APPROVED BY ; Briin. Wright, General Manager RECOMMENDATION: Authorize the General Manager to execute a professional services contract for executive recruitment services with WBCP, Inc. in the amount of$31,800, plus a 10% change order authorization, for a total not to exceed the amount of $35,000. DISCUSSION: In December 2022, Joe Horvath, Electric Utility Director, announced his intention to retire at the end of October 2023 after 25 years of service at the District. This position is critical to the District's operations and a successful transition would be one that allowed time for the new Electric Utility Director to overlap with Mr. Horvath. Successful executive recruitments take significant time, resources, and industry contacts. Based on our past three high level recruitments in 2021 & 2022, feedback from our previously contracted recruiters, and a difficult labor market in utilities, there is an expectation that this recruitment will take three to six months of dedicated work. The Electric Utility Director is essential to the delivery of the District's mission and Strategic Plan. On January 24, 2023 the District advertised a request for proposals (RFP) for executive search firm services for the recruitment and placement of the Electric Utility Director. On February 27, 2023 the District received six proposals from the firms outlined below. Firm Location WBCP, Inc. Roseville, CA Page 1 of 3 Alliance Resources Consultants Colorado Springs, CO Electric Power Recruiting Mesilla Park, NM TDMA, LLC Reston, VA Stanton Chase Santa Monica, CA AB Strategic Security Group El Paso, TX An internal committee reviewed each of the proposals received based upon the following criteria: • Recruitment Methodologies and strategies • Experience of the firm and key personnel • Proposed timeline and schedule • References • Cost Following a review of each of the proposal, staff has determined WBCP, Inc. would be the most beneficial for the District. WBCP's proposal included the services of a consulting team with over 20 years of executive recruiting experience, extensive experience in recruiting executives for government agencies and special districts, a proactive recruiting strategy, 12 week project timeline for the recruitment and an impressive portfolio of references and successful recruitments such as the Town of Truckee Town Manager and an Electric Utility Director for the City of Roseville. With Board authorization, staff would initiate a professional services agreement with WBCP immediately, with the expectation of candidate selection and interviews in June 2023. Provide reliable and high quality electric supply and distribution system to meet current and future needs. 6. Manage the District effectively, efficiently and fiscally responsible manner. FISCAL IMPACT: Page 2 of 3 The recommended professional services agreement includes a cost proposal of$31,800 for the Electric Utility Director recruitment. Staff is recommending a 10% change order authorization be included, for a total not to exceed amount of $35,000. This recruitment cost was not included in the FY2023 Electric Utility operating budget. Electric's operating reserve of$6.5 million is sufficient to fund this non-budgeted item and the cost decreases reserve balance by 0.5%. ATTACHMENTS: None Page 3 of 3
