Manager's Report RESOLUTION 7130 TRUCKEE DONNER PUBLIC UTILITY DISTRICT ACCEPTANCE OF REA KWH FORECAST WHEREAS, the KWH estimates for the District dated October 29, 1971 to determine the future power requirements of the District in accordance with REA Bulletin 120-1 has been submitted and is in order; NOW THEREFORE, BE IT RESOLVED that the District approves and hereby i adopts this forecast of conditions that are likely to prevail. i Passed and adopted this 7th day of December 1971 by the following roll call vote: I i AYES: Waters , R. S. BEAVERS, ERVINA M. BEAVERS, GORDON STAFFORD, GERTRUDE L. STAFFORD, FRED G. BUHLER, JOYCE E. BUHLER, LESTER H. MULLEN, CARLENE D. MULLEN, JESSE E. OWENS AND DOROTHY OWENS I for a strip of land in Ponderosa Palisades Unit 1 as described in the attached I Quit Claim deed to said District, to which this resolution is attached, That the Clerk of this District shall and is hereby authorized and directed to place said easement deed of record in the official records of Nevada County, California. Coulombe Approved Branch Chief Charles W. Fitch BRIEF STATEMDU OF WORK ACCOMPLISHED IN 1971 In 1971 our work tripled compared with 1970. Major work - Electric: 1. Line extension to Martis Dam. 2. 6,000 ft. U.G. to Donner Park. 3. 5,000 ft. U.G. Airport lighting. 4. S miles of O.H. line, Tahoe Donner. All poles set, conductors an 2 miles. S. Danner Lake Substation completed and ready for testing. All above work is additional to services to 65 new consumers. Employees vs. Customers: In May 1966 we had 10 employees, Customers 750. In 1971 we had "` 6 employees, Customers 2050. Cost of checking of plans paid by developer. 2. Policy 7006 whereby subdivider has to pay .$50 for source per lot plus cost of boosters and storage which exceeds $100 per lot. 3. All costs of O.H. or U.G. in a subdivision has to be borne by developer. Cromer regarding the filing by Sierra Pacific Pow*z CQomr=w fear IS.71 increase for its California system. He unformed we that this does not apply to the large purchasers of namely: T Ackee Dormer P.U.D. City of Fallon P.G. a E. Echo Summit F, Meyers California Pacific Utility Co. , Winnemuca. Our turn will be January or February 1972 and that their filing for the 4 lame t umers will be much, much more and that fuel has gone up 30%, and that our rate is dependant on fuel cost and therefore the filing will be for a higher percentage increase. Mr. Cramer informed me that he will meet with our Board to discuss the proposed rate of increase before filing. I have related this ftnformatian to our Attorney, Mr. Martin McDonough, who negotiated our existing contract with Sierra Pacific Power Cmpany, and he asked me if the Board desires that he should be present when Mr. Cromer presents his argument for rate increase. As most of the old mcnbers know of Mr. Martin McDonough's capability in doelaing with the existing contract, I therefore recommend his f presence when the meeting is to be held. G'EORGE CATTAN, MANAGER ' a { ' December 6, 1971 ADDITIONAL PERSCNNEL FOR 1972 U.G. ENGINEER As you are aware of the rapid growth of our area, that we are short staffed specifically for U.G. work. On August 3rd I stated that the District will be in need of an U.G. Engineer " in order to cope with the condominiums and that we could manage for this year, but we should be prepared for early 1972. Condominiums and apartments can only be served with U.G. The following condominiums that I know of for 1972: 1. Lakeworld. . . . . . . . . . . . . . . . . . . . . . . . . . . . .180 2. Apartmmts east of Hospital. . . . . . . . . . . .16 Our Policy 7118 requires the developer to pay tor all the U.G. facilities except the pact transformer. Therefore, the tees recovered will pay for an U.G. Engineers salary. The U.G. Engineer will be required April 1, 1972. Salary: $14,000/year. DRAFTSMAN With all the new extensions, O.H. $ U.G. , a draftsman will be needed Feb. 1, 1972. Yearly salary: $9,600. WATER ENGINEER As you all know, the developer pays for checking of maps and therefore it would be more practical to engage a water engineer. In a report that I presented to the Board I stated that with the present tanks under construction, we shall have enough storage for at least 10 years and that in 1972 we will concentrate on updating the existing water system, specially in the downtown area. For this work a resident water engineer would be the ideal thing. The water engineer will be in a position to check the maps, and these fees will pay for a large portion of his salary. Previously Walters, Ball, Hibdon & Shaw were our water consultants, and at present we have Dan Cook $ .Associates. The amount of past work was not much, but recently due to the expansion of Tahoe Ibnner, the fees for consultation work have been $16,116 from January 1, 1971 to the end of October 1971. He informed me that this does not apply to the large purchasers of power, namely: Truckee Donner P.U.D. City of Fallon P.G. $ E. Echo Summit & Meyers California Pacific Utility Co. , Winnemuca.
