Subject: Discussion of a Consent Calendar
1. WHY THIS MATTER IS BEFORE THE BOARD
The Board had requested that staff bring this matter before the Board for
consideration.
2. HISTORY
Many government agencies, including cities and special districts, utilize a consent
calendar to obtain Board approval for routine and non-controversial agenda items.
Staff proposes to add a consent calendar to the District's Board Agendas.
3. NEW INFORMATION
The functional nature of a consent calendar is that items may be acted on as a group
or pulled from the consent calendar at the request of a Board member and
subsequently acted upon separately. Formal staff presentations are not provided for
consent calendar items, but staff would be available to answer any questions that
may arise regarding a particular item. Should an item be pulled from the consent
calendar, staff would be prepared to provide a formal presentation on the item if
requested.
For a docket item to qualify for placement on a consent calendar, one of the following
conditions would need to be met:
1. Be an item must have no known opposition on the Board
2. Be routine in nature, such as approval of Board Minutes, Treasure's Reports, or
Staff Activity Reports
3. Be an item that had been previously discussed during a workshop
If the Board accepts the proposal to implement a consent calendar, an action item
adopting a resolution will be brought to the Board on May 7, 2008 that: 1) authorizes
the use of a consent calendar on future Board Agendas; and 2) establishes a
guideline for what types of items can be placed on the consent calendar.
4. FISCAL IMPACT
There is no fiscal impact associated with this matter.
5. RECOMMENDATION
Receive this report and provide direction on the implementation of a consent
calendar.
