Bidding 38-34 acres South Side Pumps 10.Managers Report Truckee, California March 7, 1972 Truckee-Donner Public Utility District Old Highway 40 Truckee, California 95734 Attention: Board of Directors Gentlemen: The Truckee-Donner Public Utility District has been notified several times in writing and by word of mouth regarding their unauthorized use of my lot next to the warehouse for parking trucks, cars, equipment and dumping of litter. A snow plow has been used on both sides of the lot to clear snow for the above use, and has really chewed up the surface. I will expect you to restore the surface to its original condition by April 1, 1972 . You realize that the District is trespassing and to �-- avoid legal action, compensation in the amount of $ 100.00 per month will be required. Enclosed bill is for $500.00. Box 63 Truckee, California 95734 cc: Manager March 7, 1972 page 176 Resolution 7204 OF THE BOARD OF DIRECTORS OF THE TRUCKEE DONNER PUBLIC UTILITY DISTRICT ESTABLISHING BOARD OF DIRECTOR-MANAGER RELATIONSHIP NOW THEREFORE BE IT RESOLVED, by the Board of Directors of the Truckee Donner Public Utility District that: A. The truckee Donner Public Utility District recognizes, establishes and maintains the following guidelines in their relationship with the Manager: 1. It is recognized that good management is the most important factor in the success of the District. In exercising such management, the Board of Directors reserves its responsibility to establish policy, approve plans and programs-.and delegate authority to its General Manager. 2. The Board of Directors recognizes its responsibility and its need to establish policies, approve plans and programs, and delegate authority to the Manager to execute and carry out its plans, programs and policies. The Manager shall among other things have authority to hire capable personnel within the approved wage and salary plan and policy, train, supervise and replace them if necessary. 3. All policies of the Board of Directors shall be promul- gated to regular and special meetings, acting collect- ively as a Board. The Manager is delegated the respons- ibility of tarring out such policies. 4. It shall be the policy of the Board of Directors to refrain, as individuals, from discussing management problems with the personnel of the District. At the request of the Manager the Board of Directors may confer with personnel at regular or special meetings of the Board. S. It shall be distinctly understood that the "Flow" of authority for the management of the District shall be through the Manager, and the Manager shall be the conn- ecting. link between the Board of Directors and the personnel. The Board of Directors shall require full and complete information from the Manager concerning all matters in connection with the management of the District as set forth in Board policies. page 177 6. Primarily, the purpose of this policy is to define the relationship that shall exist between the Board of Directors, who are the elected representatives of the District, and Manager, who is employed by the Board of Directors. The Board of Directors recognizes that effective management of the District can exist only through mutual understanding and complete cooperation between the Board of Directors and the Manager. The Manager is expected to produce results and give an account to the Board of Directors for his stewardship. His performance cannot be of the best unless he is given latitude to excercise independent judgment in executing policies of the Board of Directors. The Board of Directors acknowledges that obligation, and gives the Manager that latitude of judgment and discretion, and expects faithful performance in carrying out all of the policies of the Board of Directors. 7. The Board of Directors recognizes its responsibility for the employment of the Manager, and further the additional responsibility for a systematic appraisal of the Manager's performance in order that growth, development and effect- ive improvements are encouraged. B. The President of the Board of Directors shall be responsible for the inviting the attention of the Board members to non- adherence to this policy. C. The Board of Directors shall at their discretion appraise the Manager's performance and determine his salary adjustment with- in the approved wage and salary plan. Passed and adopted this 7th day of March 1972 at a regular meeting of the Board of Directors of the Tru cee Donner Public Utility District by the following vote: AYES: Directors Waters Loehr , D.
