February 22 , 1977; and WHEREAS, there has now been certified to the District and to the candidates, by the County Clerk of the County of Nevada, State of California, a Certificate of Elect- ion Results; and HAVING reviewed said Certificate of Election Results , and based thereon; BE IT RESOLVED, ORDERED, DECLARED AND AFFIRMED by the Board of Directors of the TRUCKEE-DONNER PUBLIC UTILITY DISTRICT, as follows: 1. CALIFORNIA 95734 TELEPHONE 587 3895 MEMORANDUM TO: Board of Directors FROM: Milton Seymour, Interim Manager '^ SUBJECT: Meeting of March 15, 1977 DATE: March 14, 1977 JOB DESCRIPTION - SUPERINTENDENT OF POWER AND WATER I have reviewed Dan Cook's recommendations with regards to the job description for a Superintendent of Power and Water and am in close agreement. One item in Mr. Cook' s discussion was an organ- ization chart. Dan's organization chart agrees with one I prepared with one exception and that is I believe that an office manager should be interposed between the Manager and the office staff. This position would not necessarily require an additional person. I believe that one of the existing members of the office staff could also act as office manager. FINANCING OF THE DEERFIELD WATER LINE REPLACEMENT After considering various possibilities for financing the proposed replacement line, I believe that the best approach is to finance this project through borrowed funds from the State and as suggested by Dan Cook and by the lease or sale of surplus District property. To attempt to finance a large portion of this project from general revenues during 1977 will deplete these revenues to the point where there is little if any surplus left at the end of the year. Any surplus generated during this year needs to be reserved for contingencies and other capital projects. JOB DESCRIPTION - GENERAL MANAGER The basic qualifications for a General Manager for the District should be: 1 . He should have a broad business background with experience in personnel administration, finance and contract administration. 2. He should possess a degree in engineering (preferably electrical ) from an accredited college or university. 3. He should be familiar in practice in dealing with the public and should have a basic working knowledge of public relations and advertising. 4. Either utility experience or familiarity with the utility industry is most desirable. 5. He should have demonstrated abilities in the areas of diplomacy and tact. MEMORANDUM TO: Board of Directors March 14, 1977 Page 2 6. His background should show progressively increasing ,— responsibilities and progressively broader responsibilities. 7. He should be in good health. 8. Although not mandatory,a knowledge of the Truckee- North Lake Tahoe area would be helpful . DIRECTOR ORIENTATION I recommend that a special workshop-type meeting be called in the near future for the purpose of bringing the new directors up to date on a wide variety of subjects and problems confronting the Board. In addition, at the convenience of the directors , I would like to conduct a tour of District facilities including the warehouse, substations , wells and pumping stations. Such a tour will take several hours and probably would best be. scheduled for a Saturday. REPORT ON ELECTRIC RATE STUDY AND RULES AND REGULATIONS BY R.W. BECK On Wednesday, March 16th, Mr. William Clouter of R.W. Beck and Associates will visit the PUD offices regarding the REA loan application that Beck is preparing for us. In addition, he is prepared to discuss a complete revision of the electric Rules and Regulations now in effect and to propose a number of significant changes. The Manager would like to invite any Board member who would like to take part in these discussions to attend the meeting with Mr. Clouter at 2:00 P.M. on Wednesday. POWER OUTAGES Two power outages were experienced by the PUD during the past two weeks. One occurred at night and was caused by a County dump truck breaking off a pole on East River Street. The other occurred during the day when a high voltage distribution line fell near the fire station on Old Highway 40. Both outages were promptly corrected by PUD crews. I observed the corrective action taken by the PUD line crews at the East River Street incident. I was impressed by their efficiency, safety practices and the speed in which they restored service. PROCEDURE ON PLANNING COMMISSION NOTICES When the Planning Commission sends us a notice of a meeting on an EIS Statement or the approval of a site plan. I am now replying to these notices with comments regarding the availability of electric and water service to the locations. In the case of subdivisions or housing developments I will state the District' s requirements for construction of water and electrical facilities. MEMORANDUM " TO: Board of Directors March 14. 1977 Page 3 — OHIO BRASS BUSHING REPAIR BILL At the last meeting the Board directed me to investigate the nature of this bill and why it was incurred. Several months ago two bushings at the Tahoe Donner substation were found damaged by vandals such that were it necessary to use the spare transformer it would not have been functional . Two new bushings were purchased at that time to replace the damaged ones. The damaged ones were sent to Ohio Brass for repair. The current bill reflects the repair of the damaged bushings which we now have in stock in case of further vandalism or emergency. TTSA BILLING At the last Board meeting I was requested to investigate the reason for the billing shown on the Statement of General Fund. This billing has to do with services provided by Dan Cook to R.W. Beck for the TTSA electric feeder. A letter to the District is .forthcoming from Dan Cook explaining the billing. Box 309 Truckee, CA 95734 Gentlemen: The Truckee Tahoe Airport District requests consideration regarding the utility charges associated with the use of the airport well. Currently there are two charges , the monthly' service charge and the demand charge when the pump is actuated. Since March 1976 the pump has only been actuated twice because of the expense involved. This is not healthy for the well nor adequate for the testing for fire protection. All current domestic use of water is from . the secondary well , whereas the new well is utilized only for fire protection and should be tested monthly. It is requested _ that the Truckee Donner Public Utility District waive the monthly demand charge or recommend periods when the well can be tested without the excessive cost involved.
