Airport Well transmission facilities and related appurten- ances and also consider the environmental impact at that meeting some- time in June, after the second week. The motion was seconded by Dir- ector Hatch. ' Director Sutton noted that it was generally agreed by those present that June 26 was the date the Special Meeting was to be set. Mr. Maass further noted he placed this item on the agenda." In answer to a question posed by Director Sutton, Mr. Cook advised that all the adverse project-associ- ated impacts are covered in the mitigations. Discussion ensued relating to whether or not the project is growth inducing. Mr. Cook indicated that the secondary questions are more difficul.$ to assess, and that his answer to Question 18 on the Rating Form about cumulative impact Is "yes." He indicated that he answered that question ".yes" because this is an element of a larger project, that there are 6,000 lots in Tahoe Donner and approximately 4,000 lots that the District is committed to serve outside of the Tahoe Donner Project which it has no basis for serving right now. Mr. Cook stated that this project, in his view, and its overall benefit has an enormous magnitude for the good of the community. General Status of the District - Attached to this report are the monthly water consumption figures for the month of August. To help place these figures in per- spective, I have posted on the board in the Board Room a graph showing water consump- tion for the past one and a half years. Later in the meeting you will have a chance to compare that graph with-a graph prepared for Dan Cook showing electric demand and electric usage for a period of some three years. Although there have been no significant outages of either water or electricity during the past two or three weeks since the last Board Meeting, we do have a prob- lem with a water leak under the Southern Pacific tracks. A late-night operation is planned and scheduled to correct this leak situation. The work will commence at 2:30 in the morning and stop about 6:00 A.M. This will inconvenience the fewest num- ber of people. Essentially, it is our plan to abandon the water lines under the Southern Pacific tracks and reroute the water. New applications for service continue to be received at a record rate_ It ap- pears now that the new electrical connections this year may well exceed 500, and that our total number of electrical customers will go above 4,400- 2. Vandalism - Southside #2 Well - During the night of August 29th, somebody started a large bulldozer near the theater construction located close to the Southside Complex. They ran the bulldozer through out new Southside Well #2 pumphouse. it totally destroy- ec the pumphouse and possibly damaged the pump and piping. Inasmuch as the pumphouse and work had not yet been accepted by the District, the problem falls to the contractor, C. W. Roen, who, in turn, will undoubtedly try to collect from the owner of the bull- dozer. It was the opinion of the adjustor for Royal Globe Insurance Company (who came out and viewed the situation) that the bulldozer owner would ultimately be liable. Dan Cook estimated that it would cost $50,000 to replace all the damaged material, pipe, etc. 3_ Twelfth Biennial Conference on Ground Water - Department of Water Resources - On August lst I sent to the Board a notice of the Twelfth Biennial Conference on Ground Water to be held in Sacramento, California at the Woodlake Inn. Some Directors in- dicated an interest in attending this conference. It also appears that, at the same time, there will be a two-day workshop on load management sponsored by the California Energy Commission aimed at smaller utilities who do not have the facilities or staff to do a great deal of research on load management. I feel that it would be well worth the District's time and money to have representatives attend either or both functions. 4. Sierra Pacific Power Company rate increase - The District and the City of Fallon responded to Sierra Pacific's proposed compromise on the rate increase saying that they accepted the fuel clause adjustment but felt that the demand charge should be a little higher and the energy rate a little lower. Sierra Pacific has now respond- ed to the Energy Commission relating to these comments and has documented their pro- posed rate. It is my guess, at this point, that the rates proposed by Sierra Pac- ific in early August will be those that are finally put into effect. These rates are 3.89 per kilowatt of demand, plus 2.18(P per kilowatt hour on the energy con- sumed, plus an $ 1,000 customer charge, plus a fuel charge for the cost of fuel in excess of 1.8249,P per kilowatt hour_ The total effect of this will be a rate increase that will average, for us, about 5%. General Comments We recommend that an Environmental Impact Report be prepared for this project because of its potentially significant growth-facilitating effects in Martis Valley (page 4) . Such facilitation could greatly increase the demand for wastewater treatment capacity in this area. S?ecific Comments page 13, question 13. The assessment states that the project could not affect the use of recreational areas and/or areas of important visual value. If adequate erosion and drainage control measures are not applied during construction near the Truckee River, sedimentation could affect its recreational and aesthetic value. page 21, question 19. It is concluded that the project could not "change , the existing features of any of the regions . . . stream beds. " Again, if not controlled, sedimentation resulting from construction could change the character of the Truckee River's streambed. page 23-24. Mitigation measures for construction activities should include contingency plans for runoff control in the event of a thunderstorm. Please telephone Judith E. CAL-IFORNIA 95734 TELEPHONE 587-3896 August 27, 1979 Roy Hampson, Executive- officer STATE WATER QUALITY CONTROL BOARD Lahontan Region 2092 Lake Tahoe Blvd- South Lake Tahoe, California 95705 Dear Mr. Hampson: I am in receipt of your letter of August 14, 1979 forwarded to us by the State Clearinghouse concerning the Airport transmission line. The Negative Declaration was adopted by our Board at its June 18th meeting, and, because of a technicality, the required copies were submitted on July 17th thereby extending the thirty-day comment period. During the past two months the topic of growth as it related to this trans- mission line has been extensively discussed by the Board and individual Directors through the news media. The growth issue is of major concern to the Board mem- bers. However, a number of other issues must be considered in relationship to the total project in order to determine whether or not a full EIR is required. I believe our Board has considered the entire project and its total ramifica- tions in determining that a full EIR is not necessary. Some of the concerns and issues are as follows: 1. Increased fire protection, especially in the downtown area, is sig- nificant. This alone is a very positive aspect of the project. 2. The south side area of town is currently deficient in water source, and the excess gallons per minute from the Airport Well, above and beyond the contractual requirement for Dart Industries, can help alleviate that problem. 3. Whenever a line such as the magnitude of this one is installed, it is bound to create demand from the undeveloped acreage south of town. However, in an article I wrote for the Sierra Sun, a copy of which I am enclosing, I explain- ed that it is hard to differentiate the obligation to serve vs the demand that meeting that obligation may create. For example, when you put in the line to fulfill a contractual agreement to serve already approved lots and subdivisions, doesn't this create desire on the part of the developer with raw acreage to tap into that line? As I said in the article for the Sierra Sun, which came first, the chicken or the egg? 4. As a public utility district, we must provide a service to the people of our area. We as a District have virtually no control over the approval of subdivisions. The Nevada County �. Planning Commission and Supervisors, over the past several years, have approved several subdivisions and projects in the area, and we become obligated to serve them. Tahoe Donner, the largest subdivision in our area - some 6,000 lots - was approved by the Supervisors nearly ten years ago. The purchase of the Airport Well and installation of the related transmission facilities are a fulfillment of a Dart - PUD contractual agreement to serve that subdivision with 4,000 gal- lons of water per minute maximum daily demand. 5. It is my understanding that there is a request currently before your agency to reopen the secondary treatment ponds here in Truckee. If such a request were approved, mightn't this create growth in the area which in turn would create a demand on the services we provide? 6. The growth issue, as I previously stated, has been considered by the Board. It is my feeling that any future taps on the Airport transmission line may indeed require the project developer to submit a full EIR even though the Martis Valley General Plan has already addressed the issues. Box 309 Truckee, CA 95734 Dear Mr. Cook: This is in response to our telephone conversation of July 20, 1979, regarding state review of the Negative Declaration for the Tahoe Donner Airport Transmission Main. As I mentioned, the California Environmental Quality Act requires a lead agency to complete the environmental review process prior to approving any project which may have a significant effect on the environment. This includes submitting environmental documents to the State Clearinghouse for state review when a state agency is a responsible agency (Section 15161 .5, CEQA Guidelines) . Failure to complete the environmental review process, including submission to the Clearinghouse, constitutes procedural noncompliance with the California Environmental Quality Act, and means no agency, lead or responsible, can legally approve the project. As I understand the situation , the Truckee Donner PUD has not submitted the Negative Declaration on the Tahoe Donner Airport Transmission Main to the State Clearinghouse for review. Apparently, this was done on the understanding that state review was not required. This is not the case. As you mentioned on the 20th, the Department of Transportation must issue an encroachment permit for the Airport Transmission Main project. This makes Caltrans a responsible agency for the project. Consequently, state review and submission of the EIR to the Clearinghouse is necessary before any decision can be made and the project proceed. Item 5 : Attached as page 8 to this report is a Draft Resolution for your consideration approving the previously submitted Plans, Specifications and GbAtract Documents for the 79-1 Water System Improvements . Attached also is an additional Notice to Contractors to be published two times in the local paper. Item 10: Enclosed as page 9 to this Report is the S .A.D. No. 5 Bid Summary. I recommend the Contract be awarded to Hood Corporation with a Proposal of $1,087,077. Enclosed as page 14 to this Report is a Draft Resolution recommending the Award to the Nevada County Board of Supervisors . Hood Corporation proposes to start next Spring and they also propose to use the redwood tank. The Contractor has requested that I ask you if for $10,000 extra you would want them to install an A.W.W.A. steel tank. Status Reports : A. Annexation into Placer County. Milt has the informat- ion on this Item. B. Donner Center. You have seen the letters from Steve . I looked over the Application for Service (TSD) and have determined that for the 36 Fixture Units proposed a 1-1/2" meter and service is required to prevent excessive pressure ! y drops . ;�� C . I would think it a small matter to convert the Easement to power use as well as sewerage use . 1 .4 PRELIMINARY ENVIRONMENTAL ASSESSMENT 79-1 WATER SYSTEM IMPROVEMENTS TO THE TRUCKEE DONNER PUBLIC UTILITY DISTRICT WATER FACILITIES Schedule A Installation of the Evergreen Circle Loop: The work proposed under Schedule A of the proposed improvements consists of the correction of the existing design and operational deficiency within the basic water distribution system of the Southeast sub-service area of the Truckee Donner Public Utility District . The work consists of placement of 580 linear feet of 8" diameter water,main, connecting the single tie-line from the Sierra Meadows Tank to the Sierra Meadows Grid distribution system. The work will result ; increased fire flows throughout the Sierra Meadows Grid, 're- duced pumping heads and lower cost of water supply. This work is Categorical Exempt by Section 3.5 Class III(2) of the District Guidelines . Schedule B, Reconstruction Existing Southside Booster: The work of reconstructing the existing booster station will entail the revisions to the existing piping arrangement and the addition of one booster pump and related appurtenances to the existing two (2) booster pumps . The reworking and booster pump addition will improve the reliability of the station reduce head loss and increase the yield to meet existing near term peak water demands . This work is Categorical Exempt by Section 3.5 Class III(2) of the District Guidelines . Schedule C , Ponderosa Palisade -Booster Pump Refit: The existing pumps will be replaced with pumps having more acceptance performance characteristics together with suitable controls and telemetry. The installation of new pumps will replace the worn out units, increasing the reliability, improve the system capabilities to meet existing and near term peak water demands This work is Categorical Exempt by Section 3.5 Class III(2) of the District Guidelines . Schedule D, Install Hospital Loop : The installation of the hospital loop will be a single water line to connect two existing unlooped water lines . The installation of this water main will complete a looped line around the Tahoe Forest Hospital and will improve the flow capabilities of the system to better provide for public safety and fire protection. This work is Categorical Exempt by Section 3.5 Class II.(1).(5) of the District Guidelines. Schedule E, Tonini Springs Improvements : F The Tonini. Springs Improvements will consist of the replacement and reconstruction of the existing fencing, storage tank drainage and redundant pumping facilities and the grading of upper surface drainage away from the Spring Area. The improvements at Tonini Springs will provide improved water conservation, the alleviation of a long existing problem of drainage flooring onto private property. and improved public safety. This work is Categorical Exempt by Section 3.5 Class 11 (4)'. & (5) of the District Guidelines . Schedule F, Install Pressure Reducing Valve and Check Valve for Prosser Heights Booster Pump: This work involves the reconstruction of existing District conveyance facilities by the installation of a pressure reducing valve and check valve . The installation of these ,._ valves does not substantially change the purpose or the capacity of the present existing system. When the booster pump is operating, high line pressures will be developed on the lower end of the system and by the installation of a pressure reducing valve, this pressure will be reduced to prevent damage to private property. This work is Categorical Exempt by Section 3.5 Class II.(1) of the District Guidelines . Schedule G Install Basket Strainer at Soma Sierra Tank: The work consists of installing a basket strainer in front of the McGlashen Springs flow meter to lessen :maintenance problems . The flow meter is located in an existing District facility which supplies water from McGlashen Springs to the Soma Sierra Tank. The installation of the basket strainer will reduce maintenance time and expense by removing materials that clog the flow meter ^ and disrupt flow from McGlashen Springs to the Some Sierra Tank. This work is Categorical Exempt by Section 3 .5 Class I(2) of the District Guidelines .
