Subject: Consideration of the Award of a Task Order to Perform
Geotechnical Testing Services.
1. WHY THIS MATTER IS BEFORE THE BOARD
Board action is required for expenditures in excess of $15,000.
2. HISTORY
In the Spring of 2006, the District issued a Request for Proposals for Geotechnical
Testing Services. Proposals were submitted by eight firms. All eight firms were
qualified to perform the work and the Board ultimately awarded a contract to
Converse Consultants. The term of the contract was for one base year with two
optional years.
The District then created a Master Services Agreement with Converse Consultants.
Geotechnical testing services were provided by Converse to the District for 2006 and
2007 under separate task orders.
3. NEW INFORMATION
On March 5, 2008, the Board awarded contracts for water pipeline replacement
during the Summer of 2008. The Water Department also anticipates construction of
the Stockholm Pump Station replacement during 2008. All of these facilities require
some form of testing to ensure that soils are properly compacted, asphalt is properly
placed and foundations are properly constructed.
The work performed by Converse during the Summer of 2006 and 2007 was
satisfactory. Based on the satisfactory work in the past, Converse was asked to
submit a fee proposal to perform testing work for the planned 2008 construction. A
copy of the proposal from Converse is attached.
The Water Department anticipates issuing a new RFP for Geotechnical Testing
Services in January 2009 to cover work during the 2009 to 2011 period.
4. FISCAL IMPACT
The overall fee proposal from Converse Consultants for this year's work is $47,996.
A breakdown of the total has been calculated, with $42,606 to come from the Water
Department 2006 COP Funds and the remaining $5,390 to come from the Water
Department Facility Fees.
5. RECOMMENDATION
1) Approve a Task Order for Geotechnical Testing Services by Converse Consultants
in an amount not to exceed $47,996.
2) Authorize the transfer of $42,606 from COP funds to the Water Department
General Fund and $5,390 from Water Facility Fees to the Water Department General

INTRODUCTION
Converse Consultants (Converse) is pleased to present this proposal to provide
materials testing for the proposed projects.
Converse has been providing services throughout the State of Nevada and
California for over 60 years. Our local staff has the required certifications and
experience to provide all required services.
Converse Consultants (Converse) welcomes the opportunity to once again
provide geotechnical material testing services to the Truckee Donner Public
Utility District for the 2008 construction season for the subject projects, our
seventh consecutive season. The scope of our material testing services will be
to verify that pipeline bedding and backfill is being properly placed and
compacted and that A/C paving of pipeline areas in roadways is performed to
project plans and specifications,
1. COMPANY BACKGROUND
a. Converse Consultants was founded in 1946 by Professor Frederick
J. Converse in Pasadena, California, to provide the construction
industry with geotechnical engineering and geological services. As
a pioneer in modern soil mechanics, Professor Converse
developed many innovative techniques and products to deal with
varied and complex foundation engineering issues. Converse has

provided professional consulting services on projects which have
varied from rocket engine test facilities to high rise buildings, steel
mills to dry docks, and from compacted fill for residential
construction to power tunnels, roadways, wastewater treatment
plants, and reservoir dams.
b. As a measure of its achievements and successful operations during
the past 60 years, Converse is honored to have among its clients
many of the nation's distinguished architects, engineers,
developers, contractors, as well as many private, public and
government agencies.
C. As a result of its technical excellence and client-oriented services,
Converse has grown substantially and has offices in California
(Sacramento, Redlands, Monrovia, and Costa Mesa), Nevada (Las
Vegas, Elko, and Reno), Arizona, Pennsylvania, New Jersey, and
New York. Our organization has more than 300 professionals
consisting of geotechnical engineers, civil and structural engineers,
engineering geologists, environmental scientists, deputy inspectors,
laboratory and field technicians, drafting/CAD specialists, drilling
and several other support personnel specialized in their respective
fields. Our western offices have more than 100 licensed and
experienced technicians specialized in their respective fields
(including concrete, masonry, batch plant, fireproofing, shotcrete,
soils, structural steel, welding, and non destructive testing).
d. Our services include various disciplines of geotechnical
engineering, applied geology (hydro-and engineering geology),
materials inspection, soil and rock testing/analyses, materials
testing, and environmental sciences and engineering.
2. PROJECT PERSONNEL
Converse will staff this project with qualified and experienced licensed
engineers/inspectors. The project team key members will be assigned as
follows(other qualified Converse personnel may be substituted as needed):
Dean Stanphill, PE, ICC/ICBO: Mr. Stanphill will oversee all services
provided under this contract. With almost 20 years of experience, Mr.
Stanphill has worked extensively throughout Nevada and California on a
wide variety of public works, commercial, industrial and roads projects, we
well as numerous schools and hospitals.
Tony Parent!, ACI, NAQTC: Mr. Parenti conducted all testing services
and project management of the Truckee Donner PUD MSA Projects from

2005 to 2007. Mr. Parenti will be responsible for all proposed testing
services, laboratory materials testing and project management. Mr.
Parenti has provided testing services and project management on
numerous municipal waterline projects and subdivision developments in
the Reno/Tahoe area.
3. PROJECT DESCRIPTION
The project consists of three waterline replacement contracts:
a. Contract A comprises of 8,800 feet of pipeline, 1,500 feet of service
laterals, and ancillary items on streets and easements in the Tahoe
Donner community.
b. Contract B comprises 5,100 feet of pipeline, 1,300 feet of service
laterals, 900 feet of electrical and communication conduit, and
ancillary items on streets in the Sierra Meadows community.
C. Contract C comprises 4,800 feet of pipeline, 2,800 feet of service
and ancillary items on streets in the Glenshire community.
Pacific Rim Contractors, (Headquartered in Kent, WA and operating out of Reno,
NV) was recently awarded all three contracts and a spokesperson has indicated
to Converse that the projects would be conducted sequentially with a likely hood
of a single crew with one project under construction at a time utilizing 24 weeks
(120 days, or 960 construction hours) within the allocated construction season.
The project order will depend on ground surface and groundwater conditions and
is anticipated to go in reverse order Contracts C, B, then A. Pacific Rim
Construction (PRC) has no known prior PUD project experience.
4. SCOPE OF SERVICES
Based on our review of the project plans and specifications, our scope of
services is estimated to be as follows:
a. Attend Pre Construction meeting and site reconnaissance
b. Material Submittals-Approvals
C. Daily testing of project materials using nuclear density relative
compaction methods Specifications require daily testing of Pipe
zone bedding, trench zone backfiill, final backfill and A/C paving per
frequencies listed in the 2008 TDPUD Water Construction
Standards and Specifications.
d. Weekly Reporting Submittals, Contract Final Report Submittals

5. SCHEDULE
We will work closely with your field personnel to perform the required daily
materials testing in a timely manner. Our goal is to help facilitate a timely
project completion. Mr. Parenti has a strong relationship with acting
Truckee Donner PUD, and Town of Truckee engineers and inspectors and
will communicate with the former as well as the contractor superintendent
on a daily basis to meet project time lines required for all testing. Per
conversations with Pacific Rim Construction, it is anticipated that the work
will be performed Monday through Friday between 7:00 am and 6:00 pm
and the project duration will be approximately 120 8-hour construction
days cumulative for all three contracts. It is foreseeable to be on site
available for testing on the active project approximately 3 hours per day
with a 2 hour commute/prep time inclusive in the days billing. Converse
estimates 600 hours of field testing for all three projects based upon the
above schedule. In the event of PRC adding a second crew and working
on concurrent projects to meet the 120 day construction season timeline,
then Converse may bill an extra one hour to two hours as per the
additional requiring testing for the second contract. In the event of request
by project engineer and/or inspector to be available for testing at longer
periods (as may be required per paving days), Converse will be on hand
as required. No unauthorized overtime will be billed to the project.
We anticipate some Laboratory Testing (ASTM D1557 Moisture Density
Curve, ASTM C136 Sieve Analysis, and ASTM D4318 Liquid & Plastic
Limits) and reporting for material submittal/approvals if native materials
are used for Class A trench zone backfili or untested engineering products
are selected. Occasional in-use Laboratory Testing of materials may be
required as native Class A trench Zone material changes or as supplied
engineered Class B bedding or Class G aggregate base course fail to
meet relative compaction requirements as material properties may change
throughout the project. It is anticipated that fewer moisture density
Laboratory Tests be needed with the revised specifications for trench zone
backfill in paved and shoulder areas for 2008.
6. FEES AND CONDITIONS
6.1 General
a. Soils technician testing services will be billed on a time and material
basis in accordance with the 2008 Prevailing Wage Schedule of
Fees. Project Management activities and reporting will be billed on
a time and materials basis in accordance with our 2008 Schedule of
Fees. Laboratory test charges will be in accordance with the
enclosed 2008 Schedule 11 Fee Schedule. Please note that there

will be no charge for testing equipment or vehicles or mileage. It is
important to us to provide services to you on this project.
b. The actual fee for our services will be dependent upon the
contractor's schedule. The following is an estimate only and should
be further refined when an actual construction schedule is
available. The purpose of the itemized costs below is to provide an
approximate cost only.

7 GENERAL CONDITIONS
Please note that the above estimate is based on the assumed number of
times and duration we will be required at the site, therefore actual charges could be
different. This fee schedule is determined by our current 2008 fee schedule, please
note the above applicable technician rates are less than the 2008 fee schedule for
preferred client status.
Testing technician rates include personnel, required field test equipment,
and vehicle. Overtime rate will be charged on this project for work performed after
normal work hours not including normal travel time), Saturday, Sunday and
holidays; for these we will charge at 1-1/2 time and field hourly rate. The total

actual charges for our services will depend upon the extent and nature of the work
to be performed, the amount of services requested, and the construction schedule
and productivity. The fees listed above do not include retesting, standby, or
additional inspection due to prior failing test results. We assume the Contractor will
sequence his work to have large areas of similar work completed, allowing us to
perform a substantial amount of inspection and testing for each of our trips to the
project. Since many of the factors are not known at the present time, total actual
charges could vary from the estimate presented above.
Special billing instructions, including backup documentation requirements, should
be mutually agreed upon and indicated below. Subsequent additions or changes
should be mutually agreed upon in writing with appropriate authorization.
Converse assumes that the testing and inspection services provided for this project
are subject to prevailing wages as defined in the labor code. Project Management
and Laboratory Testing activities listed within the above fee schedule have not
been determined as prevailing wage activities.
Converse can meet your insurance and indemnification requirements stated in the
RFP. Converse has been able to meet the insurance, indemnification requirements
for the past 6 years and has not had any difficulty in signing TDPUD contracts.
Insurance documentation will be forwarded upon request. Converse maintains a
reciprocity agreement with the California Department of Public Health to possess
and operate nuclear test gauges in the State of California.

Overtime and special shirt rates for field Technical Services personnel are determined in accordance with Prevailing Wage taw. An overtime
charge of 50 percent of the above hourly rates for Laboratory Testing and Office Support persornel will be added for time in excess of eight hours

Laboratory Testing
Compensation for laboratory testing services on a unit charge basis will be made in accordance with this schedule. Cost of tests not on this schedule

INVOICES
