CALIFORNIA 95734 TELEPHONE 587-3896 MANAGER'S REPORT December 3, 1979 1. General Status of the District - There have been only a few minor outages since the last Board Meeting. One major water outage is scheduled to occur on Saturday, December 1st at midnight. This outage will affect most of the down- town area for a period of about two hours. The outage is the result of build- ing a water line through a Pacific Telephone cable vault many years ago. As part of the reconstruction of Pacific Telephone Company's central office, the old cable vault is being greatly enlarged, and it becomes necessary to reroute the line since it goes right through the old vault. The rerouting, including the cost of materials and labor on our part, is being paid for by Pacific Telephone. It was scheduled at midnight to cause the minimum amount of in- terruption to commercial activities in downtown Truckee. Attached to this report are the water production figures for the month of November. 2. FmHA Application for funding nine priority projects - Dan Cook and I, as well as any member of the Board that wishes to attend,have an appointment with the Farmers Home Administration at 10:30 A.M. on December 11, 1979, to discuss the pre-application for the proposed projects. We will be meeting with Mr. Jim Haddock and will be prepared to submit the pre-application form if it is appropriate to do so at that time. I could not obtain an earlier appointment because of a two week training school that most of the members of the Farmers Home Administration staff are attending this week and next. 3. District conservation program - Attached to this report is a letter I have written to Mr. Jim Hacker of Sierra Pacific Power Company. I anticipate meeting with Jim sometime during the week of December 3rd to see what assistance we can obtain from him and Sierra Pacific in getting our program going. I have also informed Howard Kester of the Sierra Economic Development District that we intend to initiate an energy conservation program for the benefit of our con- sumers. Mr. Kester has offered all possible assistance that he can give in- asmuch as he is operating from a grant from the California Energy Commission to spur the development of such programs in the northern California area. I should have much more to report on this subject at the next Board Meeting. 4. Annual Report - The Directors will recall that we started an Annual Report about nine months ago and that we engaged Gail Grimes to assist us. Inasmuch as the last direction from the Board was to hold off on this report until after the election in 1979, it appears to me now to be time to reactivate this project. It does appear, however, that much of the original draft sub- mitted by Ms. Grimes will need to be revised in view of developments over the last few months. I am pleased now that we did delay the Annual Report because we are now in a much better position to show real progress on various fronts. In my research and observation of what various utilities are doing in this field, I am most impressed with Sierra Pacific's program. Some time in .the near future I will be calling you, to invite you to lunch perhaps, so that I can sit down and pick your brain as to the best way for the PUD to get started. We have done some education efforts along this line; however, much more needs to be done. I believe we need some kind of insulation.program, and perhaps some District imposed requirements on new buildings as well as retro- fitting old buildings. However, should it in the future be contended that another company could have met the District's requirements, numerous legal problems could arise even if that contention were incorrect. I would therefore suggest that the safe manner in which to proceed is to advertise for bids in the manner required by the Public Utilties Code. We would like to take this opportunity to point out to the Board our feelings of the inequity of this fee. The definition of the Facilities Fee is"The charge made by the District for but not limit- ed to a pro rata share of the cost of the basic supply facilities, and any expansions thereof or additions thereto, necessary to serve a customer or customers." We have been told that approximately 50% of the costs of supplying capacity is for domestic consumption and 50% is for fire protection. We have already paid for a 2" service for our domestic water supply which presumably would include fire protection. Because the system did not have adequate volume in the system at our connection, we were required to provide fire protection with sprinklers. This meant additional fees of $1 ,485.00 (connection fee) plus "actual costs" of tapping fee plus $4'.'500.00 for Facilities fee. (a 4" connection) as well as a $25,000.00 expense for the sprinklers, We do not feel thisto. be fair. The 4" line will only be used in the event of fire and not for domestic service at all . We propose that a new category of "Facilities Fee" be set up for "Fire Protection Only connections and that the rate be set at 50% of the present rate to reflect the non-use. of the line .for domestic service. We forwarded to you under earlier separate correspondence the West River Street policy together with the additional paragraph 11 which is my interpretation of the outline conclusions that Pat extracted from your minutes and the revised agreement. The status of construction is not much different than the last report. The construction is progressing very slowly however we have been required (in our judgment) to be on site for three days during the previous week while the thrust blocks for the right angle changes in direction approaching the bridge were being placed. The cost of excessive construction inspection will be paid directly by Don Toomey. 2. TRUCKEE TOWNHOUSES/GOLDTOWN CONDOMINIUMS On previous engineers reports we discussed and included the items that, in my opinion, must be provided by the developer before the project is really suitable for board consideration and the use of board time. It would appear to me that the developer is testing the authority that has been vested in Cook Associates with respect to project review. The developer has asked for agenda time tonight knowing that I will be recommending that the board not discuss the technical aspects of the project because of non- compliance with the printed directives of the District and non- compliance with the requested items that are necessary for meaning- ful, technical review. The improvement plans as recently submitted do not contain water facilities that were included on the previous check set that was submitted and returned for corrections by the engineer. I have no intention of usurping the Board's desire and authority to hear any member of the public on any subject matter. And I totally defer to your wishes on this specific project. As the improvement plans , specifications , contract documents and related items exist for the Truckee Townhouse/Goldtown Condominiums , I hereby categorically recommend outright rejection %-- and project denial pending receipt and satisfactory disposition of the items requested in our letters of October 5, 1979 and October 31, 1979. 3. TRUCKEE FIRE PROTECTION DISTRICT HYDRANT REVISION The Truckee Fire Protection District has requested a revision to the Standards of the Truckee Donner Public Utility District relating to the fire hydrant type and outlet sizing. Enclosed as page 4 to this report is the revised Standard as requested by the Truckee Fire Protection District and as recommended by Cook Associates for inclusion in your Standards . 4. DESTRUCTION OF SOUTHSIDE WELL NO. 2 ENCLOSURE My view of the status of the reconstruction for the enclosure of the Southside Well No. 2 and related facilities have been included in various engineer's reports that were first referenced in the September 3, 1979 report and nearly continuously referenced thereafter. Cook Gentlemen : This is in response to your letter of September 12 , 1979 re- garding the damage to South Side Well No . 2 We discussed this with our insurance and bonding broker and sofar we cannot find that we have responsibility. On or about August 14 , 1979 , the District filed a Notice of Completion with the bonding company as the pump and controls had been tested prior to that time .-and approved. While we would be agreeable to reconstruct the pump building and the electrical work,_ we must have a contract or purchase r order from the District, or an order from the Owner of the dozer and/or his insurance company , to proceed . r We can surely understand the concern by .the District regarding the use of the well . However , since neither we nor our sub- contractor are responsible for the damage, we cannot proceed without direction and payment by others .
