LOCAL PUBLIC WORKS PROJECT "A"
GENERAL WATER DISTRIBUTION SYSTEM UPGRADING
WHEREAS: The Board of Directors has reviewed the proposed project
.►- elements contained in the Truckee Donner P.U.D. Application
A entitled General Water Distribution System Upgrading ; and
WHEREAS: The Hoard of Directors has reviewed Environmental Impact
Rating Form covering the subject project elements dated
September 30, 1976 as prepared by Dan J. Cook, The District's
Consulting Engineer; and
WHEREAS : The Board of Directors has reviewed the Environmenta} Impact
Assessment dated September 30, 1976 that has been prepared
in accordance with the District Guidelines and the C.E.Q.A.
by Dan J. Cook; and
WHEREAS : Based on the above together with the individual and collective
knowledge of the Board of Directors the physical, economic
and environmental constraints have been duly considered.

NOW THEREFORE BE IT RESOLVED:

That this Board of Directors finds

(1) The Project will not have the potential, to degrade the quality
of the environment or curtail the range of the environment;
r^ (2 ) The project will not achieve short-term, to the disadvantage of
long-term, environmental goals ;
(3 ) The project will have no impacts which are individually limited,
but cumulatively considerable;
(4 ) The Project will not cause substantial adverse effects on human
beings, either directly or indirectly.
BE IT FURTHER RESOLVED that the Negative Declaration shall be signed
by the Interim Manager and forwarded to the County Clerk for Recording.

WHEREAS: The Board of Directors authorized a Water System
Analysis and Report April 6, 1976; and
WHEREAS: The Water Distribution System deficiencies and the
source of supply short falls have been defined,
considered and discussed at -the Regular meeting of the
Board of Directors; and
WHEREAS : The financial position of the District is such that
financial aid is desired.
NOW THEREFORE BE IT RESOLVED:
That the Chairman of the Board of Directors is hereby authorized
i and directed to sign the Application on 'behalf of the Truckee
Donner Public Utility District as the certifying representative,
jand provide whatever additional information as may be required
to comply with the terms of P.L. 94-369, Sec. 107.

WHEREAS: The Board of Directors authorized a Water System
Analysis and Report April 6, 1976; and
WHEREAS: The Water Distribution System deficiencies and the
source of supply short- falls have been defined,
considered and discussed at the Regular meeting of the
Board of Directors; and
WHEREAS: The financial position of the District is such that
financial aid is desired.
NOW THEREFORE BE IT RESOLVED:
That the Chairman of the Board of Directors is hereby authorized

Donner Public Utility District as the certifying representative,

WHEREAS: The Board of Directors has reviewed Environmental Impact
Rating Form covering the subject project elements dated
September 30, 1976 as prepared by Dan J. Cook, The District 's
Consulting Engineer; and
WHEREAS : The Board of Directors has reviewed the Environmental Impact
Assessment dated September 30, 1976 that has been prepared
in accordance with the District Guidelines and the C.E.4.A.
. by Dan J. Cook; and
WHEREAS: Based on the above together with the individual and collective
knowledge of the Board of Directors the physical, economic
and environmental constraints have been duly considered.
NOW THEREFORE BE IT RESOLVED:

Board a wrong impression regarding the $33,000 in R.E.A. funds
we discussed at the last Board meeting. I stressed that no strings
were attached and the money could be used in any manner the Board
desires. For clarification it should be clearly understood that
our debt to R.E.A. is increased in the amount of $33,000.
