Reed, Water Utility Director SUBJECT:Consideration of a Contract with Sparks Electrical for the FY23 Electric Motor Repair Services APPROVED BY______________________________ Brian C. Wright, General Manager RECOMMENDATION: Authorize the General Manager to execute a contract with Sparks Electric Motor Repair LLC for water utility electric motor repair services for a total not to exceed contract amount of $90,000. BACKGROUND: Regular and timely procurements of repairs to electric motors are critical to District operation and maintenance needs. Establishing contracts for maintenance and repair services significantly reduces the down time of critical pump and motor equipment during unexpected equipment failures and emergency repairs. The Water Department utilizes electric motors to pump groundwater to higher elevations; and provide adequate water pressure to our customers. When electric motors fail, the ability to move water or provide additional pressure is impacted which could result in an interruption of service and impede fire protection capacity. The speed at which these motors can be repaired is critical to operations. Bid advertising for electric motor repair services began in October 2022, and the bid openings were held on Monday, November 14, 2022. No responsive bids were received. Staff requested during the February 1, 2023 board meeting to dispense with competitive bidding due to the lack of responsive bids and authorize the General Manger to directly negotiate a contract for electrical motor repair services. ANALYSIS AND BODY: During the February 1, 2023 meeting, the board authorized the General Manager to negotiate directly with electric motor repair service vendors, and obtain a viable contract for these services. Page 2 of 2 Staff has received an acceptable proposal from Sparks Electric Motor Repair to perform electric motor repair services. Staff is requesting a not to exceed amount of $90,000 for the calendar year of 2023. FISCAL IMPACT: The Board approved FY23 Budget (GL 2..7.691.00.670) of $206,000 includes funding for these electric motor repair services. Actual cost incurred for this type of service in FY22 and FY21 where $13,628 and $5,289 respectively. ATTACHMENTS: None.
