Mr. George Cattan -2- March 18 , 1972
by Sierra Pacific may take effect any time between
April 2 and September 1, and if the Commission acts
affirmatively the increase may be less than that proposed
by the Company.
On a related subject, no matter what the Com-
mission does about suspending the rate increase , it will
eventually hold a hearing to determine whether the in-
crease should be approved as proposed or as modified. I
believe that our District should employ a rate expert
to report on whether the Company has justified in its ex-
hibits the increases which it proposes. I do not know
anybody in Northern California who could do this as well
as H. H. Heidrick of Wilsey and Ham, who has worked for
the District before.
If you approve, perhaps I should meet with
you and the Board to discuss our long-range strategy with
respect to the rate increase, as soon as we can conven-
iently do it.
Sincerely yours ,
Martin McDonough
