Box 807 Truckee, California 95734 - Subject: Projection of build out rate and resultant water use. at Tahoe Donner in accordance with the Supplemental Agreement between Dart Resorts and the Truckee Donner Public Utility- District. Dear Mr. Strand: _This letter is in response to your verbal request to provide you with the subject information as originally requested by Mr. Dan Cook in his letter to you dated September 13, 1974. We have projected the build out rate at Tahoe Donner based on building permits issued to date. We made a thorough search of records at the Nevada County building department in Truckee and recovered the following data: - Permits Permits Permits Issued Issued Issued 1972 1973 Jan. 1-Sept_ 1 1974 Condominiums 130 30 - Single Family Lots 36 187 52 Miscellaneous 6 3 - Equivalent Single Families 172 220 52 The attached graph labeled Exhibit "A" shows a plot of permits issued to date vs. time in years as a. solid line_ Our projection through the remaining part of 1974 and all of 1975 is shown as a broken line. We assumed that building permits would continue to be issued at the same rate during the last four months of 1974 as during the first eight months. The slower rate of build out in 1974 is most likely- due to high interest rates which have generally affected building starts throughout the nation. Since the interest rates have recently begun to decline and the general inflationary trend is predicted to slow- by mid 1975, we assumed a two percent growth rate in 1975. A two percent growth rate has been used by this firm and the Truckee Dormer Public Utility District in the past to predict growth rate for the first ten years at Tahoe Donner. The enclosed master water plan shows the actual locations of the permits issued to date and our best estimation as to where they will be located in the future. This information will be useful in anticipating future operational requirements for the pump stations serving various pressure zones. Mr. Don Strand -2 October 29, 1974 i The golf course irrigation requirement will create a demand for water In addition to lots with building permits_ The golf course architeeft,. has predicted a requirement of lk inches per week during the months i of July and August which are considered to be the months of peak consumption This calculates out town average flow of 320 g.p.m_ >. An analysis of the golf course consumption. during the part: summer, 4 shows that thegolf course is requiring an amount• approximately, twenty: percent higher than that predicted by the architect. Project personnel responsible for golf course maintenance have indicated that this is undoubtedly due to the higher water requirements of immature fairways which have not yet developed a well established. sod._ We will use•the increase value in our water use projection as it may take three- to five years for the fairways to fully- develop._--:All -_ eighteen fairways of the golf course have- been planted. With the build out projected to be 600 equivalent family units by s. January 1,.- 1976, and the golf course consumption established, we < - can now calculate- the average demand on.- the maximum. day as follows- 7 Equivalent--family units 600 @ 0.56 g.p.m_ - 336 g.p.m_ Golf Course 320 g.p.m. g 1.20 384 g.p.m. x Total Demand 720 g.p.m. This total demand of 720 g.p.m. must be satisfied by a source capacity of the same amount. The Northside Well which is now connected to the Tahoe Donner water system is capable of delivering 700 g.p.m. Well "A" and its sister well which I shall call well "B" are located _ within Unit 3 of Tahoe Donner. Well "A" has a capacity- of 180 g.p.m. and well "B" has a capacity of 100 g.p.m. This combined peak capacity- ' r., of 280 g.p.m.- for on-site production added to th-e 700 g.p.m. available-::.: offsite results in a source capacity of 980 g.p.m. This source capacity is in excess of the 1975 demand by 260 g.p.m. With a continued growth rate of two percent per. year (130 units per year) and an ;t•. average demand on. the maximum- day of 0.56 g.p.m. per;wit_the � source capacity should be adequate until mid 1979. Please let this letter reaffirm my letter of August 2, 1974 , which stated . . . in part . . . "The Truckee Donner Public Utility District can now provide adequate water service to meet the current needs of approximately 3700 lots and 200 condominium units for which public reports have been issued or requested" . . . That statement was correct and is correct. It is my understanding that you have a citizen complaint stating in essence: a. The Public Utility District cannot provide water service to Tahoe Donner. b. The water demand of Tahoe Donner exceeds by a wide margin the design values _ C. The high water demand of Tahoe Donner is depriving the other residents of the District. d. In the event that the Donner Lake water is denied, the District would be unable to serve Tahoe Donner or the balance of the District with adequate water supplies. Please let this letter serve as supporting material for your response to the citizen ' s complaint. In order to provide a basis for .credibility a short review of the background is required . The Truckee Donner Public Utility District approved an agreement with Lakeworld March 19 , 1970, that provided that the developer would: Construct the intract water distribution pipelines to the size ultimately required for the. complete build out of the development. Construct equalizing and fire storage tanks to meet either maximum day or average day plus fire flow volumes, which- ever was greater. Construct 14" diameter transmission main from Soma Sierra to the tract boundary and from Donner Lake to Old Highway Drive . Construct a lake intake in Donner Lake and provide pumping capacity of SOO GPM. Construct 18" diameter transmission main from the treatment plant to the existing system. r- The ultimate design capacity in the lower reaches of the system was specified at 4D00 GPM. The agreement also specified that the developer would deposit with the District $40 per lot recorded , excepting the first 800 lots . In my personal opinion , from the District 's viewpoint there was a pronounced "short fall" in the agreement that was rectified by a liberal interpretation of the design requirements in the 1970 agreement and the supplemental agreement of 1973 . The facilities that have been and are being constructed conform to good engineering standards of design . A copy of the applicable design standards is attached for your consideration . These are the same standards that the District now uses on their own work . Richard D. Carlson Sacramento, California November 19 , 1974 Page 3 . The design standards recognize the need to phdse at various rates the different parts or appurtenances within the system. Those parts of the system with high wear coefficients are designed for easy access and a nominal capacity beyond the current needs. Pumps and motors are a typical example . Pipelines on the other hand have a long life span and are very costly to modify. There- fore, the design standards require ultimate sizing of pipeline and related works. Good engineering judgment , water system management and operating economics dictate the phase design. To illustrate my point the pumps that will lift the water from elevation 5934 to an elevation of 7500 have a normal life span Of 10 to 15 years before they must be replaced. Therefore, if the ultimate sized pump were installed initially, the pump would be replaced due to old age as many as three times before its full pumping capacity would be reached . We feel that the ultimate demand within Tahoe Donner will occur about 2020 A .D . Additionally, pumps with large pumping capacity pumping into a system with small demands , cycle quickly and such cycling causes extra wear, surges and over pressure that result in customer complaint. Additionally, the electrical cost of operating the pumping plant would be several times higher "if the ultimate pumps were installed initially, due to stand-by charges and high rotational mass. An analogy was once used that seems to fit this case is the need r to transport a large mass of people to the upper levels of a building being designed . The early years will see only a few people, how- ever_ the load will increase yearly. The design consideration in this case is to be sure the escalation " is wide enough to take ultimate load. The power however, need only be enough to lift the people expected before the life of the motor passes. The water system at Tahoe Donner is designed with this concept. The agreement provides $40 per lot specifically for the �up grading of the pumps . The schedule of payments is as listed . Richard D. Carlson Sacramento, California November 19, 1974 Page 4. The Donner Lake pumps, the Donner Trails pumps and - the Soma Sierra pumps are all vertical turbin pumps . The Innsbrook pumps, Alder Creek pumps, Ski Lodge and the Stockholm pumps are all end suction centrifugals . Therefore a system of pumps and or motor relocation makes further efficient use of integrated step design concept. This concept saved the developer some installation capital but more important it saves the people who buy lots and build homes within the development , money on their monthly bills . We, the Truckee Donner Public Utility District , try diligently to maintain an economical operation to the satisfaction of our customers . The supplemental agreement addresses itself specifically to that speculated circumstance of "what if Donner Lake water is not available". The supplemental agreement also addresses itself to the possibility of obtaining Donner Lake water but not for a projected period of time. At any time the District finds that the current supplies provided by Dart will be insufficient to meet the demand 24 months in advance the District notifies Dart that more water must be provided. Dart then proceeds along either of two courses of action . Darts decision is required within 6 months for the date of the demand. Richard D. Construct additional wells, of minimum 250 GPM capacity, as required to provide additional water to stay ahead of the 24 month demand schedule. 2 . Construct the water treatment plant as described in Exhibit B. In th-e event Dart fails to proceed with No . 1 above the District would then cash the 1. 5 million dollar letter of credit drawn on Security Pacific National Bank and dated October 22 , 1973 , and proceed with No . 2 above. A copy of the letter of credit is attached. The District, in my opinion is well protected in the event that Donner Lake water. is not available . Projections have been made in accordance with the supplemental agreement for the 1975 year and the 1976 year and the actual 1974 values are also shown for convenience . Last year a set of deficiency priorities was established to overcome the approaching operational problems. There- fore it is reasonably safe to assume this value when considering the projected needs of the community. If the Northside Well value of 1200 GPM is used the total source capacity reaches 2880 GPM or the 1985 demand. The need for the Donner Lake water or the Exhibit "B" water is demonstrated sometime prior to 1985 . This assumes the build out rates as exhibited on the attached Figure 1. The other question that you asked was what would be the District 's sources should all 3700 lots plus 200 condominium units be built upon at once. Richard D. (3120 - 2880) . There are several possible remedies for this shortage. You must under- stand that I view this as an artificial demand - -however it corresponds to the post 1967 demand listed above which I consider to be real demands for planning purposes. However, problems of leases , rights or politics are more difficult to resolve , at times , than are simple engineering problems . In summary it is my opinion that : 1. The District can serve the 3700 lots plus 200 condominiums for which the White public reports have been issued, in accordance with our August 2 , 1974 letter. 2. The increase of capacity at the Northside Well and -pump will occur in calendar year 1976 unless the Donner Lake intake is approved. , 4 . The artificial 3900 unit demand can be artificially satisfied with sources now owned by the District plus the Dart Well "All at a pumping rate of 240 GPM. 5. The 1970 Agreement provides the S40/lot as the source of fund needed to expand the intake and pumping plants. 6. In view of the above, the citizen complaints that we discussed are unfounded.
