HomeMy WebLinkAbout15 Pipeline Replacement 2023 - Contract B - Board - Bid AwardAGENDA ITEM #15 Page 1 of 3 MEETING DATE: March 1, 2023 TO:Board of Directors FROM:Neil Kaufman, Water System Engineer Chad Reed, Water Utility Director SUBJECT:Award of the District Pipeline Replacement – 2023 – Contract B Construction Contract APPROVED BY ______________________________ Brian Wright, General Manager RECOMMENDATION: Award the District Pipeline Replacement – 2023 – Contract B contract to Ruppert Incorporated in an amount of $2,091,071, plus a ten percent change order allowance of $207,929 for a total authorization not to exceed $2,300,000. BACKGROUND: The Truckee Donner Public Utility District Strategic Plan identified five Board goals to achieve the District’s mission statement of “reliable, high quality utility and customer services”. The first goal identified in the District’s Strategic Plan is to “Manage for financial stability and resiliency”. This goal identified annual pipeline replacement projects as a high priority. In support of these goals, the Water Department has identified several different sections of pipeline for replacement based upon the following criterion:  Pipe in poor condition requiring repeated repairs;  Aging pipes approaching end of life cycle; or  Undersized pipe not meeting current construction standards (typically 4-inch diameter and smaller). In the interest of efficiency and project timeline requirements, the District has separated 2023 pipeline replacement needs into two projects, contracts A and B. At the February 1, 2023 board meeting the Board of Directors authorized the award of Contract A. Page 2 of 3 ANALYSIS: The District Pipeline Replacement – 2023 – Contract B project covers about 4,900 feet of pipeline on Skislope Way in the Tahoe Donner area. The bidding documents were structured with a base bid and an additive alternate. The base bid covers about 3,800 feet of pipeline with the additive alternate covering the remaining 1,100 feet of pipeline. The bid opening was held at 10:00 AM on February 16, 2023. In addition to the construction contract, the District will retain outside consultants to perform construction inspection, environmental services and geotechnical testing and for this this project. The costs for this work are:  Construction Inspection – CME – Estimated at $60,000  Environmental Services – Inland Ecosystems – Estimated at $5,000  Geotechnical Testing – NV5 – Estimated at $40,000 The CME and NV5 contracts were approved by the Board of Directors on December 7, 2022, as part of the annual procurement process. Manage for Financial Stability and Resiliency Page 3 of 3 FISCAL IMPACT: The subject Contract B $2.3M, as well as, the additional pipeline projects discussed are components of the water utility 10-year capital improvement plan. Water utility capital budget for FY22/23 totals $23.1M (FY22 $8.3 and FY23 $14.8M) and is funded sufficiently for these planned projects. ATTACHMENTS: None.
