General Status of the District - Attached to this report .are water con- sumption figures for the month of September. During the past two weeks there have been no significant electric or water outages. Demand for new electric and water services, however, continues at a high rate. If the number of applications for service for single family units continues at its present pace, we will have in- stalled, by the end of this year, nearly 600 new electric and/or water services, and our total electric customer count will exceed 4,400 connections. 2. Status report - hydroelectric plants at Boca and Prosser Creek Dams - Tudor Engineering informs me that they anticipate completion of their preliminary feas- ibility study for the District and the California Energy Commission by October 15, 1979_ Their final report will probably revise downward the plant size for Boca Dam from 2 megawatts to 11 megawatts, and for Prosser Dam from 1 megawatt to _75 megawatts. Their total estimated kilowatt production from these two plants will probably be capable of supporting from 5 to 7% of the District's requirements by 1983. In the meantime, we have received a protest from the Bureau of Reclama- tion regarding our application to the Federal Energy Regulatory Commission for an initial permit. The basis of their protest is that House of Representatives' Bill HR3526 introduced by Congressman Johnson calls for them to build the power plants. Although this legislation has not yet passed Congress, they would like to delay the permit issuing process by FERC until it is determined whether or not the legislation will pass Congress and be signed by the President. �1 We have also received a number of protests regarding the use of water from both Boca and Prosser Dams primarily from the Department of Fish and Game and the Piute Indians. Both of these protests indicate that they would be with- drawn if the District does not have control of the release of water from these two reservoirs. To the best of my knowledge there is no intent on the part of the District to control the water release program, but to take the water and en- ergy as it becomes available. There may be the possibility of getting the con- trolling agency, in both cases the Federal Water Master, to modify their release program to both satisfy the downstream users of the water and improve the power production for the PUD_ It is of interest to note that the California Depart- ment of Fish and Game has requested minimum flows in Prosser Creek and the Little Truckee that are above what is now possible. Following the completion of the current preliminary feasibility study, I anticipate it will be several more months before the Federal Energy Regulatory Commission issues its preliminary permit or HR3526 is passed and signed into law. In the meantime, FERC is continuing their processing of our application as evi- denced by a visit by one of their engineers on September 24th. I conducted an inspection of both power plant sites with the FERC engineer and District Ranger Dave Hammond of the U_ S. Forest Service.
