Subject: Discussion of the new TDPUD billing statement
1. WHY THIS ITEM IS BEFORE THE BOARD
We are ready to implement a new bill design. The Board asked that this item be placed on the
agenda for discussion.
2. HISTORY
The current bill layout is eight years old and is limited on the amount of flexibility it has to add new
line items to the bill or make other changes. The program that most of the NISC users are using
has more flexibility and it is easier for NISC to make programming changes.
The Board has recently authorized the addition of a Voluntary Green Tag charge and approved a
revised Miscellaneous Fee Schedule. The Voluntary Green Tag charge is a new line item on our
bill. Also, since there are several new itemized charges in the Miscellaneous Fees Schedule,
additional programming was required for the descriptions to be listed on the bill. While we were
making changes to the bill print, we used this as an opportunity to make other improvements in
the presentation of the billing information to our customers. The changes that we made were as
follows:
• Rearranged electric and water billing information to make it easier for customers to
understand their bill.
• Moved the billing summary information to the top right portion of the bill to make it easier for
customers to find.
• Added a larger message box for communicating to our customers.
• Added new line items to the front of the bill for CA Solar Initiative and Voluntary Green Tag
charges.
• Moved the usage chart and data to the back of the bill and expanded the information
presented from 13 months to 24 months.
• Added a usage chart for metered water accounts.
• Updated the text on the back of the bill and added CA Solar Initiative and Conservation
Program information.
3. NEW INFORMATION
We are getting ready to upgrade our billing and accounting software to Version 1.13. In order to
do the upgrade, we will need to be on the new bill print software.
The implementation of the new bill print format is scheduled to be effective with the billing cycle
that goes out on March 26, 2008. This date is not flexible unless we intend to postpone activating
the Voluntary Green Tag program and some of the Miscellaneous Fee Schedule charges.

BILKJNG/PAY&82NT POLICY: Bills are rendered and are due upon receipt. All unpaid bills are considered past due nineteen(19)
days after mailing. If, when you, next bill is primed, your account shows a previous balance over$50.00. you will be charged a late
charge(minimum s1O.00). Failure tu receive o bill does not exclude you from making your monthly payment.

A complaint or investigation request initiated within five days of receipt of the contested bill will be reviewed by the District during which
time consideration will be given to amortize the unpaid balance over a reasonable period of time. If you thereafter disagree with the
District's disposition of your complaint or dispute,the amount of the bill should be deposited with the Clerk of the District. You should
attach the bill and a statement supporting your belief that the bill is not correct. The Board will review the basis of the billed amount and
make disbursement in accordance with its findings.
PAYMENTS: You may pay your bill by mail,online otvmww.tdpud�rg,through electronic funds transfer,third party credit card service,
third party bill payment service,or night depository. Please do not pay by cash when using the night depository.
RATES & OTHER INFORMATION: Rate schedules, rules and regulations are available ou the District office. VVo have two
residential electric nuonn. P10 for permanentresidences and G10 for non-permanent residences. Call Customer Service for more
information or review the Rates and Fees link online at*vmw.tdpud.o,g.
EMERGENCY SERVICE: if you have an electric and/or water emergency when the business office is o|000d, p|oaoo call (530)
587'3896. The after hours call center will refer your call to the electric or water on-call employee.
WHEN YOU MOVE: P|aaoo onnumot our Customer Service office three days in advance of you,desired disconnect date. We will
schedule a final reading oobo taken on the scheduled date. The service will bo disconnected,unless wm have authorization on file from
the owner to transfer service back into his/her name or another application for service on file for a transfer. )f you are moving»oanother
residence served by the District,you may be required to complete a new application and meet the District's credit requirements,if you
have not already done so. An after hours fee will be charged to connector reconnect service outside of business hours.
